LAWS OF SPECIAL SESSION 1931-32—CH. 27. 93 (14.50) (4) (As created in Chapter 15, Laws Special Session 1931-1932 (Bill 14, S.) ) When the bank on which any check or draft is drawn by the state treasurer shall before payment of such check or draft become insolvent or shall be taken over by the com- missioner of banking or comptroller of the currency, the state treas- urer shall on the demand of the person in whose favor such check or draft was drawn and upon the return to the treasurer of such check or draft issue a duplicate for the same amount. This sub- section shall apply to checks or drafts heretofore issued and not paid. SEcTioN 2. A new section is added to the statutes to read: 220.085 On approval of the banking review board, any state bank or trust company, or the receiver of any insolvent or delinquent state bank or trust company, may take advantage of any act that may be enacted by the Congress of the United States for the relief of any state banks or trust companies. SECTION 3. For a period not to exceed two years after the date of passage of this act, the commissioner of banking, with a view to stabilizing and readjusting the banking structure of any bank, may approve any stabilization and readjustment agreement entered into between such bank and the depositors and unsecured creditors of such bank which in his judgment is in the best inter- ests of all persons concerned, notwithstanding the provision in subsection (16) of section 220.07 requiring that eighty per cent of the amount of the deposits and unsecured credits of such bank be represented in such agreement. -

- Issue No. 181 No. 190, July 6, 1972 The Pound Afloat: The reason given for the U.K.'s decision to float sterling was the weight of international short-term capital movements which, despite concerted intervention from the Bank of England and European central banks, had necessitated massive sup port operations. The U.K. is anxious that the rate should quickly o.s move to a "realistic" level, at or around the old parity of %2. 40 - r,/, .• representing an effective 8% devaluation against the dollar. A w formal devaluation coupled with a wage freeze was urged by the :,I' Bank of England, but this would be politically embarrassing in the }t!IJ light of the U.K. Chancellor's repeated statements that the pound was "not at an unrealistic rate." The decision to float has been taken in spite of a danger that this may provoke an international or European monetary crisis. European markets tend to consider sterling as the dollar's first line of defense and, although the U.S. Treasury reaffirmed the Smithsonian Agreement, there are fears throughout Europe that pressure on the U.S. currency could disrupt the exchange rate re lationship established last December. On the Continent, the Dutch and Belgians have put forward a scheme for a joint float of Common Market currencies against the dollar. It will not easily be implemented, since speculation in the ex change markets has pushed the various EEC countries in different directions. The Germans have been under pressure to revalue, the Italians to devalue. Total opposition to a Community float is ex pected from France (this would sever the ties between the franc and gold), and the French also are adamant that Britain should re affirm its allegiance to the European monetary agreement and return to a fixed parity. -

X. KALAUPAPA SETTLEMENT REVITALIZATION, 1931-1938 A. Creation of Board of Hospitals and Settlement BY 1929 conditions at Kalaupapa were sti I I considered unsatisfactory. Governor Lawrence M. Judd of the Territory of Hawaii appointed an Advisory Commission on Leprosy to investigate the situation, study the status of the leprosy control program in Hawaii, and make suggestions for improvement. The resulting report made several specific recommendations : (1) establishment of a hospital for the treatment of leprosy patients in or near a medical center; (2) no more compulsory segregation of patients at Kalaupapa (the effect of banning punitive segregation was to eliminate the stigma of the settlement as a penal institution); (3) more research on susceptibility to the disease; and most important, (4) development of a program of social welfare, that would increase the happiness of the patients and their families. The commission also offered a plan for the reorganization of leprosy affairs under the territorial government. Responsibility for the public health program for leprosy had rested with the Board of Health from 1865 to 1931. As a result of the Judd Commission findings that there was dissatisfaction with and misunderstanding of the administration of the leprosy program, the 1931 legislature created a separate Board of Leper Hospitals and Settlement to function as a policy-making agency and established the position of General Superintendent as its administrative official. (The legislature transferred the program back to the Board of Health in 1949.) The Board of Hospitals and Settlement, as it was later called, which administered the territory’s leprosy program from 1931 to 1949, was a group of five citizens serving without pay, at least two of whom had to be doctors.
