Armbrust Mike Heiligenstein, Executive Director AGENDA ITEM #4 SUMMARY Election of Officers Department: Law Associated Costs: None Funding Source: None Board Action Required: YES Description of Matter: Henry Gilmore was elected to serve as the secretary of the Mobility Authority Board of Directors on January 26, 2005, under Resolution No. 09-10 (attached). Mr. Gilmore ceases to serve as a director and as the board secretary when David Armbrust takes his oath of office as a director. The bylaws provide that the Mobility Authority Board of Directors elect its Vice- Chairman, Treasurer, and Secretary. By Resolution 09-10, the board previously appointed Brian Cassidy, serving at that time as the Mobility Authority’s general counsel, as assistant secretary to assist the board secretary. The attached proposed resolution will elect to a new two year term of office a Vicer Chairman, Treasurer, and Secretary for the Board of Directors and will appoint Andrew Martin as assistant secretary to assist the newly-elected board secretary. The threat posed by the rickettsioses is reviewed, focusing on the impact and epide- miology of those that have adversely influenced wartime operations and the current challenges posed by these diseases. With their uneven worldwide distribution, the discovery of drug-refractory strains of Orientia tsut- sugamushi, the increased threat of their use in acts of bioterrorism, frequent deployment of troops to regions of endemicity, and exposures due to increased humanitarian missions, these diseases continue to be a threat at New York Medical College on November 15, 2014 to military personnel in the field. Effective strategies to reduce the impact of these diseases include development of effective vaccines, enhanced surveillance, and development of new safe, effective, and odorless repellants. The continuation of a proven, highly productive military infectious disease research program is essential for providing solutions to these daunting tasks.

This decision reflects not only a growing awareness that such systems provide most of the world's basic food crops, but that increased production is often limited by constraints in soil and water management. It also indicates renewed interest in improving the productivity of subsistence level farmers in semiarid regions where dryland aad rainfed agriculture is practiced. The USDA/USAID Dryland Agriculture Project emphasizes the technology for soil moisture management, and is directed toward three geographic regions where there is a critical need to increase the production of diversified agricu!tural crops, i.e., the Near East (or Middle East), Sub-Saharan Africa and Southeast Asia.

Worldwide Equipment Guide Introduction This Worldwide Equipment Guide (WEG) serves as an interim guide for use in training, simulations, and modeling until the publication of FM 100-65, Capabilities-Based Opposing Force: Worldwide Equipment Guide. The WEG is designed for use with the FM 100-60 series of capabilities-based opposing force field manuals. It provides the basic characteristics of selected equipment and weapons systems readily available to the capabilities-based OPFOR, and generally listed in either FM 100-61, Armor- and Mechanized-Based Opposing Force: Organization Guide or FM 100-63, Infantry-Based Opposing Force: Organization Guide. Selected weapons systems and equipment are included in the categories of infantry weapons, infantry vehicles, reconnais- sance vehicles, tanks/assault vehicles, antitank, artillery, air defense, engineer and logistic systems, and rotary-wing aircraft. The pages in this WEG are designed for insertion into loose-leaf notebooks. Since this guide does not include all possible OPFOR systems identified in the OPFOR field manuals, equipment sheets covering additional systems not contained in this initial issue will be published periodically. Systems selected will be keyed directly to the baseline equipment contained in the 100-60 series and substitute systems found in the appropriate substitution matrix. The WEG is scheduled for eventual publication on the worldwide web for use by authorized government or- ganizations.     Chapter 25 Singapore’s Defence-Industrial Ecosystem Ron Matthews (Cranfield University at the UK Defence Academy) and Collin Koh (S.Rajaratnam School of International Studies, Nanyang Technological University, Singapore) 1. Introduction Singapore’s defence-industrial origins date back to independence from Britain in 1965. Although colonisation had acted to suppress the island state’s economic transformation, it had also implanted strong positive forces that would project the country forward to construct a powerful defence economy. These forces included a functioning civil service, the rule of law and adoption of the English language. In a country where 90 per cent of the population are of Chinese ethnic origin, the primary language is English, not Mandarin. In the defence domain, however, Britain had left precious little in the way of capability as arms had always been sourced from the colonial power. On final departure in 1968, Britain’s military forces left independent Singapore with no air force and navy, and just a meagre army comprised of mostly Malay forces. Withdrawal was also combined with the closure of Britain’s huge military base on the island, leading to the loss of 40,000 local jobs and a fifth of Singapore’s national income.1 This dealt Singapore a destructive economic blow, and also left it facing a strategic calamity. This was because surrounding the country was an arc of Islamic states that was, and is, perceived as an existential threat to Singaporean sovereignty. Such fears in the early decades following independence were fuelled by anti-Chinese riots and killings in both Malaysia and Indonesia.
