Summary of 2019 District Centre Survey: Planning Use Classes

A survey of all ’s district centres to assess planning uses is carried out every 2 years. The information below is a summary of the information collated and the analysis of trends.

Chorlton and Levenshulme have the highest number of units at 278 and 275 respectively. Both centres are large traditional centres with a ground floor retail unit and flat above. Eastlands and West Wythenshawe have the lowest number of units with 16 and 7 respectively. This is due to both centres being new centres based on convenience supermarkets.

Vacancy rates vary between zero and 19% across the 17 centres. The highest vacancy rate is in Eastlands and this has one of the lowest number of units across all centres and only 3 units are vacant, therefore one vacancy is worth over 6%. Fallowfield has a relatively high vacancy rate when total units are considered at 17% which equates to 12 units.

The highest number of A1 shop units are in the centres with the highest number of units and the lowest in the centres with the lowest number of units. If A1 shop rates are used the picture changes and Levenshulme and Chorlton have below average percentage of A1 shop units compared to the Manchester average. Fallowfield has a low rate of A1 shops and a low total number of A1 shop units. All but two centres have between 36% and 61% A1 shop units showing a variation of 25% across most centres.

A1 shops found within Manchester’s district centres include bakers, beauty, butchers, clothes, convenience supermarkets, gifts, greengrocers, hairdressers, household DIY, magazines, markets, newsagents, printers. Shoes and technology.

Levenshulme has both a high number and also a high rate of A2 financial and professional units. This pattern is witnessed in Cheetham Hill, Didsbury and Withington. Relatively new centres, such as Eastlands, West Wythenshawe and Hulme have either none or only a few A2 uses.

In Manchester, the following A2 Financial and Professional uses can be found in district centres, accountants, bank, estate agents, job centre and solicitors.

Chorlton and Rusholme both have high numbers and high rates of café/ restaurant provision. Rusholme is known as “curry mile” due to its restaurant provision, so high rates are expected. Other centres which are known for their independent restaurant provision include Chorlton and Didsbury which both feature as good providers of restaurants. Gorton, Longsight, Openshaw and Newton Heath have relatively low levels of restaurant provision.

Chorlton and Didsbury have both the highest number and rates of bars and pubs. Centres with a bar or pub include Rusholme, Withington, Gorton, Levenshulme, Openshaw, Newton Heath, Fallowfield, Chorlton and Didsbury. The following centres have no bar and pub, West Wythenshawe, Eastlands, Cheetham Hill, Hulme, Longsight and Wythenshawe. A5 Hot Food Takeaways 2019

In 2017, the City Council adopted a Hot Food Takeaway Supplementary Planning Document (SPD). This restricted permission for Hot Food Takeaways, if it affects the vitality and viability of a centre. This is considered harmful if it increases the concentration of hot food takeaways at ground floor to more than 10%. Rusholme was excluded from this policy and the 2019 survey shows it has the highest total number of hot food takeaways across all district centres, but not the highest rate, which is found in Fallowfield.

The table below shows the change in hot food takeaway provision across the 17 district centres since the Hot Food Takeaway SPD was introduced. The percentage of hot food takeaways in centres has reduced in nine centres. It has increased in two centres Didsbury by one unit and Rusholme by 7, but the policy does not apply to Rusholme because it is a centre with a strong night time economy. Despite the increase in Hot Food Takeaways in Rusholme, the percentage of hot food takeaways has reduced from 10% to 9%. If Rusholme is removed from the calculations the total reduces to 9% in 2017 to 8% in 2019.
