NOTICE is hereby given that West Sussex County Council proposes to make a permanent Traffic Regulation Order under the provisions of the Road Traffic Regulation Act 1984, the effect of which will be to reduce the length of the 1 hour limited stay parking bay on the eastern side of Felpham Road, in Felpham, immediately north of its junction with Vicarage Lane and install a longer bus stop clearway restriction, which will prohibit stopping except for buses at any time.

NOTICE is also hereby given that West Sussex County Council proposes to install a new ‘zebra’ pedestrian crossing on Felpham Road, immediately north of its junction with Vicarage Lane.

The documents may also be inspected at County Hall Chichester, during normal office hours, and at Bognor Regis Library, London Road, Bognor Regis during normal library opening hours.

Any comments or objections about the proposal must be received before 10 October 2019. STATEMENT OF REASONS FOR PROPOSING TO MAKE THE ORDER

West Sussex County Council proposes to make a permanent Traffic Regulation Order that will reduce the length of the 1 hour limited stay parking bay on the eastern side of Felpham Road, in Felpham, immediately north of its junction with Vicarage Lane and install a longer bus stop clearway restriction, which will prohibit stopping except for buses at any time.

There is presently a bus stop layby at the above location but the layout of the bay is too short to accommodate the size of buses currently used in the area. This results in buses waiting in the carriageway alongside the current bus stop, obstructing the flow of traffic along Felpham Road. The change to the parking restrictions is intended to accommodate a longer bus stop which will prevent this obstruction. Footway alterations will also be made to accommodate the new layout.

West Sussex County Council proposes to install a new ‘zebra’ pedestrian crossing on Felpham Road, immediately north of its junction with Vicarage Lane.

The footway works needed to accommodate the new bus stop will require the removal of a buildout on the eastern side of Felpham Road, at the site of the current un-controlled pedestrian crossing island. A new zebra crossing is therefore proposed at this location to ensure pedestrians have a safe place to cross the road.

The new Order and crossing are therefore proposed to improve the amenities of the area through which the affected length of road runs and to facilitate the passage of traffic.

The attached drawing, numbered SZ9499NES shows the proposed changes to the parking restrictions. Drawing number 70054673-PD-001 shows the location and layout of the proposed new zebra crossing.

West Sussex County Council in exercise of their powers under Sections 1 (1) 2 (1) and (2), 4 (2), 45, 46, 49 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 ("the Act") as amended and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-

1. This Order shall come into operation on the ***** day of ****** 2019 and may be cited as "West Sussex County Council ((Arun District) (Parking Places & Traffic Regulation) (Consolidation) Order 2010) (Felpham: Felpham Road Amendment) Order 2019".

2. The “West Sussex County Council (Arun District) (Parking Places & Traffic Regulation) (Consolidation) Order 2010" is hereby amended by the replacement of the plan specified in the First Schedule to this Order, with the plan specified in the Second Schedule, attached hereto.
