Tender Notice TENDER NOTICE Sealed tenders based on MRS Bi-annual system (District Gujrat) are invited from the approved/ well reputed Government contractors of HUD & PHE Department who have got their names enlisted / renewed for the year 2020-21 and have deposited their enlistment / renewal fee for the current financial year. The Revised Standard Contract form for execution of work printed by the Government of the Punjab 2018 / bidding documents are readily available after advertisement from office of the undersigned, Superintending Engineer PHE Circle Gujranwala and Deputy Director (Development) D.C office Gujrat after depositing of prescribed tender fee / documentation fee in the form of CDR / Bank Draft / Cashier’s Cheque of any scheduled Bank (non-refundable). Tender rates and amounts should be filled in figures as well as in words. A written request on company letter pad accompanied by following documents is to be submitted / produced to Divisional Head Clerk at the time of issuance of tender documents. Original PEC License Registration 2020-21 in relevant Category. Original contractor / firm’s Managing Partner, authority letter / Power of attorney. Original CNIC of contractor / firms Managing Partner. Original enlistment renewal letter of HUD & PHE Department, proof for deposit of enlistment / renewal fee. Original National Tax Number Original registration with Punjab Revenue authority. If proprietor of firms himself cannot come for issuance of tender his representative should have formal registered authority letter for specific work in which firm is interested or else the tender documents will not be issued. The Earnest Money in the shape of Deposit-at-Call from any scheduled Bank in the name of the Executive Engineer, Public Health Engg: Division, Gujrat must be attached with tender documents otherwise tender will not be entertained. The tenders will be issued upto 18.05.2021 during office hours from the date of publication and received on 20.05.2021 at 01.00 P.M and opened at 1.30 P.M in the Hall of Arts Council, Commissioner Gujranwala, in the presence of intending contractors / firms or their authorized representatives who may like to be present. The conditional tenders / telegraphic tenders / tenders by post will not be entertained.     WATER SUPPLY & SANITATION 149 WATER SUPPLY & SANITATION VISION To improve quality of life of the people of Punjab through provision of safe drinking water and sanitation coverage to the entire community. POLICY This important social sector assumes the policy of provision of safe and potable drinking water, sanitation and coverage of the entire community particularly in barani and brackish areas. Emphasis has been laid on encouraging Participatory Management - Community mobilization in project. Coverage will be provided to the rural areas through encouragement of integrated rural water supply and sanitation schemes. Waste water treatment plants will be provided for improving environmental pollution and protecting Water Bodies. STRATEGIC INITIATIVES / NEW INTERVENTIONS ¾ 993 water supply and sanitation schemes have been conceived for the year 2008-09 with a total financial outlay of Rs.8000 million. Execution of these interventions will result into substantial improvement in the population coverage. ¾ A special package has been reflected in the MTDF 2008-09 under “Community based Sanitation Program”. By implementation of this project there will be visible improvement in the sanitation, particularly in Rural Areas and Small Towns. ¾ MTDF 2008-09 provides “Block Allocation” for various components of the Sector. The schemes against these blocks will be identified through participation of the local communities. ¾ In order to ensure equitable distribution of supplies and for water conservation, water metering concept is being introduced in the rural areas. This intervention will control wastage of water and will lead to the sustainability of the schemes. ¾ Presently there is a huge disparity amongst districts regarding the resource provisions. This imbalance is being minimized by providing more funds to the deprived/low profile districts as defined in MICS.

The PAM should include references to all available templates and instructions either through linkages to relevant URLs or directly incorporated in the PAM. The executing and implementing agencies are wholly responsible for the implementation of ADB financed projects, as agreed jointly between the borrower and ADB, and in accordance with Government and ADB’s policies and procedures. ADB staff is responsible to support implementation including compliance by executing and implementing agencies of their obligations and responsibilities for project implementation in accordance with ADB’s policies and procedures. At Loan Negotiations the borrower and ADB shall agree to the PAM and ensure consistency with the Loan and Project agreements. Such agreement shall be reflected in the minutes of the Loan Negotiations. In the event of any discrepancy or contradiction between the PAM and the Loan and Project Agreements, the provisions of the Loan and Project Agreements shall prevail. After ADB Board approval of the project's report and recommendations of the President (RRP) changes in implementation arrangements are subject to agreement and approval pursuant to relevant Government and ADB administrative procedures (including the Project Administration Instructions) and upon such approval they will be subsequently incorporated in the PAM.
