1. FOREWORD Richard Jackson Ltd has been appointed by the Developer – Crest Nicholson PLC to manage, monitor and promote the Residential Travel Plan (TP) for the development of Land to the North of Stowupland Rd, Stowmarket, Suffolk. The development scheme is for 265 residential dwellings (35% of which are classed as ‘Affordable Homes’ or ‘Shared Ownership’. The provision of this Interim TP is to support the planning application being made to with District Council (MSDC) for the site. The layout of the development is included in Appendix A, which also includes the accommodation schedule, which indicates bedroom numbers.

A Travel Plan is defined as a long term management strategy and package of measures intended to encourage sustainable travel choices for a healthier lifestyle and reduce the reliance on the private car; this effectively requires identification and implementation of a set of interrelated measures and initiatives which will reduce the environmental impact of the travel associated with a development, particularly through the use of public transport, walking and cycling, which reflects current Government policy in respect of transport.

A Travel Plan Coordinator (Appointed by the Developer) will manage and monitor the success of the TP and report to Suffolk County Council (SCC) and MSDC as the Local Planning Authority for the monitoring period of five years (or one year after final occupation, whichever is the later) from the first travel monitoring survey undertaken at the 100th dwelling. The monitoring period is likely to be completed no earlier than 2028 with the principal target to have a shift towards sustainable travel of 10% from the initial assessment of single occupancy car travel of the local area determined from Census data and Transport Assessment (TA) that supported the original planning application.

The development is located North of Stowupland Rd which lies to the North of the town centre of Stowmarket. The site is close to key local amenities and public transport services with the centre of Stowmarket at 1.4km walking and cycling distance.

Definitions

The following definitions are used throughout this document:

i. “Travel Plan” means a comprehensive “living” document that includes the sustainable travel objectives, targets and commitments, which is updated, amended and supplemented from time to time under the provisions of the conditions of the planning approval and “Travel Plan Reviews” which are obliged to be undertaken by the Travel Plan Coordinator on behalf of the Developer.

ii. “Travel Plan Coordinator (TPC)” shall mean a permanent representative appointed by the Developer with the appropriate skills, budgetary provision and resources to produce and update a “Travel Plan” and manage the continued implementation of the “Travel Plan” including the provision of information to the Local Authority.

Interim Residential Travel Plan Page 2 of 27

Land North of B1113, Stowmarket, Suffolk 61044

iii. “Travel Monitoring Survey” means a standardised travel survey undertaken annually with manual observations and / or a long- term Automatic Traffic Count survey at each principal access point to identify the modes of travel used by the residents and to determine vehicular generation of the development supplemented by postal / online surveys, as required.

iv. “Travel Plan Review” means an update of the Travel Plan annually and including the results and analysis of the “Travel Monitoring survey” indicating how the “Travel Plan” is performing and updating the document as necessary to reflect changes in local area accordingly. Each “Travel Plan Review” will be uploaded to the Modeshift STARS Business (or that agreed with the Local Authority) to ensure consistent monitoring across the County by the Local Authority.

v. “Monitoring Period” means the time period that the Developer is committed to fund and manage the “Travel Plan” and “Travel Plan Coordinator” to review travel behaviour to/from the site with an aim to reduce private car usage in favour of sustainable modes. This maximum time period is set out as five years after 100th100th dwelling occupation and agreement with the Local Authority of the full version of this “Travel Plan”.

vi. “Local Authority” shall mean the relevant district council or county council required to approve the Travel Plan.

2. INTRODUCTION This document provides the basis, from which to refine, expand and develop the TP and promote the objectives within it; an updated full TP will next be submitted to SCC and MSDC for approval prior to the 101st dwelling occupation and undertaking of the baseline survey (likely to be mid 2023). The likely build out rate is approximately 65 dwellings per year, with first occupation likely to be late 2022. The travel monitoring surveys will be used to help update objectives and measures set out within this TP and commence the monitoring period. The full TP will be uploaded to Modeshift STARS Business to ensure consistent monitoring of Travel Plans in the County.

The development is wholly residential and therefore the TP is an important tool in helping to deliver sustainable communities. This will bring a number of benefits into the local area, including:

i) Reducing the need to travel by private car and aim to cut congestion from the housing development. ii) Improving the local bus services in the northern part of Stowmarket. iii) Increasing awareness of sustainable travel alternatives to the private car. iv) Promotion of social inclusion and interaction by identifying that a wide range of transport options are easily available for new residents, including those with disabilities, and that existing amenities are accessible. v) Helping to reduce greenhouse gas emissions by accommodating those journeys that need to be made by car through information on greener car travel usage. This will aid in addressing the increased emphasis of tackling climate change and reducing impact on the local environment. vi) Residents can enjoy improved health, less stress and better quality of life through the increased use of walking, cycling and public transport use. Financial savings over the ownership and running costs of a private car can also be achieved through providing a greater travel choice. vii) Bringing new choices of modes of transport to the wider community with the promotion of a car sharing scheme. This TP has been prepared in accordance with the National Planning Policy Framework, SCC Travel Plan guidance and Department for Transport (DfT) guidance documents “Using the Planning Process to Secure Travel Plans (April 2009)”; “Making Residential Travel Plans Work: Guidelines for New Development” and “Good Practice Guidelines: Delivering Travel Plans through the Planning Process” (April 2009). Reference is also made to the Government’s Guidance on Travel Plans, Transport Assessments and Statements (May 2014).

