In response to the PPEA Public Notice by The City of Newport News finalized on July 14, 2015 for the “SCOT Center PPEA Proposal,” City Center Concepts, a joint venture between Oyster Point Construction Company and Ritchie-Curbow Construction Company, Inc., hereby submits our proposal in accordance with the Public Private Education Facilities and Infrastructure Act of 2002 Model Guidelines for the City of Newport News.

City Center Concepts was founded by two Newport News based contractors with a single goal in mind: to provide a competitive, cost-effective proposal for the construction of the new SCOT Center in our great city. Along with an assembled design team consisting of local, Hampton Roads based architects, engineers and subcontractors, a majority who are located within the Newport News city limits, we have met and exceeded the basis of design for this project on property already owned by the City of Newport News. As you review this proposal, the time and effort put forth by a large contingent of Newport News contractors and residents should be extremely apparent, as we all have an collective pride for our City. City Center Concepts is well versed in the PPEA process as we have recently completed several PPEA projects in the Hampton Roads region. We will work hand in hand with the City of Newport News to guide you through the process of a design build PPEA project.

Our team will consist of Oyster Point Construction Company and Ritchie Curbow Construction Company, Inc. sharing the prime responsibility. RRMM Architects, located in Chesapeake, VA with an extensive history with the City of Newport News, will be the lead design architect for the SCOT Relocation. They will oversee our structural engineer, G. G. Cornwell & Co. located in Newport News; mechanical & electrical engineers, Matthew J. Thompson Engi- neers located in Hampton, VA; and site and environmental design engineer, Draper Aden Associates, located in Newport News. We will also partner with local subcontractors such as Swing Electric, Art Newsome Incorporated, Warwick Plumbing and Heating, and Mallory Electric to deliver a comprehensive package with the emphasis on companies that employ here in Newport News.

Our proposal for the SCOT Center PPEA has been prepared in accordance to the Public Private Education Facilities and Infrastructure Act of 2002 (PPEA) and submitted in two volumes. Volume 1 - Technical contains our response to Section 1 - Qualifications and Experience, Section 2 - Project Characteristics, and Section 4 - Project Benefit and Compatibility. Volume 2 - Proprietary contains our response to Section 3 - Project Financing and we would submit that the material contained in Volume 2 be private and secure per the Freedom of Information Act (FOIA).

In this submittal, you will find ten 10 copies and one original of each volume of our Conceptual (Phase 1) SCOT Center PPEA Proposal, as well as all printed materials in PDF form on a USB drive. Draper Aden Associates is a leading Mid-Atlantic consulting engineering firm with experience in facilities planning and engineering design for municipalities, government agencies, cultural institutions, and private clients.

CCC will also be employing several other local (majority Newport News based) SWaM subcontractor team members for both the design and construction of this project. These team members will include Warwick Plumbing & Heating, Art Newsome, Inc., Mallory Electric, Swing Electric, and C. R. Benford, Inc.

We have strategically partnered with local Newport News firms who have proven experience in the design- build delivery method of construction. Our goal for the project is to keep as much of the economic impact of the SCOT Relocation within the city limits of Newport News.

The Lee Hall Maintenance and Operations Center (MOC) consolidates field personnel and operations of four Wa- terworks divisions. The MOC includes a state-of-the-art dispatch center, a modernized vehicle shop, and expand- ed storeroom, and office space, all of which improve Waterworks’ ability to fulfill its mission: To contribute to the well-being of the community through the provision of an adequate supply of high-quality drinking water.

CITY CENTER 15 CONCEPTS JOINT VENTURE OYSTER POINT CONSTRUCTION EXPERIENCE

J. BLAINE BLAYTON ELEMENTARY SCHOOL Williamsburg, VA

Situated upon a 40-acre site and designed for a student population of 450 students, the school program is tailored to meet the goals of the Williamsburg James City County Public Schools’ mission statement. Adjacent to the Lois S. Hornsby Middle School, this 93,247 sq. ft. elementary school provides program spaces for Grades Kindergarten through 5th.

The building is zoned into quiet academic areas and more noisy public areas which are separated by the “Main Street” corridor of the building. The public areas include administration, music instruction, a cafeteria and gymnasium with a stage that opens to both areas. The academic area of this building is a two-story structure which is a structural steel frame with metal stud and brick veneer.

In an effort to reduce initial costs, this project was developed as a shared 40-acre campus to accommodate both this new elementary school and a new middle school. Both schools share parking but have separate bus loops. The school campus also provides the opportunity for shared facilities. The middle school has an auditorium that both schools and the community can use.

