Appendix 1 - General (Ret) John H. Tilelli, Jr. Curriculum Vitae JOHN H. TILELLI, JR General United States Army (Retired) PREVIOUS POSITION AND CURRENT ACTIVITIES General John H. Tilelli, Jr., retired from the U.S. Army on January 31, 2000, after more than 33 years of exemplary service. General Tilelli was raised in Holmdel, NJ. As a 1963 graduate of Pennsylvania Military College, he received a Bachelor's degree in Economics and was commissioned as an Armor officer. General Tilelli saw combat in two wars during his career. In Vietnam, he served as the Company Commander, 18th Engineer Brigade and as the district senior advisor of Advisory Team 84. During Desert Shield and Desert Storm, General Tilelli was the commanding General, 1st Cavalry Division. In another assignment, General Tilelli served in the 3d Battalion, 77th Armor, Fort Devens, MA. He also held positions in the 2d Armored Cavalry Regiment, the 11th Armored Cavalry Regiment, as well as the 1st Armored Division while stationed in Germany. Additionally, he had the opportunity to mentor future soldiers as an assistant professor of Military Science, Lafayette College, PA, and he shared his technical expertise during a tour at the U.S. Army Armor School, Fort Knox, KY. General Tilelli commanded the Seventh Army Training Command and Combat Maneuver Training Center in Germany before assuming command of the 1st Cavalry Division. After that, he served in the Pentagon as the Assistant Deputy Chief of Staff for Operations and Plans and then as Deputy Chief of Staff for Operations and Plans. After his promotion to General, he served as Vice Chief of Staff of the Army before assuming command of U.S. Army Forces Command. General Tilelli then became the Commander of the United Nations Command, Republic of Korea/United States Combined Forces Command and United States Forces Korea. General Tilelli made monumental contributions and improvements to the United States and Republic of Korea military coalition and vastly improved its ability to deter and defend against attack. He also served as a vital link between the United States and the civilian government of the Republic of Korea, proving to be one of the Army's most successful diplomats. His political and military expertise resulted in the right application and employment of forces to ultimately deescalate the rising tensions during several crucial periods on the Korean peninsula. In addition to improving military readiness and force projection capability, General Tilelli ensured that all soldiers, sailors, airmen, and marines under his command received the best care, the best facilities and the best service possible for themselves and their family members. During this last active duty assignment, as Commander-in-Chief of the United Nations Command, Republic of Korea/United States Combined Forces Command/United States Forces Korea, he commanded the largest standing joint and coalition force in the world comprising over 650,000 soldiers, sailors, airmen and marines. One of his major accomplishments in this position was leading the theater's campaign strategy and revitalizing Korea's automated command and control and equipment modernization. During his tour in Korea, General Tilelli advised and made recommendations to foreign heads of state, Ministers of Defense and Foreign Affairs, and United Nations leadership regarding national security, regional policy and planning. General Tilelli's decorations include the Defense Distinguished Service Medal, the Distinguished Service Medal (with three Oak Leaf Clusters), the Legion of Merit, the Bronze Star with ``V'' Device (with two Oak Leaf Clusters), the Meritorious Service Medal (with three Oak Leaf Clusters), the Air Medal, the Army Commendation Medal (with two Oak Leaf Clusters), and the Vietnamese Cross of Gallantry with Silver Star and Palm. He also wears the Combat Infantryman Badge, Parachutist Badge, the Office of the Secretary of Defense Badge, the Joint Chiefs of Staff Badge, and the Army Staff Identification Badge. Upon his retirement from the United States Army, General Tilelli was appointed as President and Chief Executive Officer of the USO Worldwide Operations. In this position, he had the responsibility for the operation of over 122 USO operations around the world in support of our servicemen and servicewomen and their families. Among his many accomplishments was raising the donor funds to allow continued support by the American people of over $20 million/year; building a $100 million endowment; and managing and leading 600 employees and 12,000 volunteers. He did all this in close coordination with the senior leadership of the Department of Defense. General Tilelli also participated and led many senior panels related to defense issues since his retirement. General Tilelli is currently the Chairman Emeritus of Cypress International, an all-service, multi- discipline professional-staffed company. This position has given him extensive experience, knowledge and insights into the complex processes of program requirements, budgeting and acquisition. SUMMARY OF CIVILIAN AND MILITARY CIVILIAN EDUCATION He received a Master's degree in Education Administration from Lehigh University in 1972. In 1996, Widener University awarded him an honorary Doctorate in Business Management and the University of Maryland presented him with an honorary Doctorate of Law in 1997 General Tilleli attended the Armor Officer Basic and Advanced courses and Airborne School. General Tilelli is also a 1974 graduate of the U.S. Marine Corps Command and Staff College and he attended the U.S. Army War College in 1983. Appendix 2 - LTG (Ret) Russel Honore Curriculum Vitae RUSSEL L. HONORÉ Lieutenant General United States Army (Retired) PREVIOUS POSITION AND CURRENT ACTIVITIES As Commander of First Army, the Army's Command responsible for mobilizing and training National Guard and Reserve troops, LTG Honoré oversaw the training and deployment of over 500,000 military Service members from all Services. This effort comprised the largest military deployment since World War II. Under LTG Honoré's leadership, First Army transformed from a Cold War, 20th Century-style organization to a state of the art, knowledge-based and collaborative environment, with knowledge and information sharing paramount. Specifically, LTG Honoré integrated all levels of Federal and State military command to ensure Reservists and National Guardsmen received the highest level of training and support possible prior to deployment. Special emphasis was placed on certifying for deployment approximately 70% of the Army’s combat medical capability, and the overall medical readiness of all Service members mobilized in support of the Iraq, Afghanistan, Egypt, Bosnia, and Guantanamo Bay operations. Day to day responsibilities included managing the operational activities of a cadre of over 9000 personnel, located throughout the world; executing a cumulative budget of approximately $1.7 billion; directly guiding the teaching, training, and evaluation of over 500,000 troops; identifying, developing, and implementing leadership tools and techniques; and fostering sustainable community relations at the local, state, and national levels. In 2005, LTG Honoré commanded Joint Task Force-Katrina. In that capacity, he led the Department of Defense response to Hurricanes Katrina and Rita in Alabama, Mississippi, and Louisiana, and directed the operations of over 22,000 Service members, 200 aircraft, and 20 ships. In accordance with the leadership and priorities established by LTG Honoré, Joint Task Force-Katrina collaborated with Federal, State and local authorities to coordinate and conduct all response, recovery, and mitigation operations. LTG Honoré retired from the United States Army on February 29, 2008, following 37 years of active service. He now focuses exclusively on disaster preparedness, response, and recovery activities, with multi-sector integration of emergency management efforts forming the basis of his many anticipated initiatives. Ultimately, LTG Honoré aims to engender within America a strong, integrated, and sustainable Culture of Preparedness. Active and focused involvement in the health care, corporate, non-profit, academic, and government sectors will provide the foundation for accomplishing this mission. Curriculum Vitae Russel L.