3. POLICY CONSIDERATION National Policy The Department for Transport document “Smarter Choices – Changing the Way We Travel (2004)” demonstrates the efficacy of measures such as the use of car clubs, car sharing schemes, personalised travel planning, travel awareness publicity, etc… The document sets out that the reduction nationwide could be of around 11% in traffic with appropriate travel plan measures implemented.

The Government’s white paper document “The Future of Transport: a network for 2030 (2004)” sets out the vision for a smarter choice of travel in . The document has identified that marketing to promote sustainable transport can deliver “reductions in car use of between 7% and 15% in urban areas and 2% to 6% in rural and smaller urban areas”.

National Planning Policy Framework (NPPF) The NPPF and the Department for Transport (DfT) guidance, referred to in Section 2, identifies that the provision of a Travel Plan will help to deliver more sustainable transport objectives, including:

• Reductions in car usage (particularly single occupancy journeys) and increased use of public transport, walking and cycling;

• Reduced traffic speeds and improved road safety and personal security, particularly for pedestrians and cyclists; and

• More environmentally friendly delivery and freight movements, including home delivery services.

Regional SCC policy with respect to transport is embodied in the Local Transport Plan. The third Local Transport Plan (LTP3) sets out SCC’s ambitions and objectives for transport. LTP3 identifies how transport will play its part in supporting and facilitating future sustainable economic growth in Suffolk by:

• maintaining (and in the future improving) our transport networks;

• tackling congestion;

• improving access to jobs and markets; and • encouraging a shift to more sustainable travel patterns. Mid Suffolk Local Plan. The adopted MSDC Core Strategy Document (2008) plus Local Plan sets out the council’s policies and proposals for the development and use of land within the district. MSDC have prepared a new Local Plan for the period up to 2037 for which the Regulation 19 consultation closed in December 2020. The provision of this plan would be consistent with emerging policy LP32.

The provision of a TP to support new residents to the area in their choice of travel modes for regular journeys in the local area, is a key element in facilitating sustainable development in Suffolk and compliance with Local and National Planning Policies to which the development was assessed against during the planning application.

4. EXECUTIVE POLICY STATEMENT Crest Nicholson PLC have agreed to the TP arrangements that demonstrate the importance of the environmental and health benefits of increasing the use of more sustainable modes of travel as an alternative to the private car. The Developer is committed to developing and funding this programme, with the support of a TPC, and delivery of measures set out herein to achieve the monitoring targets whilst supporting change in travel habits of residents of this development.

The Developer will be responsible for the ownership of the residential TP for this development for a period of not shorter than the date of the approval by MSDC and SCC of the ‘Full’ version of this TP to five years post 100th100th occupation (or one year after final occupation, whichever is the later). It is therefore expected that the monitoring period is to end no earlier than 2028.

The appointed TPC can delegate responsibilities to others to assist in the operation and monitoring of the TP. The contact details can be set out below, however, prior to first occupation SCC will be notified who the TPC is. Should the contact details of the TPC change at any time during the monitoring period the following details will be amended accordingly and advised to MSDC and SCC within two months.

5. LOCAL ACCESSIBILITY AUDIT Site Location

The development is located on the northern part of Stowmarket and northwest of the town of Ipswich. The site located on the southeast side by the B1113 (formally B1115). It is roughly bound by the A14 to the northeast. To the west is presently fields, which are subject to a planning application for housing. Further to the west lies the B1113 Newton Road.

Site Location (indicative)

Figure 1 – Site Location

The main access for all modes vehicular access to the site will be to the B1113 Stowupland Road located to the south-eastern side of the development site. Additional access will be available from Public Right of Way (PRoW) Stowmarket FP 8 which runs through the site. There is potential for further access through the adjacent site to the B1113 Newton Road should that site be developed. Stowupland Road is subject to a 30mph speed limit in the vicinity of the site and serves residential and light industrial areas as well as providing a route to the town centre.

Stowupland Road, Station Road East and Station Road West, connects with the centre of Stowmarket (1.4km distance) to the southwest. The centre of Ipswich (20km distance) is located to the southeast, with further connections to Bury St Edmunds (26km distance west), via the A14. is located 7km distance via the B1113 to the southeast.

Pedestrian and Cycle Network

Interim Residential Travel Plan Page 7 of 27

Land North of B1113, Stowmarket, Suffolk 61044

The site is already well connected for pedestrians and cyclists with direct access to Stowupland Road that leads to the centre of Stowmarket. The route to the town centre is formed of footways and is partially served by cycleway.

The site is located close to key local amenities in Stowmarket, as detailed in the following paragraphs. Generally, the footways are accessible enough to cater for pedestrian movement especially along Stowupland Road, Station Road East and Station Road West with provision of a continuous existing footway (or cycleway) on the north-western (site) side with provision made on both sides of the road for most of the route. The route to the town centre also includes highway street lighting. There are adequate walking routes for the nearest primary school (Cedars Park Primary School) and nearest secondary education school (Stowupland High School).

Cycle facilities are present along Stowupland Road in the vicinity of the site. These and other local facilities are included on a local cycle map produced by SCC located at Appendix B for reference. There are cycle routes to the large employment areas in Stowmarket and the train station with appropriate crossing points of the A1308 in the centre of the town.