LOIS S. HORNSBY MIDDLE SCHOOL Williamsburg, VA

Designed for a student population of 800 students, the school program is tailored to meet the goals of the Williamsburg James City County Public Schools’ mission statement. This 145,450 sq. ft. middle school provides program spaces for Grades 6th through 8th. Each grade is divided into two teaching teams. The middle school philosophy of team grouping fosters an atmosphere of cohesiveness by grade level that is reinforced by the building design.

In an effort to reduce initial costs, this project was developed as a shared 40-acre campus with the J. Blaine Blayton Elementary School and a new elementary school. Both schools share parking but have separate bus loops.

The building’s clear circulation path can be easily understood by students, parents, community members, and visitors. The academic areas are clustered on three levels – one for each grade, with the media center centrally located on the middle level. The science labs are integrated into each grade cluster. The auditorium, cafeteria, gymnasium, and music rooms are located across “Main Street” to separate noisy spaces from classroom spaces. The gymnasium is located to allow easy access to the exterior ball fields and courts.

H. HAMILTON RILEY, JR. Hamilton is the Vice President of Oyster Point Construction Company. This 58,600 sq. ft. facility was completely renovated to enhance the habitability and life safety for the occupants. Each room had a new bathroom renovation including showers, fixtures and all finishes. New VAV boxes were in- stalled in each room and tied together into the main control system. In addition new floor coverings were installed and interior plumbing systems were renovated. Extensive mold abatement and remediation was done in each room.

On the exterior, a new roof was put in place, new windows installed and the brick façade mortar joints were pointed up. The work was staged so that the Coast Guard could keep half the building in operation the whole time. As we finished our portion of the work, the Coast Guard moved in new furniture.

KINGS FORK PUBLIC SAFETY CENTER Suffolk, VA

Ritchie-Curbow built a three-bay fire station, fire department administrative offices, living quarters and the emergency management system spaces for the City of Suffolk. The building is constructed with conventional steel framing with brick veneer and metal standing seamed roof panels. The lobby area is a Fire Department museum and is constructed of materials found on the fire engines. This project is a municipal transportation center for emergency vehicles and also includes an emergency operations center.

OYSTER POINT CITY CENTER - FOUNTAIN WAY GARAGE Newport News, VA

Fountain Way Parking Garage is located in the City Center at Oyster Point, a 48-acre, high density, mixed-use development in midtown Newport News. This facility is in the Mariner’s Row section of the project and is coupled with retail and office spaces. The building is a 270,000 sq. ft., 5 level parking deck with spaces for 879 cars. Ritchie-Curbow worked with the EDA and CMSS on the design of the building and provided construction services. The parking garage is constructed of precast concrete structural and architectural panels and decks. The deck also includes space for retail operations on the first floor and provides an integral structural tie in to additional retail provided through a private developer.

Included in the single structure are 8 tournament play basketball courts, 12 competition volleyball courts, 8 competition indoor hockey fields, a 200 meter by six lane indoor track with an IAFF certified synthetic surface; long jump, pole vault, triple jump and shot put areas and pits, along with playing pavilions that are 64,000 sq. ft. and 31,000 sq. ft. in size respectively. Additional features include a concession area, computer scoring, retractable bleacher seating for 4000 persons, banquet room, two training rooms, internet access and a speed and conditioning center. The project site package was provided under a separate contract through the City of Hampton.

LARGE VEHICLE REPAIR SHOP Virginia Beach, VA

RRMM Architects, in conjunction with RRMM Design Build, is responsible for the design and construction of a new high-bay vehicle garage for the City of Virginia Beach. The 10,800 sq. ft. first floor houses the maintenance and repair operations for the City’s fire apparatus and other large vehicles; the remaining sq. ft.age comprises the 2nd floor mezzanine, used for storage and equipment. The facility is a prefabricated metal building with an exterior designed to match existing facilities in the compound.

The first floor houses a fluid storage and pumping area; four drive-through extended length vehicle bays; a tire storage and changing area; and welding and machine shops. A clear height of 20 feet is required throughout the bays for testing and maintenance of the fire apparatus ladders when they are extended, with a 30-foot clear height established at the center of the bays for critical maintenance of fire apparatus. The bays also house various fluid and lubricant reels, compressed air reel, electric light reel, tire changer and oil and fluids pumps. Additional first floor spaces include offices; a break room with kitchenette; shower and locker rooms; two unisex restrooms; and an electrical area. The mezzanine level includes a mechanical room, general parts storage, and locked parts storage; these areas are accessed by stairs or by gates via forklift. Parts storage areas are enclosed by six foot high fencing.

NEW PUBLIC SAFETY BUILDING Hopewell, VA

RRMM Architects provided site evaluation, planning, programming, design and construction services for the City of Hopewell’s new Public Safety Building. The new building houses the functional needs of first responders, depart- ment administrators and their equipment/ apparatus. The building will be designed with offices, bunkrooms, dis- patch room, conference/training rooms, food service facilities, and associated public, service and support spaces to meet the program requirements.

