Hommes, MA University of Pittsburgh, 2004 In the Bakumatsu period (1853-1868), Japan experienced many changes and challenges. One of these challenges was regarding how to learn from the West and how to use that knowledge in the building of Japan. One of the most important institutions for such Western learning was the Bansho Shirabesho, an institution created by the Tokugawa government in 1856 to translate Western materials, provide a school for Japanese scholars, and to censor the translations of Western works. This institution eventually gave language instruction in Dutch, English, French, German, and Russian and it also gave instruction in many other practical subjects such as military science and production. This thesis examines in detail how the Shirabesho was founded, what some of the initial difficulties were and how successful it was in accomplishing the tasks it was given. It also assesses the legacy of the Shirabesho in helping to bridge the transition between the Tokugawa period’s emphasis on feudal rank and the Meiji’s emphasis on merit. -

The Developmental Leadership Program E: [email protected] W: www.dlprog.org 3 Abstract Japan’s transformation period following the encounter with the powerful West, in which the political regime was revised and new national goals and strategies were agreed, started with the signing of commercial treaties with the West in 1858 and ended with the settlement on the basic directions of political and economic reforms in 1881. In the intervening years, two goals of establishing a public delib- eration mechanism (kogi yoron) and raising economic and military capability (fukoku kyohei) were set, which later split into four policy groups of a constitution, a national assembly, industrialization, and foreign expedition. The simultaneous pursuit and eventual achievement of multiple goals was supported by the flexible structure of politics in which goals, alliances, and leaders and leading groups evolved dynamically without solidifying into a simple hard structure or falling into uncontrollable crisis. -

Chapter Seven Reaching Beyond the Manga A Samurai to the Ends of the World and the Formation of National Identity Michael Wert From 2005 to 2008, the comic magazine Comic Ran Twins featured a month ly story, A Samurqi to the Ends of the World, about the Tokugawa period (1603-1867) samurai bureaucrat, Oguri Tadamasa. As is common practice in the manga industry, the series was publjshed qujckJy in bound form, four volumes total, but with a unique addition-each volume ends with commen tary offered by a politician or scholar. The series follows Oguri's life during a time of national crisis, the mid-nineteenth century, culminating in the Meij i Restoration (1868). Unlike much popular culture concerning the Meiji Resto ration, the story is not a pae.an to the victors of the Restoration nor does it celebrate the "men of high spirit" (shishi) who supported the pro-emperor cause. -

The Real Last Samurai Clive Sinclaire Bexley, Kent February 2010 The middle of the 19th century was a time of great change in Japan. Known as the Bakumatsu period, it was the twilight years of the system of rule by the Tokugawa shoguns. When Commodore Perry’s armed squadron appeared off Uraga in Tokyo Bay in 1853, his mission was to enter into both diplomatic and trade agreements with the government of Japan. He was confronted by a shogunate that was already under severe strain and who was being challenged from within. Harvests had failed causing famine and peasant riots and, together with economic and succession problems, the Tokugawa shogunate or Bakufu, had no idea how to handle this unprecedented situation. They were in a state of utter confusion with several western countries demanding trading treaties and were unable to enforce their own exclusion laws, which had kept Japan virtually free from foreigners for almost 250 years. They were certainly too weak to expel the “barbarians” by force. Whilst the samurai government may have had the best swords in the world, these were no match for the repeating rifles of westerners, who were just experiencing the industrial revolution back home. Many of the ordinary samurai, conservative by nature, passionately believed that the shogunate should expel the foreign barbarians who they saw as defiling their sacred land and few realised that such a policy was impossible to enforce. The attitude from the tozama daimyo (outer lords) may be summed up in a letter dated 14th September 1853, sent to the shogun by Nabeshima Naomasa, the lord of Saga in Hizen province. -

We chose Japan due to its interesting relationship with the West, especially after its isolationist period. Meiji Japan was the greatest turning point of Japanese modern history, as Japan moved rapidly out of its technologically stagnant isolationist period and industrialized, while the people’s mindset became more liberal. We wanted to bring up the question of the benefits and detriments of the Restoration in our project, as Japan’s industrialization and nationalism directly related to its imperial expansion and involvement in the World Wars. Because of our interest in theatre, we decided on a dramatic performance. Although Sakamoto would likely be more difficult to research, as there would be less available primary sources, because of his short life, we decided upon Sakamoto because he advocated for westernization despite his background in the Tosa Loyalist Party, and it was interesting paired with the place that he has in popular culture today. Despite that Sakamoto did not craft many works himself, we conducted a great deal of research with sources from other points of view, or from other prominent figures in this time period. Our wide range of primary sources includes letters, newspaper articles, legal documents, photographs, propaganda, memoirs, journals and diaries, and books and textbooks from the time period, many of which were found on university archives. -

Abstract This dissertation explains why and how some militaries are better than others at emulating the organization and doctrine of foreign armed forces. I define military emulation as the changes to a pre-existing military organization resulting from an imitation of another mili- tary's structure or doctrine. The changes stem from the diffusion of military ideas from one polity to another. I call those ideas `theory of victory' and `theory of corporatism'. The former explains the next mission a military needs to fight and how to win, while the latter details how intra-military institutions and their raison d'etres are designed, maintained, and defended in their relationship with the state and society. I am interested in explaining two ideal types of military emulation: maximalist and minimalist. In a maximalist emulation, we should see the transplantation of existing theories of victory and corporatism with foreign- based ones. The rapid, expansive, and thorough adoption of those theories is the hallmark of such an emulation. -

Canada Date September 5, 1964 ABSTRACT The study consisted of an analysis and comparison of Japanese moral education before and after World War Two in terms of its teachings in loyalty. The samples on which the study was based were two elementary school morals courses dated 1940 19&2; they are referred to in Japan• ese as Shushin and Dotoka respectively. The problem was to determine whether the postwar version of the morals course—introduced twelve years after World War Two ended—reintro• duces the attitudes toward loyalty for which Shushin had been famous and which were allegedly repudiated after the War. The hypothesis was that the course does, in fact, represent a return to the old values.
