Chapter Iv Sri Lanka and the International System
1 CHAPTER IV SRI LANKA AND THE INTERNATIONAL SYSTEM : THE UNP GOVERNMENTS In the system of sovereign states, individual states interact with other states and international organizations to protect and promote their national interests. As the issues and scope of the interests of different classes of states vary, so do the character and patterns of their interactions to preserve and promote them. Unlike the super powers whose national interests encompass the entire sovereign states system, the small states have a relatively limited range of interests as well as a relatively limited sphere of foreign policy activities. As a small state, Sri Lanka has a relatively small agenda of interests in the international arena and the sphere of its foreign policy activities is quite restricted in comparison to those of the super powers, or regional powers. The sphere of its foreign policy activities can be analytically separated into two levels : those in the South Asian regional system and those in the larger international system.1 In the South Asian regional system Sri Lanka has to treat India with due caution because of the existence of wide difference in their respective capabilities, yet try to maintain its sovereignty, freedom and integrity. In the international system apart from mitigating the pressures and pulls emanating from the international power structure, Sri Lanka has to promote its national interests to ensure its security, stability and status. Interactions of Sri Lanka to realize its national interests to a great extent depended upon the perceptions and world views of its ruling elites, which in its case are its heads of governments and their close associates.2 Although the foreign policy makers have enjoyed considerable freedom in taking initiatives in the making and conduct of foreign policy, their 2 freedom is subject to the constraints imposed by the domestic and international determinants of its foreign policy. -

Forces of secession set in motion by emerging Sinhala-Buddhist chauvinism and the resultant Tamil nationalism gathered momentum during the 1970s and 1980s which threatened the political integration of the island. Today Indian intervention has temporarily arrested the process of disintegration. But post-October 1987 developments illustrate that the secessionist war is far from over and secession still remains a real possibility. -

(Seventh Parliament of the D.S.R. of Sri Lanka - 1st Session) Committee Reports This is the other Financial Committee in the Parliament which consists of twelve members nominated by the Committee of Selection. The duty of this Committee is to examine the accounts of the Public Corporations and of any Business Undertaking vested in the Government. These two Committees have the power to summon before them and question any person, call for and examine any paper, book, record or other documents and to have access to stores and property. While the Public Accounts Committee exercises oversight in the financial performance of Government Institutions, the Committee on Public Enterprises has been established on 21.06.1979 to ensure the observance of financial discipline in Public Corporations and other Semi Governmental bodies in which the Government has a financial stake. The Committee on Public Enterprises, which consists of 31 Members reflecting the party composition in the House, is established under the Standing Order 126 at the beginning of each Parliamentary Session and the Chairman is elected by the Members of the Committee at its first session. Its quorum is four. The duty of the Committee is to report to Parliament on accounts examined, budgets and estimates, financial procedures, performance and management of Corporations and other Government Business Undertakings. The accounts of these organizations are audited by the Auditor-General and form the basis of the investigations of the Committee. -

Debate Changing Political Dynamics in Sri Lanka: Implications for India-Sri Lanka Relations
Indian Foreign Affairs Journal Vol. 10, No. 1, January–March 2015, 1-25 DEBATE CHANGING POLITICAL DYNAMICS IN SRI LANKA: IMPLICATIONS FOR INDIA-SRI LANKA RELATIONS The recent Presidential Elections in Sri Lanka have thrown-up totally unexpected results. The incumbent President, Mahinda Rajapaksa – who had gambled in calling for elections two years ahead of schedule – lost. The winner, Maithripala Sirisena who was, till a few months ago, a minister in the Cabinet and a member of the President’s party, walked away to head a 49 party rainbow coalition, and managed to defeat the incumbent. While very few had predicted the outcome almost till the date of voting, the reasons for the dramatic results are now quite clear. Sirisena’s victory margin was indeed thin, but he had made heavy in-roads into the majority Sinhala-Buddhist bastions and, aided by overwhelming support from the minorities – the Tamils and the Muslims – romped home to victory. The aversion to 9 years of almost one-family-rule – one that was becoming more and more authoritarian – was perhaps the main factor. The image of a war- hero who rid the island nation of the scourge of the LTTE did not help Rajapaksa much to retain his post. He was certainly not expected to get the minority Tamil votes, but his failure to address the anti-Muslim activities of Sinhala hard-line groups (like the Bodu Bala Sena) also cost him the traditional votes in that minority segment. While Sirisena has his role cut out in implementing his election promises in his first 100 days, the need to balance competing demands of the 49 rainbow coalition components could stand in the way. -

PARLIAMENT WATCH – SRI LANKA* 2009 REPORT _____________________________________________________________ * Conceptualised, implemented and funded by South Asians for Human Rights; Research carried out and assistance provided by Transparency International, Sri Lanka A Report on the proceedings of the Sixth Parliament of Sri Lanka Background The report covers the period from January to December 2009. The period under review was significant for Sri Lanka as it marked the end of the armed struggle that spanned over 26 years. The war was officially declared over by the Sri Lankan government on May 19, 2009 generating much hope at the end of a protracted war. Public expectations were high with regard to the restoration of civil liberties which were long compromised to enable the execution of the war to an end. However, Sri Lanka was also left to deal with grave issues such as the 300, 000 Internally Displaced Persons (IDP), a war-battered economy and the lack of investment and industrial development, in addition to dealing with allegations of war crimes and human rights abuses. This report looks at the conduct of the Sri Lankan Legislature during the year 2009 and how Parliament dealt with issues related to transparency, accountability, good governance and human rights during the last phase of Eelam War IV and its immediate conclusion. Significant attention is also paid to the area of human rights, given its extreme importance in times of war, and the immediate aftermath when countries tend to experience more violations of rights that are constitutionally guaranteed. In addition, the report covers a range of topics including the specific issue of IDPs and freedom of expression concerns in Sri Lanka.