Public Transport

An existing bus stop is present on the northern side of the B1113 Stowupland Road adjacent to the junction with the no-through road section of Stowupland Road and is marked by a flag. The stop is approximately 60m from a potential site access to the development, from which a single weekday service on route 387 (Stowmarket to Gislingham) calls. Additional stops are present on Stowupland Road south of Victoria Road, where the southbound stop is marked by a flag, where services along both Stowupland Road and Newton Road (routes 384 and 385, Stowmarket to Bury St Edmunds) and can be accessed. Additional Thursday’s only services on route 387 operates along Mortimer Road with stops at Sandpiper Road. These services may have been affected by COVID-19 and associated travel restrictions in place at the time of preparation of this TP.

The development proposals will include the provision of a new bus route along the B1113 and site frontage. New bus stops will be provided and this is discussed later in the TP.

Further bus stops are located on Ipswich Road and Bury Street, providing access to more regular bus services in Stowmarket. The stops are around 1.3km from the centre of the development site. From here regular bus services between Ipswich, Needham Market and Stowmarket are available on bus route 88 Monday to Saturday with a typical frequency of 30 minutes.

Table 5.1 below presents the regular most up to date services for route 88. The key bus stops associated with the local bus route operating Monday to Saturday are shown on Figure 2. Current timetables are located in Appendix C.

Table 5.1 – Nearest Local Bus services

Operator Service Frequency Mon to Fri: Stowmarket – Needham 23No. services (approximately half First in Market – Claydon – Bramford hourly – 0645 – 1835) Norfolk & - Ipswich Sat: Suffolk (No.88) 23No. services (approximately hourly - 07450– 1830)

There is also a school bus service (No.988 by Mulleys Motorways to Thurston Community College each day. Up to date timetable information for each bus stop can also be obtained via the websites of each operator or via Traveline East Anglia Community Transport for the area. Links to updated timetables will be promoted to residents.

A review of 2011 Census data for the Stowmarket area where the development is located shows that currently the use of bus services is very low for commuter purposes. This is discussed further later in this TP, but the use of the existing bus service No. 88 for reasonable travel for typical 9 - 5 working hours in Needham Market and Ipswich seems appropriate.

Travel times to Needham Market and Ipswich are 15 minutes and 45 minutes respectively. An adult return fare on First services to Ipswich is £6.00 per day or £21.00 per week. The use of Smartphone apps for easy ticket purchasing options and live bus arrival times will be promoted to residents as they can save money on tickets.

There are also discounts available for 16-19 year olds of 25% off the full adult fare via the Endeavour card. Further concessionary fares are also available for under 5’s, family ticket, 6/12 month tickets. Further information will be included on the Travel Plan website for the development.

Community transport options are also available to residents that may have need for these services. Connecting Communities operate in the area offering those that can’t access local public transport a way to link with bus / train routes that are easily accessible and further information can be found via their website (www.communities.suffolkonboard.com/my-area). Also operating in the area is BSEVC, a registered charity that provides accessible transport to frail, elderly or people unable to access public transport because of disability or rural isolation. Community minibuses are available to members of BSEVC. Community transport options such as this will be highlighted to residents through the Welcome Pack and Travel Plan Website.

Park & Ride (Ipswich)

London Road Park and Ride bus service is located approximately 25km to the southeast of Stowmarket and offers cheaper parking and convenient public transport accessibility as an alternative to driving into the centre of Ipswich. This service provides a regular link into the town centre, running typically every 15 minutes. A variety of ticket options are available can be purchased both online or at the London Road Park and Ride site.

Interim Residential Travel Plan Page 9 of 27

Land North of B1113, Stowmarket, Suffolk 61044

The use of the Park & Ride will also be promoted in addition to local buses to the residents through occasional marketing events.

Train Services

Stowmarket Train Station is located at approximately 1.0km distance from the centre of the site. Services can be boarded to the destinations shown with service levels in Table 5.2.

Table 5.2 – Local Rail Services

Approximate Frequency – Daily services Travel Destination Duration Weekdays Saturdays Sundays (minutes)

Additional services to Peterborough, but requiring changes in Cambridge or London, can also be taken. These journeys are over two hours in length. Engineering works regularly take place at weekends and during holiday periods, particularly on Sundays and public holidays and users are recommended to check times before travelling.

The above services run between 05:26 and 00:57. The station provides sheltered cycle storage for 74 bikes and 382 car parking spaces for commuters, with seven accessible spaces. Step free access is available with access between platforms via a level crossing adjacent to the station.

The National Rail Enquiries website (www.nationalrail.co.uk) provides an online journey planning tool and ability to purchase tickets by directing the user to a relevant rail franchise website, in this case Greater Anglia. Favourite journeys can be saved for later recall and live train tracking is available. There is a version of the site optimised for mobile devices and it is also available as a free mobile app for Android and Apple iOS.

Commuters travelling from Stowmarket to Ipswich (typical secondary commuter journey destination by train is shown by 2011 Census Data), for example, can purchase season tickets at a current cost (February 2021) of:

• 1 week £ 25.10

• 1 month £ 96.40

• 12 months £ 1,004.00

Non-commuters can also obtain various rail discounts via railcards (i.e. 16- 25s and family and friends). This will be promoted to all new residents.

