Backers hope to unite this region to promote historical tourism and preservation. Opponents fear the Heritage area is a screen for an attempted federal takeover of land here, in concert with the Biden Administration’s backing of the international “30 by 30” plan. This United Nations program promotes putting 30 percent of the world’s land area and waters under conservation by 2030. The National Park Service, which administers the Heritage program, says it does not take title to land within a Heritage area or propose any land-use regulations. The service does provide advice and can direct federal funds from the nearly-50-year-old program to an area for projects. So, who’s right? And more importantly, should we fear being a part of a Heritage area. Is it really a “land grab,” as opponents claim? At this point, the program appears to be innocent. It could be used as a vehicle to promote land-use restrictions such as con- servation agreements. These are already available through the Agriculture Department under the Farm Bill, however. Their normal use is to keep land in production by protecting it from development, not to take it out of production. Farmers and ranchers use conservation agreements to restrict future non-farm use of their land so it won’t be developed for hous- ing. To these people, it’s a benefit.
