15 DISCUSSION OF MATTER OF PUBLIC IMPORTANCE — MENTAL ILLNESS IN VICTORIA — The Speaker read Mr Halse’s proposal to the House —

‘That this House notes that nearly half of all Victorians will experience a mental illness in their lifetime and around one in five Victorians will experience mental illness this year alone and therefore:

(1) The Andrews Labor Government has acknowledged how broken the mental health system is and has committed to a long-term vision to improve mental health services for Victorians, including the Royal Commission into Victoria’s Mental Health System and the commitment to implement all recommendations.

(2) This House calls on all members to start conversations within their communities around mental health with a goal of ending the stigma and discrimination associated with mental ill-health still experienced by so many Victorians.’

13 MELBOURNE STRATEGIC ASSESSMENT (ENVIRONMENT MITIGATION LEVY) BILL 2019 — Order read for resuming debate on question — That this Bill be now read a second time — and on the amendment — That all the words after ‘That’ be omitted and replaced with the words ‘this House refuses to read this Bill a second time until the Government has demonstrated to Victorians that: (1) the significant tax increases proposed by the Bill, and for which no mandate was sought at the 2018 election, can be justified; (2) the excessive fee increases proposed by this Bill for the various habitat types including 26.4 per cent for the Golden Sun Moth, 19.3 per cent for Native Vegetation, and 19.3 per cent for Scattered Trees will not result in higher purchase prices for homebuyers; and (3) all monies held in the 242 Legislative Assembly of Victoria

proposed Melbourne Strategic Assessment Fund will be expended in a timely manner and not used to protect the bottom line of the State Budget’.