Interim Residential Travel Plan Page 10 of 27

Land North of B1113, Stowmarket, Suffolk 61044

Overall, services to London Liverpool Street and intermediate destinations along this route are excellent throughout the week, particularly for commuter services Monday to Friday. Cambridge and Norwich are also well served by frequent trains with a long daily service period.

A review of 2011 Census data for the Stowmarket area shows that currently the use of the train is low for commuter purposes most of which are to London. This is discussed further, later in this TP.

Local Amenities The Institution of Highways and Transportation in its publication “Guidelines for Providing for Journeys on Foot (2000)” suggests that an average walking speed of 1.4 m/s can be assumed. The Department for Transport’s document LTN 1/20 “Cycle Infrastructure Design” recommends that an average cycling speed of 4m/s can be assumed.

Although now superseded by the National Planning Policy Framework, the Government’s document “Planning Policy Guidance 13: Transport” stated that “walking is the most important mode of travel at the local level and offers the greatest potential to replace short car trips, particularly under 2 kilometres.” The same document also stated that “cycling also has potential to substitute for short car trips, particularly those under 5km and to form part of a longer journey by public transport.”

Focusing upon the site, Table 5.3 presents a range of local amenities in the surrounding areas, with the appropriate distance and travel time from the site.

In conclusion, the development is located well for a number of amenities which are accessible on foot or bicycle. Further amenities and employment are located at Ipswich which can easily be accessed by train or bus No.88. Figure 2 shows the location of most of the amenities noted above.

The good range of amenity provision in the area should help influence the residents to use more sustainable modes of transport to travel locally, reducing the impact of the development.

Barriers to Sustainable Travel and Accessibility

The potential issues and barriers to the promotion of sustainable travel in association with the site and its locality have been identified as follows:

• Lack of knowledge of potential Car Sharing opportunities;

• Key bus services located in excess of 1.0km for connections to large employment locations such as Ipswich;

• Half hourly bus services to employment areas such as Ipswich;

• Perceived accessibility on bicycle to large employment areas in Stowmarket Town Centre and surrounding employment towns; and

• Perceived quality of facilities (shelters / seating etc) at bus stops.

Interim Residential Travel Plan Page 12 of 27

Land North of B1113, Stowmarket, Suffolk 61044

The measures and initiatives proposed within this TP will seek to address the identified issues and barriers to sustainable travel and will be fully supported by the Developer for the monitoring period.

Annual Inspection (off-site)

During the monitoring period, at least an annual inspection shall be made prior to each survey by the TPC to review the condition of local footways, cycleways and bus stops off-site to identify any maintenance issues that could be detrimental to the promotion of sustainable travel. Any maintenance issues seen can then be reported to the relevant department at the Local Authority for remediation and be reported in monitoring reports or TP reviews.

The SCC Highways Reporting Tool will be promoted on the TP website and Welcome Packs to residents as a prompt way to identifying issues to the Highway Authority.

Interim Residential Travel Plan Page 13 of 27

6. PROPOSED DEVELOPMENT The Office for National Statistics website has been used to estimate the number of people that could potentially live in the development. The “Key Figures for 2011 Census” for the ward the development is located in has given the breakdown of number of people living per dwelling: 9,717 people living in 3,939 households; using this data it has been forecasted that a development of 265 residential dwellings has the potential to accommodate approximately 653 people (with approximately 481 people aged 16+).

The illustrative layout produced by the Developer – Crest Nicholson PLC, is included in Appendix A of this TP.

Access

The main vehicular access to the development will be formed to Stowupland Road, to the southeast of the site boundary. This access will be for all modes of travel.

Further footway / cycleway links will be provided to the existing cycleway along the B1113 to facilitate desire lines from parts of the development.

A new Toucan controlled crossing will be provided on the B1113 on the identified desire line to access the town centre, school and employment areas in Stowmarket to the south east.

There will also be a further footpath connection to Stowupland Road and to Needham Road via the PRoW network. There is potentially further access to Needham Road through an adjacent development should it proceed.

Car & Cycle Parking

Residents of houses will store bicycles in garages or storage can be provided in gardens via sheds. Provision for car and cycle parking will be in accordance with the current Suffolk Parking Standards.

Annual Inspection (on-site)

During the monitoring period, an annual inspection shall be made prior to each survey by the TPC to review the condition of on-site local footways and cycleways to identify any maintenance issues that could be detrimental to the promotion of sustainable travel. Any maintenance issues seen can then be reported to the relevant department at the Developer and / or Local Authority for remediation and be reported in monitoring reports or TP reviews.

7. TRAVEL ASSESSMENT & MONITORING REPORT As the development is yet to commence the potential vehicular and non- vehicular generation of the development is summarised below and taken from the Transport Assessment that supported the planning application.

The development would have the potential to generate, without a TP, 162 vehicle movements (54 in and 108 out) during AM peak hour and 154 vehicle movements (97 in and 57 out) during PM peak hour. This can be seen in Table 7.1 below.

Table 7.1 - Total Vehicular Trip Generation Proposed

Estimated Trip Generation AM Peak PM Peak Arrival Depart Arrival Depart

Vehicles per dwelling 0.204 0.409 0.365 0.216 Total Vehicle Trips (265 dwellings) 54 108 97 57 Note: Trip rates shown to 3 decimal places, trips shown to nearest integer with actual values carried to totals.

