Land issues have emerged as one of Cambodia’s biggest problems, with disputes over tracts of land across the country leading to protests, violent demonstrations and arrests. “Leadership today has caused anarchy and turmoil in society,” said Kem Sokha, president of the minority opposition Human Rights Party. “They don’t know whether to catch the head or the tail at all, if one just follows orders, follows the word of the prime minister, who acts arbitrarily and disappears. Keeping the issues for the lower levels to pursue, they can’t pursue them.” Cambodia’s land issues cannot be solved by local leaders, who have for a long time exchanged land certification for bribes, he said. TBBC has described the situation in Burma as being comparable to the situation in Darfur. Furthermore, these crimes against humanity in Burma are well documented by various UN bodies, although none of them have taken effective action.

    NEPAL 2017 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Nepal is a federal democratic republic. The political system is based on the constitution, which was promulgated in 2015, replacing the Interim Constitution of Nepal 2063 (2007). The constitution establishes a framework for a prime minister as the chief executive, a bicameral parliament, and seven provinces. In November the country held national elections for the lower house of parliament, the House of Representatives, as well as members for the newly-created provincial assemblies. Domestic and international observers characterized the national elections as “generally well-conducted,” although some observers noted a lack of transparency in the work of the Election Commission of Nepal (ECN). Civilian authorities maintained effective control of security forces. The most significant human rights issues included the use of excessive force by security personnel in controlling protests; government delays in implementing, providing adequate resources for, and granting full independence to the country’s two transitional justice mechanisms; and media harassment, self-censorship, and restrictions on online content. The government limited freedoms for refugees, particularly for resident Tibetans; corruption remained a problem at all levels of government; and citizenship laws and regulations that discriminate by gender contributed to statelessness. A lack of prosecution and accountability for cases related to discrimination against women and girls, early and forced marriage, and rape and violence against women; and violence against children continued. The government routinely investigated and held accountable those officials and security forces accused of committing ongoing violations of the law. Security personnel accused of using excessive force in controlling protests in recent years did not face notable accountability, nor did most conflict-era human rights violators.

    Trends of Violence and Contestation in Nepal This is the second of a series of quarterly reports from the Nepal Peace Monitoring Project (PMP). The PMP uses a methodology similar to NepalMonitor.org’s alert and mapping system, with a focus on gathering information on violence and political contestation. The PMP’s goal is to improve our understanding of violence in Nepal to better respond to it and promote peace. April-June, 2017 Executive Summary On February 20, the Government of Nepal announced the first local level elections in 20 years, to be held on May 14, 2017. Campaigning, interparty competition, protests, and calls for boycotts led to a marked increase in the number of incidents recorded by PMP in quarter two. Roughly 50 percent of both violent and non-violent incidents recorded, as well as 60 percent of injuries (excluding injuries due to sexual violence), were related to the electoral process. 40 percent of electoral violence incidents involved assaults or clashes, 36 percent involved some form of Improvised Explosive Device (IED) or hoax bomb, and 19 percent of incidents involved vandalism or arson. Overall incidents peaked in the run-up to and during election day of phase I and II on May 14 and June 28 respectively. As the framework for the local elections remained contested, elections in provinces 1, 2, 5 and 7 were postponed and later held in a second phase on June 28. Elections for province 2 were again postponed on June 15 to a third phase scheduled for September 18. Despite the rise in number of incidents and injuries related to the elections, gender based violence (GBV) and personal issues remained the leading cause of fatal violence, as in the previous quarter.1 Overall, PMP recorded 1088 incidents this quarter, 713 of them violent and 375 non-violent.

Implementing a quota of 33 per cent women in politics, women politicians now come from a great variety of backgrounds reflecting Nepal’s ethnic, cultural, regional and educational diversity. This study takes the entry of 197 female members into the constituent assembly of Nepal in 2008 as a baseline to study the transforma- tion of “patriarchy” and its impact on the heterogeneous group of women politicians in high office in Nepal. New legislation guaran- teed 33 per cent of all seats in the Constituent Assembly (CA) to women, and the inter-parliamentary Women’s Caucus now forms a critical mass in the par- liament (Dalerup 2006: 3). Nepal, it seems, has developed in recent years into South Asia’s beacon of gender equality with a woman president, a woman chief justice as well as a woman speaker of Parliament since 2016.
