Sammendrag The overall goal of the White Paper 7 (Meld . St. 2020-2021) – a world of opportunities -is to contribute to a change of culture in the higher education sector where international student mobility is a fully integrated part of all study programs. The students will need to build a skills set that enable them to meet the high expectations to develop and innovate.
The content of the White Paper is advised to be included in the coming international strategy/policy and the action plan.
Saksframstilling International cooperation and dialogue across borders are necessary to be able to solve the many global challenges. Global challenges need global solutions. Research and education are developed through cooperation, and in comparison to an internationally academic environment of high quality.
The Government`s White Paper and actions stated have a long term perspective, and it is ambitious. Students are to meet international perspectives, an international learning environment , get an international experience and competence with an increased institutional facilitation of student mobility, in all study programs.
Work to do The ambitions of 50% mobility of students going abroad on exchange , study or placement, will require a considerable effort at the universities. Which means building study programs with strategic use of the various models of mobility, ensuring high quality in international partnerships and exchange agreements, having sufficient infrastructure locally, providing good information for students and staff, and implementing an emergency preparedness system to meet the increase in quantity of international student and staff mobility.
This will mean that the 50 % staying at home will meet an international learning environment at home.
The White paper introduces some new mobility models , blended mobility and virtual mobility. The models will be an added component to physical mobility. They can be a taster to long term mobility. They can be a greener way to internationalize. They are inclusive as more students can get access to updated research in research based education within the international partnerships. They can be an offer to students who are not able to move across physical borders.
The White Paper specifies that the value of international student mobility justifies increased travel as study abroad is an important travel for the student. At the same time, the universities will need to balance this with environmentally friendly solutions to ensure a sustainable international partnerships, and student exchange.

With high ambitions to internationalize, an institutional culture develops in favour of the mobile students. In order to be better able to internationalize, it is important to encourage staff mobility; academic and administrative staff. International student mobility depends on a deeper insight into the education systems and more specifically how to assess the quality of the various education systems.
International student mobility conditions an internationally minded and active academic environment where mobility is fully integrated in the respective study program.
Students are to meet an expectation to go on an exchange during their degree and through the various mobility models implemented in the study programs. This will mean that the students have to make an active choice to stay at home.
Focus: The White papers focus is academic relevance, ownership and possibilities , A world of ( global ,academic) possibilities. Physical exchange on semester basis is the norm. In addition to gaining a comparative insight academically, the student will ideally increase an intercultural competence , the longer the physical stay.
Categories of student exchange: Exchange from Norway: preapproved studies abroad fitted into the degree at home. Exchange to Norway: studies in Norway post approved as part of the student`s degree at the home institution.
International degree seeking students to Norway. Outgoing degree seeking students from Norway.
International placement/training abroad /business /organizations /work life Short term mobility: student praxis/placement as part of typical professional based program , such as teacher, nursing , social education etc Financial incentives for student mobility from 1- 3 months will be implemented.
Virtual exchange/mobilty – staying at home. The term and concept is under development. Blended mobility: combination of physical mobility(short term) and virtual mobility. This model is included in the new Erasmus+ program 2021 – 2027.

Moving forward: The White Paper includes many aspects that need to be looked into and implemented in a greater extent within the institutions. The proposal is to discuss the way forward through a forming working groups.

Bakgrunn
At the IU meeting in September, a working group was formed to draft up a revised version of the International Policy document. Please see case in P360: 19/03049-37.
The working group found the existing document to be too long with too many details, making it more of an action plan rather than a strategy document. The working group therefore researched international strategies of other universities around Europe, and eventually decided to draft up a strategy rather than a policy document with an action plan. The group found it reasonable to separate the two, having one strategy for internationalization with another document stating our actions on how to achieve what is set out in the strategy. By doing this, Nord will have a short, to-the-point document that will enable readers to quickly understand Nord’s ambition and objectives in internationalization. The action plan must describe in detail how Nord will work to achieve the international strategy.
In order for the working group to be able to draft a complete document, that should be sent out to all Faculties for comments/inputs, the working group ask the IU to discuss and agree on the most suitable format for this type of document. The working group recommend that the strategy be sent out to the faculties for feedback early spring 2021.
How do Nord, in the best way possible, show our ambition and objectives when it comes to internationalization both internally and externally?