Further to this, the 2011 Census Statistics have been used to understand the current travel modes and typical work destination for existing local residents, these have been used to provide an estimate of typical travel modes that would be utilised from the development.

The April 2011 Census Statistics – WU03EW – Location of Usual Residence and Place of Work by method of travel to Work for Mid-Suffolk 010 (Middle Super Output Area), which could be representative of the site, is summarised in Table 7.2.

Interim Residential Travel Plan Page 15 of 27

Table 7.2 – Method of Travel to work - 2011 Census

Number of Main/Secondary Mode of Transport Percentage commuters Destination Preferences Work at or mainly from home 0 0.0% N/A Train 311 5.7% London / Ipswich Ipswich / Needham Bus 70 1.3% Market Taxi or minicab 8 0.1% Stowmarket Stowmarket /Ipswich Area Driving a car or van 3755 68.8% / Needham Market / Bury St Edmunds Passenger in a car or van (car Stowmarket / Ipswich 286 5.2% sharing) Area Motorcycle, scooter or moped 38 0.7% Stowmarket/ Ipswich Area Stowmarket / Needham Bicycle 214 3.9% Market On foot 761 14.0% Stowmarket Other 11 0.2% Stowmarket Total commuting 5454 100.0%

The table demonstrates that from the area 17.9% of the commuting is undertaken by cycling and walking, and a further 7.0% of the commuting is by using public transport.

It is also apparent from the 2011 Census data that the majority of car trips are to the town centre, Ipswich, Needham Market and Bury St Edmunds (in that order. This is within easy cycling distance and can be accessed by bus. The promotion of car sharing, bus travel, cycling and walking is therefore considered to be the key modes of travel for this development location.

Objectives

There are a number of objectives that the implementation of a TP is intended to help fulfil. The main objectives of the residential development are to:

• Reduce the use of single occupancy vehicles through raising awareness of alternative travel modes available – especially for those working in the Stowmarket area;

• Reduce the percentage share of single occupancy car travel generated by the development to a lower level than would be predicted for the site without the implementation of the Travel Plan;

• Promote healthy lifestyles and sustainable, vibrant local communities;

• Accommodate those journeys that need to be made by car; and

Interim Residential Travel Plan Page 16 of 27

Land North of B1113, Stowmarket, Suffolk 61044

• Assist in addressing specific problems that prevent children or older people from gaining access to key amenities.

Targets

Targets should be Site-specific, Measurable, Achievable, Realistic and Time- related (SMART). They may be phased year on year and can be by 'aim' type (e.g. percentage using non-car modes by….) or 'action' type (e.g. appoint a TPC by….). These targets will be reviewed upon the provision of the full TP at 100th occupation.

The “aim type” Travel Plan targets are quantifiable and are given over two timescales: short-term (within one year) and long-term (within three years). The suggested key targets are based on the principal objectives of the TP and are as follows:

• Reduce the mode share of single occupancy car trip rates shown in Table 7.1 by 5% within one year of the implementation of the full TP (100th occupation).

• Reduce the mode share of single occupancy car trip rates shown in Table 7.1 by 10% within three years of the implementation of the full TP.

• Retain the reduced mode share of single occupancy of car trips at the third year of the TP monitoring period to the final year of monitoring.

Additional “aim-type” targets that are not directly related to travel mode are as follows:

• 25% return rate for postal / online surveys issued to residents.

• 80% of postal / online survey respondents should be aware of the TP and TPC and the services that can be provided.

• 50% of the respondents to the postal / online survey will have obtained a Personal Travel Plan provided by the TPC.

• 15% of the dwellings of the development should have requested either their bus ticket or multi-modal voucher.

The “action-type” TP targets are non-quantifiable targets and take the form of actions that need to be achieved by a specified date. These targets are based on implementing the measures specified in Section 8 and therefore aid in meeting the “aim-type” targets and the principal objectives of the TP.

Remedial Measures and Triggers

After each travel survey the TPC will assess if the targets are being achieved for each of the modes of transport. Should the targets not be considered to be to the SMART principles then a review of achievable, realistic targets will be undertaken and submitted to the Local Authorities with supporting evidence to be agreed.

Interim Residential Travel Plan Page 17 of 27

Land North of B1113, Stowmarket, Suffolk 61044

If the agreed targets are not being met after the fourth-year travel monitoring survey the TPC will analyse the situation, a Personal Travel Plan event can be undertaken on the site to door knock and ascertain what the issues are that restrict residents from travelling sustainably and then identified multi-modal voucher offer could then be offered again to residents that will best help them change travel behaviour.

Should the target of 10% decrease in single occupancy vehicle mode share not be achieved after the fifth anniversary of the original travel monitoring survey then a large-scale Smarter Choices programme could be implemented of the houses in northern Stowmarket who share the same infrastructure offering residents a Personal Travel Plan on their request (scope to be agreed with SCC). Information will then be reported back to the Local Authority on local travel issues and the potential for improvements.

Interim Residential Travel Plan Page 18 of 27

8. RESIDENTIAL TRAVEL PLAN MEASURES The timescale for the implementation of measures is presented in a table included within Appendix D. The table details when measures will be put in place during the agreed monitoring period and an indication of the potential cost of the measure.

