For this updaterecommendation, detainee is assessedas a memberof Al-Qaida and its global terroristnetwork. Detaineeclaimed to be a memberof Al-Qaida. He had associationswith Islamic DefenseFront leadersand knew of Al-Qaida members'movements between Indonesiaand Australia. He had knowledge of, and familial ties with Al-Qaida and extremist elementsin Indonesiaand Australia. Detainee'strue level of involvementand depthof knowledge are unclear, as he has not been forthcoming with debriefersduring his detention. It is assessedthis detaineeis a HIGH risk, as he is likely to posea threatto the US, its interestsand allies.

4. (S//NF) Detainee Background Summary: Unlessotherwise noted, the following paragraphsare basedsolely on the detainee'sstatements.

a. (S/REL USAAUS CAN GBR)Prior History: Detaineegrew up in Lahore,PK, but movedto Indonesiawith his family. The timeframe of thismove is unclear.Detainee claims to speaknine languages, including English, but Urdu is hisnative language. By 1993, detaineewas onceagain living in Lahore,PK. He attendedfour Islamic schoolsin succession:Dar Al Lum Al Faisalabadin Faisalabad,PK; Dar Al Lum Al Islamiyah; Jamiyah Tanweel Al Quran Al Kareem; and Jamiyah Al Malthoor Al Islami, all in Lahore PK. Detaineeidentified Pir Saif Allah Khalid, the presidentof the latter schoolin 1995as being an extremist who urged studentsto join the , but detaineedenies Khalid influenced him.

b. (S//NF) Recruitment and Travel: Detaineetraveled to SaudiArabia, Egypt, , Pakistan,and Indonesia;however, detaineedid not elaborateon the timeframe of thesetravels.

c. (S//NF) Training and Activities: Detaineeclaimed he taughtIslamic Studiesat a mosquein Lahore, PK, but did not clarify which one. Detaineealso statedthat he was a universityprofessor at the ageof 27. (Analyst Note: Detainee'sname is includedon the PermanentFaculty list at the Institute of Leadershipand Managementin Lahore published probablyin 1998.)

a. (S) Assessment: It is assessedthe detainee poses a HIGHrisk, as he is likelyto posea threatto the US, its interestsand allies.

b. (S//NF)Reasons for ContinuedDetention:

o (S/AIF)Detainee is assessedasan Al-Qaida member having knowledge of, andfamilial ties with Al-Qaida and extremistelements in Indonesiaand Australia. o (SinfF) Detaineeis associatedwith at leastone individual linked to the USS COLE bombing. (Analyst Note: He implicatedAhmad Zayid Slim Zuhayri (lSN US9SA- 000669DP)as having a role in the USS COLE bombing.) o (S/AfD Detaineestated that on 19 December2001, IndonesianAl-Qaida members, Muhammad Awad, a Somali, and Ismail, a Mauritanian, intendedto travel to Sydney, Australia (AS) for a private meetingof Al-Qaida operatives.Detainee speculated that something"big" was going to happenas a resultof this meeting. . (S/A{F) Detaineevisited Awad and Ismail at their temporary residencein Indonesiawhere he observedmachine guns, weapons,and bombs. He further statedthat Awad and Ismail changedresidences every other day. o (S/A{F) Detaineeclaimed Sheikh Rahmantold him Usama Bin Laden (UBL) had arrived in the Subha Shar Province, PK. Detaineedid not provide any additional information on Sheikh Rahman,nor did he allude to the timeframe this travel occurred. o (S//REL GCTF) MohamedouOuld Slahi,US9MR-000760DP, and Ahmed MuhammedHazaal Darbi, US9SA-768DP,stated detainee's mother was the leaderof the femalesection of the Al Ikhwan Al Muslimoon (Muslim Brotherhood)in Indonesia. o (S/AIF) In late December2001, detaineeasked an unidentified confidant where, and with whom the US Ambassadorto Indonesiawould be on New Year's Eve. He also asked whether the Ambassador'ssecurity detail was Indonesianor American. Detaineestated that it was better to kill one US Governmentofficial than to kill 100 Americans. The US Ambassadorto Indonesiawas not expectedto be in Indonesiaon New Year's Eve. (Analyst Note: Basedon detainee'sstatement and the type of informationhe was soliciting, it is assesseddetainee was intending to harm a US GovernmentOfficial, probably the ambassador.)

o (S/A{F) Detaineewas closelyassociated with leadersof the Islamic DefenseFront (IDF.) (Analyst Note: The IDF is assessedto be the Front PembelaIslam (Islamic Defender'sFront (FPI,)) a Tier 3 target, defined as those which have available resourcesand are in a position to support terrorist organizationswilling to attack US personsor interests). o (S/A{F) Detaineemet IDF president,Al Habib Mohammad Rizq Shihab and IDF SecretaryGeneral, Hani Yahya Saqqaf. Detainee saw armed guardsand a group of 100 Indonesian-speakingmen at Shihab'shouse. Groupsbroke off into separaterooms where, he later learned,the men discussedattacks that were to begin after Ramadan200l. "'We Saqqaftold detainee are going to destroyAmerica soon." . S/AIF) Saqqafclaimed that between17 September2001 and 11 September2002, he sentabout 15 IDF-trainedoperatives to Afghanistan. Their missionwas to kill US forcesusing timer-detonatedIEDs. . (S//IJF)Saqqaf s fatherheld a position in the Ministry of Religion. Throughthat connection, Saqqafknew the ministry had three schoolswithin about an hour of Jakarta,but nonewere closeto another. Although the facilities look like religious schoolsfrom the outside, they are actually IDF paramilitary training camps. Saqqaf recruited students. He also raised funds for the camps from mosquesin Indonesia. . (S/ {F) The IDF obtainedexplosives, pistols, rifles, and rocket-propelled grenadesfrom a manufacturing plant in Surabya,ID. o (S/A{F) Detaineestated he thought Saqqafused his influence with various Indonesiangovemment officials to have detaineearrested. He claimed Saqqafwas probablyconcerned about detainee's divulging Saqqafs IDF affiliation and wanted detaineeout of the country. o (S/AIF) Detaineestated Richard Reid, the individual who attemptedto blow up AmericanAirlines flight 63 on 23 December200I, was an acquaintance.He failed to provide further details about his relationship with Reid. Detaineealso claimed that he predicted, in mid-December,that Reid would attempt an attack against a commercial airliner by concealingweapons in his shoes. A polygraphconfirmed detainee's knowledge of this information.

c. (FOUO) Detainee's Conduct: Detaineeis assessedas a LOW threatfrom a detention perspective.Detainee's overall behaviorhas been non-compliant though not physically aggressive.