Nord University is internationally minded, with an inclusive and diverse work, and learning environment By 2030, internationalization will be a fully integrated part of Nord University’s culture and its academic life. Nord will participate in the international academic education and research community. The over-arching goal of international cooperation is to continue to improve the quality of research and education. Internationalization will be a natural, important and integrated part of Nord’s quality assurance in higher education. UN`s sustainable goals will guide Nord in its research, education and dissemination. Nord University’s objectives for internationalization are as follows:
• Build an institutional culture to internationalise o Provide students, staff and scholars with international perspectives integrated in education and research o Prepare students, scholars and staff to be a part of a global, multicultural and digital work, and learning environment o Prepare students, scholars and staff to contribute to build, and share, global knowledge and practise
• Global outreach o Offer research driven education of high international quality that attracts international students and staff. o Include international partnerships and cooperation in BA, MA and Phd programs to enhance attractiveness, relevance and quality o Prepare students and staff for international mobility of high academic quality and strategic importance o Strengthen the internationalisation at home in study programs and within the university o Be an active part in the international knowledge arena. o Be an attractive partner in the international knowledge arena.

Den nåværende delstrategi for internasjonalisering 2020 er et dokument som gjenspeiler Nords tilnærming til internasjonaliseringsarbeidet i 2018. Det var et behov for å etablere og definere rammer, gi innsikt i hva arbeidsfeltet omfatter, og knytte internasjonalisering av forskning og utdanning tettere sammen. Delstrategien ble vedtatt i styret juni 2018.
Strategidokumentet ble skrevet i et format hvor strategi og handlingsplan ble inkludert i ett og samme dokument. Intensjonen var at den skulle sette føringer for hvilke oppgaver det er viktig for Nord å løse, og utvikle, for å kunne møte de mange nødvendige ambisjonene i internasjonaliseringsarbeidet. Medlemmene i det sentrale internasjonale utvalget startet et arbeid i 2019/2020 hvor delstrategi, handlingsplan og utvalgets mandat ble gjennomgått. Konklusjonen var at justeringer i alle disse tre underliggende dokumenter skulle sees opp mot vedtatt «Strategi 2030.»
Arbeidsgruppen anbefaler: Den nye delstrategien bør være kortfattet, med 3-4 hovedpunkter som er lett å forstå for hvilken som helst leser. Den bør vise hvordan Nord vil gå fra visjon til handling.
Disse hovedpunktene bør understøttes av tydelige handlingsplaner som møter forventningen innenfor internasjonalisering fremhevet i “Stortingsmelding 7 – Internasjonal studentmobilitet i høyere utdanning” som ble publisert i oktober 2020. Og Nords ambisjoner innenfor internasjonaliseringsarbeidet Delstrategien anbefales og sendes ut til fakultet, og andre relevante parter, på høring vår 2021.

Sammendrag
This year’s international seminar for staff at Nord University was held on December 8th 2020. It was an online webinar held through Zoom and was conducted completely in English. This was the second time such event has been organised at Nord University. Of 73 registered participants, 56 attended the seminar, the majority of which were academic staff.
The main topic of the Staff Seminar 2020 was international partnerships and how to utilise academic networks in a strategic way in order to form a basis for international educational activities. Pro-rector Levi Gårseth-Nesbakk led the introduction and rounded up the seminar with perspectives on Nord University’s way forward with internationalisation. The programme included a contribution from DIKU on the link between funding mechanisms and national strategies, two best-practice examples from Nord University (Anatoli Bourmistrov, HHN on collaboration with Russia and Ukraine and Morten Edvardsen, FLU on strategic choices in international collaboration with multiple examples) and one best-practice example from Nord University’s partner institution in the Netherlands, Windesheim University of Applied Sciences, on virtual collaboration (jointly developed COIL within business management). The presentations were followed by group discussion in break-out rooms. See attachment for detailed programme and discussion topics and results.
Saksframstilling
This year’s staff seminar was held online for the first time. It was the format which determined the opportunities and limitations for the implementation of the seminar and provided valuable experience for future events of this kind.
We experienced no technical issues in the use of Zoom as a conference tool, the technical implementation of the seminar was smooth and easy. A major advantage of the online format is the ability to reach more staff at the institution – not only because of no limits to location, but also because the recorded material can and will be made available on-demand permanently. We experienced some challenges with respect to conducting the discussion round. At this seminar, half of the participants left the event during the transfer to the break-out rooms. This lead to disproportional discussion group sizes and a variation in experience for the participants.
The evaluation of the seminar is still ongoing. A summary of the replies received so far is attached. In the evaluation, the participants were asked to supply suggestions for the thematic focus of future international seminars. From the replies received so far, there is a demand for the following topics: - Promoting internationalisation through curriculum design and on institutional level; communicating results of successful projects - Culture for internationalisation, institutional strategy - Internationalisation of PhD programmes - Virtual/ blended mobility