A TPC will be appointed prior to any occupation of the site to manage, review and monitor the Travel Plan. Contact details will be out in Section 4 with the responsibilities and appointment of the TPC are detailed in Section 9.

On-site Accessibility

It is essential to ensure that pedestrian and cycle routes are safe and accessible. The site layout is designed to respect the permeability for pedestrians and cyclists. The provision of public open space within the site and direct access to Stowupland Road, with potential for connections to Needham Road will give a good permeability through the site for pedestrians and cyclists. Also, the routes within the site will be well defined.

The Developer will ensure that the development will have provision for good internet connectivity and availability. This will aid in encouraging home deliveries and promote working from home.

Through direct communication channels from residents to the TPC, as well as personal site visits, any maintenance issues identified with constructed pedestrian/cyclist routes on site will be identified to the Developer or SCC (as applicable) to be rectified.

Public Transport

A new / extended half hourly bus service will be provided along the B1113 as part of the development proposals, to connect with large employment areas of Stowmarket and beyond. Details of this infrastructure provision will be set out and secured in the Section 106 agreement but it is recommended that the bus service is fully implemented prior to the 100th dwelling occupation at the latest with details agreed with the Local Authority prior to first occupation.

When the bus service is implemented a marketing campaign to promote the new service to the existing residents and new residents will be undertaken to make use of the service.

New bus stops will be provided along the B1113 and the nearest stop to the site will be provided with a bus shelter as this is the most likely utilised stop for passengers to await to embark on the journey. Other stops will be utilised for those alighting the new service.

An up-to-date schedule of bus and rail services, within the surrounding area of the site, including route information and service frequencies will be permanently available to the residents of the site (see Marketing and Promotion). The use of smartphone apps / cards and mobile technology will be promoted so residents can access up to date bus timetables.

Interim Residential Travel Plan Page 19 of 27

Land North of B1113, Stowmarket, Suffolk 61044

The TPC will liaise with bus operators and SCC to ensure that issues raised regularly by residents are considered by the operators, so that the potential use of public transport is maximised.

Residents will also be made aware of the discounts of fares that are currently available for buses and train services through promotional links to relevant websites, through the development webpage and social media page. The Endeavour Card will be promoted to the residents via the various mediums presented in the Marketing and Promotion section. This will enable young people to obtain discounts on local bus travel in Suffolk.

Each dwelling will be provided the opportunity to gain eight one-week bus travel tickets to either Ipswich or Needham Market on First services – based on current ticket prices this is approximately £142. This will be promoted through a “Travel Welcome Pack” that each residential dwelling will be issued upon moving in to their property. A reminder will be sent out in a newsletter distributed to all residents.

The TPC will liaise with Greater Anglia about potential measures that could be utilised to promote the use of train services in Stowmarket. The National Railcard will be promoted to the residents via the various mediums presented in the Marketing and Promotion section. This will enable up to 1/3 discount on off-peak rail travel.

Walking

Pedestrian routes in the vicinity of the site are adequate, linking with local amenities within Stowmarket. However, the TPC will liaise with the relevant authority to highlight any maintenance issues.

The residents will be provided information on pedestrian routes from the site to relevant local amenities within the Travel Welcome Pack. Branded merchandise can also be considered to be given out to residents to promote walking such as travel umbrellas during promotional events.

For those less able to travel by bus or bicycle, an active travel voucher (to the value of £150) will be provided to those that request it as an alternative. This voucher will be the equivalent value with an online retailer and can be redeemed on items such as waterproof clothing or rucksacks.

The TPC is to liaise with the TPC for the local Primary School to encourage any pupils living on the development to walk to school. Each dwelling will be given the opportunity to request a reflective equipment pack, ideal for children walking or cycling to and from school. This will be promoted in the Travel Welcome Pack.

Cycling

The travel monitoring survey will provide information about the potential to increase the number of trips made from the development by bicycle. This mode of travel is underrepresented in the area for travelling to/from Stowmarket and could be improved.

Interim Residential Travel Plan Page 20 of 27

Land North of B1113, Stowmarket, Suffolk 61044

The TPC will liaise with the relevant authority to ensure that local cycle routes are properly maintained, should residents provide information on issues. The residents will be provided with information and advice concerning appropriate cycle routes from the site to relevant regular destinations via Personal Travel Planning (see Marketing & Promotion) and Travel Welcome Packs.

As an alternative to the bus tickets, residents will be able to redeem £150, per household, from the Developer for cycling equipment from an online retailer (such as www.Wiggle.co.uk) or a local bicycle store. The voucher can be used for walking or cycling equipment. It will be clearly explained within the Travel Welcome Pack how the £150 can be obtained via completing the initial travel survey.

A bicycle surgery will be considered to be implemented in which a local bicycle company will attend the site for a day and enable safety checks and pre-bookable bicycle services to again further promote the use of cycling for local travel to areas. This could be undertaken annually in spring time and/or would link with any promotional / national events. An alternative would be to offer vouchers to a local bicycle store for servicing.

Cycling related branded merchandise will also be considered to be given out to residents via the promotional events such as a high visibility back pack rain covers, lights, among others.

