The program, facilitated by the Wyoming Water Development Office (WWDO), utilized a WMI seeding aircraft to increase snowfall in the mountains in the Upper North Platte River and Colorado River Basins for additional water runoff. This was the 1st season Weather Modification International has provided pilot and aircraft services to conduct aerial cloud seeding operations for the State of Wyoming and the State of Colorado. Primary funding for the project was provided by the Wyoming Water Development Commission (WWDC), with funds appropriated by the Wyoming Legislature, in the amount of $425,273. Additional funding was provided by the Board of Public Utilities (BOPU) of the City of Cheyenne, in the amount of $45,000. The Jackson County Water Conservancy District (JCWCD) provided an additional $29,764 for operations conducted within the State of Colorado, primarily through a grant from the Colorado Water Conservation Board (CWCB).