RRMM team worked with the City of Hopewell to assess three individual sites for the new building within the City. This includes: • Performing various due diligence tasks on each site including location and assessment of public access; utility availability including size and capacities of water and sewer services; and method of storm water management compliance; • Preparing a complied base plat of subject parcels showing owner information, parcel lines, acreage, existing GIS topography, current zoning and known utilities; • Performing a preliminary wetlands assessment of the sites utilizing and onsite visit, historical mapping and national wetland inventory mapping; • Preparing a conceptual site plan sketch for each candidate site to evaluate the site with respect to parking, drive circulation and BMP placement.

VIRGINIA INSTITUTE OF MARINE SCIENCE FACILITY MANAGEMENT BUILDING Gloucester Point, VA

The Facilities Management Building will be a new stand-alone one-story building located on the VIMS Gloucester Point Campus. The new building is anticipated to be 15,000 gross sq. ft. and is sited on .75 acres located on Greate Road across from Watermen’s Hall and between Greate Road and the Research Storage Building. It will house the administrative offices for the Facilities Director and staff, the Safety Director and staff, the Carpentry Shop, MEP Shop, Automotive Shop, House Keeping Shop, Grounds Shop and Shipping & Receiving.

The majority of the VIMS campus is sited on the former Gloucester Towne founded in 1651, as well as Revolutionary and Civil War sites. This new building will be sited in the heart of the research section of campus with a close prox- imity to the necessary utilities throughout VIMS. The site includes circulation and access to visitor and employee parking, delivery truck access, and a loading bay located within the back of house yard. The main entrance to the Facilities Building is situated directly across from Watermen’s Hall, with direct access to the parking lot and site en- trance way. A precast canopy hovers over the entrance way, which is framed with a single concrete column and the curtain wall of the vestibule. Aluminum panels make up most of the entrance and office suite facades, where CMU and brick contain the shop spaces. Sun shade/light shelves wrap the exterior façade to provide shading for offices and training rooms. Due to the need for all shop spaces to border the facilities courtyard, the facilities building has an ‘L’ shaped footprint allowing for all shops to have garage door access to the courtyard behind. The building also shields this facilities support space from vision on Greate Road.

HANOVER CENTER FOR TRADES AND TECHNOLOGY Hanover County, VA

Hanover Center for Trades and Technology is a multi-discipline facility. It draws its students from throughout the county, offering specialized training in seven programs, augmenting core curriculum studies. The school offers con- centrated programs in Culinary Arts, Cosmetology, Building Trades and Maintenance, Industrial Maintenance, Small Engines and Automotive Services. The 46,000 sq. ft. building accommodates 250 core students, and provides for community usage of the facility for evening classes and continuing education training.

The Center is located on land adjacent to other Hanover County academic buildings, creating a campus-like feel. Bus loop access is shared with the adjacent Georgetown School, limiting the need for separate vehicular circulation while preserving “Green Space.” The main entry is between the Administration offices and the Commons Area. The Commons serves as the building’s main assembly and cafeteria space. Controlled access to the classroom and lab wing allow the students to approach these spaces via a pedestrian walkway, directly from the transportation drop-off area.

The Cosmetology Lab is designed to provide a teaching studio and simulate actual conditions found in a typical working environment. The Lab space is daylit via clerestory windows, providing good natural task lighting and reducing artificial lighting energy demands. The adjacent classroom shares ambient light and visibility using large windows which help illuminate the space during daylight hours. The Automotive Service Lab space is equipped with diagnostic equipment and tools found in most quality repair facilities. Large insulated overhead doors allow easy access of a variety of vehicles for instruction and repair by the students.

City Center Concepts is a joint venture with two of the leading construction firms in Newport News that happen to also be Certified Small Businesses. In addition, the CCC Team has teamed with other small businesses located in Newport News to keep the economic impact within the local area.

We subscribe to the policy of the City of Newport News to facilitate the establishment, preservation and strengthening of SWaM (Small, Women Owned and Minority) firms and encourage their participation in the SCOT Relocation Project. Our goal is to provide the citizens of Newport News the best-valued project at the best pricing. We actively seek out partnerships with other SWaM businesses who can also provide a best-value approach to the project.

Our companies actively promote bid opportunities with SWaM contractors by holding pre-bid meetings, advertising in the local papers and trade journals and in email mailings to our vendor lists that have identified themselves as SWaM contractors. In addition, we use the City provided SWaM directory that lists SWaM firms that are registered with the Virginia Department of Small Business and Supplier Diversity (SBSD). We also assist firms who are SWaM eligible but are not registered with SBSD in the registration process.
