Change of nominations/elections of Members of Rajya Sabha in various Parliamentary Committees/Statutory Bodies is an ongoing process. As such, some information contained in the publication may undergo change by the time this is brought out. When new nominations/elections of Members to Committees/Statutory Bodies are made or changes in these take place, the same get updated in the Rajya Sabha website. Members, it is with great sense of anguish and shock that we have learnt of the untimely demise of Mr. Hugo Chavez, President of Venezuela on the 5th March, 2013. Mr. Hugo Chavez was a popular and charismatic leader of Venezuela who always strived for uplifting the underprivileged masses. We cherish our close relationship with Venezuela which was greatly strengthened under the leadership of President Chavez. We deeply mourn the loss of Mr. Hugo Chavez and I am sure the House would join me in conveying our condolences to the bereaved family and the people of Venezuela and in wishing them strength to bear this irreparable loss. We stand by the people of Venezuela in their hour of grief. The Members then stood in silence for a short while. *MATTERS UNDER RULE 377 (i) SHRI ANTO ANTONY laid a statement regarding need to check smuggling of cardamom from neighbouring countries. (ii) SHRI M. KRISHNASSWAMY laid a statement regarding construction of bridge or underpass on NH-45 at Kootterapattu village under Arani Parliamentary constituency in Tamil Nadu. The document is organized region wise, comprising of North, North East, East, West and South Regions of India. Within each region, state wise information is given and within each state projects are listed river basin wise. For each project besides state, district and river basin, some basic features of the projects are given. After this, the dates of the EAC meetings where these projects were considered and main decisions taken in the EAC meetings are given. This document from the South Asia Network on Dams, RIvers & People1 (www.sandrp.in) provides further background and detailed information about the functioning of the EAC for the above mentioned period, compared to the overview information given in the accompanying SANDRP document2 titled “Analysis of MOEF’s EAC on RVP: The Expert Approval Committee has zero rejection in six years”, that is being simultaneously published. We are hopeful that these two documents will be helpful in giving clear picture about functioning of the EAC to all concerned. -

Land use/land cover is a significant part in understanding the connections of the human being doings with the situation and thus it is necessary to be able to simulate changes. Land is used for the motivations such as crops, forests, mining, transport, housing, entertaining, manufacturing and cost-effective. The unused lands are unproductive waste and i.e. barren and fallow land. To record the land use/land cover information from surveying and data collection is not always possible in view of time and cost involved in data collection. In view of this the objective of present paper is to mapping the general land use/land cover pattern of Akole Tahsil. For completion of objective secondary data were obtained from the images LISS 3 and LANDSAT 8 remote sensing satellite for the period 2011 and 2015 respectively. -

SHRI ARVIND SAWANT: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government has granted permission for Foreign Direct Investment in private security industry and if so, the specific reasons therefor; (b) whether the process for private security companies for procurement of arms and ammunition will be changed; (c) whether the Government has considered the impact of the permission for Foreign Direct Investment in private security industry; (d) if so, the details thereof; (e) the security measures taken by the Government to ensure that the fire arms procured by such companies are not sold illegally to common people; and (f) whether the Government proposes to maintain the Central database with regard to complete details of registered and non-registered private security agencies and the people employed by these agencies? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HANSRAJ GANGARAM AHIR) (a): Yes Madam, the extant policy of the Government allows Foreign Direct Investment in the private security industry upto 49% with Government approval, subject to applicable laws/regulations, security and other conditionalities. …2/ -2- L.S.US.Q.NO.658 FOR 19.12.2017 (b): There is no change in the process for procurement of arms and ammunition by a private security company as per Arms Act, 1959 and Arms Rules 2016. (c) & (d): As there is no fresh proposal under consideration at present to amend the Private Security Agencies (Regulation) Act, 2005 [PSAR Act, 2005], to modify FDI limit in the private security agencies, the question does not arise. -