Car Sharing

Car sharing represents a relatively convenient alternative form of car travel and potential exists to reduce the total private mileage of the residents. Currently with existing residents in the Stowmarket area, there are 18 lifts being offered from Stowmarket to Ipswich at the present time.

The TPC will establish from the travel monitoring survey, the potential for car sharing to and from regular destinations and will arrange for individual residents to be made aware of that potential.

The TPC will promote the Suffolk car share scheme (www.suffolkcarshare.com), to provide opportunities to car share with residents from the surrounding areas. Residents will be made aware of the car share website and encouraged to make use of the information it contains from the outset.

Residents will be made aware of the car sharing scheme via the Travel Welcome Pack, social media, the development’s TP website and through annual newsletters.

Marketing and Promotion

The TPC will provide training to the development’s sales staff of the Developer on the aims and objectives of the TP as well as the incentives available to residents. Posters will also be provided so that sales staff can visually show the sustainable travel options available to them.

Interim Residential Travel Plan Page 21 of 27

Land North of B1113, Stowmarket, Suffolk 61044

It is important to liaise with the Affordable Homes operator as these residents may not be aware of the house builder and may query the information given to them. Training to the person responsible for the site should be given on the Travel Plan, its measures and opportunities. Including the branding of the Affordable Homes operator on all marketing collateral for the residents to engage with the content.

It is considered that in order to best promote a change in sustainable travel habits of new residents to an area, it is key to provide information within the first few weeks of moving in. Therefore, each new dwelling will be provided with a Travel Welcome Pack within the first few weeks of first occupancy that will direct residents to the development Travel Plan website and social media for travel related information and contact details of the TPC. A survey of current intended travel habits will also be included within the Welcome Packs to ascertain very early indications of travel behaviour change.

A travel website page will be created specifically for the development’s residents that will provide links to this TP and summary reports as well as a useful way to contact the TPC for general travel related queries or for Personal Travel Planning. The website and Travel Welcome Pack also provides information set out below and further links to other useful travel related websites (reference will be made to the current guidance set out by SCC on Travel Pack content):

• Information on what a TP is and the benefits of the scheme;

• Local area map indicating local amenities;

• Links to the social media pages and news articles;

• Information on car sharing, eco-driving, travel information and community transport availability;

• Personal Travel Plan requests;

• Public transport information including details of the bus mobile app service (explaining what buses and train services, can be taken to access facilities);

• Cycle and pedestrian route maps;

• Details of how to obtain 8 x 1-week local bus tickets or a £150 cycle (or active travel) voucher as well as other measures;

• Marketing for Suffolk car sharing website and rail discount card application forms; and

• Contact details of the TPC for the resident to be able to discuss any travel related problem or to receive further information for their personalised trips.

The TPC will, though the use of social media and other marketing materials for the development including an annual newsletter, promote the use of sustainable travel and any nationally promoted travel days such as national bike week, etc.

Interim Residential Travel Plan Page 22 of 27

Land North of B1113, Stowmarket, Suffolk 61044

It is recommended that the TPC undertake promotional events at the following times to increase awareness of the Travel Plan. Suggested minimum events are as follows:

• Regular marketing to highlight website, social media and cycle voucher / bus ticket promotion as well as Personal Travel Plans and merchandise.

• At 90th dwelling occupation a mini on-site promotional event including cycle surgery and promotion of the new bus service.

• At 100% occupation, an on-site promotional event to be held including provision of a bicycle surgery on-site.

• General small social media promotional events to engage with residents and provide information directly on sustainable travel.

• An annual newsletter with any updates to public transport services, local events and other travel related information.

Personal Travel Planning

The TPC will provide Personalised Travel Planning to residents who request it. They will be made aware of this scheme by information provided on the website, promotional events and via marketing media issued to them. They can also contact directly the TPC through details given in Section 4 of this TP.

The above list of measures is not exhaustive and should provide a basis of measures that can be implemented easily. The TPC will identify other measures throughout the life of the plan to aid in achieving the set targets and reducing single occupancy car travel.

Interim Residential Travel Plan Page 23 of 27

Land North of B1113, Stowmarket, Suffolk 61044

9. MANAGEMENT AND MONITORING A programme of monitoring and review has been designed to generate information by which the success of the scheme can be evaluated. Monitoring and review will be the responsibility of the TPC.

A budget for this development will be agreed and updated as part of the Full TP, but for the purposes of this Interim TP the agreed total budget with the Developer is £90,000 excluding VAT, bus infrastructure and remedial measures.

The Travel Plan Coordinator

The TPC has not been identified and appointed – with the contact details set out in Section 4 to be confirmed closer to the time of first occupation. The TP will be managed for a minimum duration of five years as part of the monitoring cycle commencing at 100th occupation. The TPC will be funded by the Developer from appointment prior to first occupation and for the five- year monitoring period (commencing at 100th occupation) or one year after final occupation, whichever is the longer.

The TPC will take responsibility for the development and management of the TP and ensure its delivery to its completion of the monitoring period. It is important that the TPC makes regular visits to the site and presents the ideals of the TP to the residents and oversees the monitoring and reporting of the TP to the Local Authority.

The TPC will be able to provide Personal Travel Planning (PTP) to residents of this development. This service will be provided on demand and be available within five working days of residents’ request. A follow up survey of the PTP will be provided to the resident accordingly to ascertain if it has assisted in changing their travel habits.

The TPC will ensure that structures for the on-going management of the plan are set up and running effectively, and will help to promote individual measures such as bus tickets, car sharing, etc. This can be undertaken through social media / marketing material, PTP and / or via the development TP website.

The TPC will liaise with the public transport operators, highway authority and / or the Developer in order to report any inadequacies in maintenance maximise the potential use of sustainable travel options.

The TPC will be responsible for the setting up and security of the residential travel database which will include the results of the travel monitoring surveys as noted in Section 7. In the interest of confidentiality, the TPC alone will hold the database and be responsible for the release of the results to the Local Authority and to the residents (data should be conveyed in an accessible but secure format and compliant with the General Data Protection Regulation 2018).

The TP will be reviewed at every completion of the travel monitoring survey, as part of an on-going monitoring process. The TPC will submit details of each review to the Local Authority within two months of the completion of

Interim Residential Travel Plan Page 24 of 27

the surveys. The Travel Plan reviews will be uploaded to Modeshift STARS Business to ensure consistent monitoring of Travel Plans in the County.

Monitoring

To ascertain whether the residents will already change their mode of travel as a result of moving to this development from another location, a short survey will be provided within the Travel Welcome Pack that the resident will need to complete to obtain the £150 cycle / active travel voucher or 8x one- week free bus travel.

In order to identify the travel patterns for the residential development, an annual travel monitoring survey will be undertaken on the anniversary of the update of this Interim TP to a Full TP. This is to analyse how the residents and visitors actually travel from and to the site when compared to that of the 2011 Census data and vehicular trip rates that are set out in Paragraph 7.2 and Table 7.1.

This mode split of travel will then be able to be used to compare the effectiveness of the TP over the monitoring period. The data should also be used to identify what further measures, if any, are required to further promote the TP and its objectives.

The results of the survey will be issued to SCC as part of the TP review identifying the progress against the original objectives and targets. If the set targets have not been reached the TPC will seek to address and improve use of any mode, which seems to be under represented and where greater utilisation could reasonably be achieved and report to SCC.

In addition to the travel monitoring surveys noted above, the take-up of additional TP measures will be monitored to demonstrate the impact of the TP on the residential estate, and to understand which measures are successful. The measures to be monitored are:

• The take up of Personal Travel Planning and response to follow up surveys;

• The level of redemption of the free bus travel; and

• The level of redemption of the cycle vouchers.

Travel Monitoring Survey

The travel monitoring survey will be undertaken at a cost to the Developer and be at a similar time of the year to provide a comparative assessment (undertaken in the Spring /Autumn – to be agreed with SCC prior to undertaking). It will be ensured prior to the survey being undertaken that the following circumstances will not affect the outcomes of the surveys:

• School / public holidays;

• Highway maintenance;

• Closures on public transport services; and / or

Interim Residential Travel Plan Page 25 of 27

Land North of B1113, Stowmarket, Suffolk 61044

• Any publicised strike action.

The methodology of undertaking the manual count survey is to have cameras located at the main access points of the development off Stowupland Road and record all movements in and out of the site for a 12-hour period (7am to 7pm). It is expected that the first anniversary survey will require more monitoring points due to pedestrian and cycle routes being completed into and out of the development which are separate to the main vehicular points of access. The manual count survey will be undertaken on the baseline, year 1, 3 and 5 year anniversary.

A two-week ATC will also be provided as part of the travel monitoring survey, located at the vehicular access point. The ATC can then be provided on an annual basis for each open vehicular access.

As the development will be undergoing construction, at the baseline survey any vehicle movements identified as construction traffic should be discredited in the survey results.

The travel monitoring surveys noted previously will be supplemented with a postal / online survey, during the baseline as well as the first, third and fourth year anniversaries of the implementation of the full TP, directly to residents that will enable a more direct questioning of their travel habits and identify measures that can assist in changing their travel habits to more sustainable means. A copy of example questions for a postal / online survey is contained within Appendix E.

To maximise the potential for return of postal / online surveys, an incentive could be provided for respondents such as a voucher to a local restaurant or equivalent. The result of each postal / online survey will be issued to the residents in the form of a summary report (via the development TP website) and to the Local Authority via the TP reviews.

All online / postal / interview surveys are to be confidential and no names or addresses shall be passed on to any third party (such as a public transport operator) unless prior approval has been given by the interviewee. The only personal information deemed necessary for the purposes of the TP are as follows:

• Name and address;

• Telephone number / email address;

• Whether they have a disability which would affect transport choice; and

• Number and age of any dependants.

All survey information shall be kept secure by the TPC. Hard copies of any surveys that have any personal information on shall be kept on file in a lockable cabinet for a period of no more than two years and shall be securely destroyed thereafter. Electronic copies of surveys that hold any personal information shall be saved securely on the local server and the file shall be password protected. Electronic copies shall not be kept longer than a period of two years and shall be securely deleted thereafter.

Options for future managing the Residential Travel Plan

There is a choice of different structures available for the on-going management of the TP beyond the five-year monitoring period, should demand warrant it.

The different options for management exist, are as follows:

• Management or consultant Companies;

• Parish Council; and

• Steering groups, created with partnership working between the Local Authority, Developer and local representatives.

Whichever option is chosen then it will be notified to the Local Authority within the final TP review.
