    Canadian eview V olume 42, No. 4 Right to BaRe Arms Dress Guidelines in British Columbia’s Legislative Assembly p. 6 2 CANADIAN PARLIAMENTARY REVIEW/SUMMER 2019 There are many examples of family members sitting in parliaments at the same time. However, the first father-daughter team to sit together in a legislative assembly did not happen in Canada until 1996. That is when Sue Edelman was elected to the 29th Yukon Legislative Assembly, joining her re-elected father, Ivan John “Jack” Cable. Mr. Cable moved to the North in 1970 after obtaining degrees in Chemical Engineering, a Master’s in Business Administration and a Bachelor of Laws in Ontario. He practiced law in Whitehorse for 21 years, and went on to serve as President of the Yukon Chamber of Commerce, President of the Yukon Energy Corporation and Director of the Northern Canada Power Commission. He is also a founding member of the Recycle Organics Together Society and the Boreal Alternate Energy Centre. Mr. Cable’s entry into electoral politics came in 1992, when he successfully won the riding of Riverdale in East Whitehorse to take his seat in the Yukon Legislative Assembly. Ms. Edelman’s political presence had already been established by the time her father began his term as an MLA. In 1988, she became a Whitehorse city councillor, a position she held until 1994. In her 1991 reelection, she received more votes for her council seat than mayor Bill Weigand received. Following her time on city council, she was elected to the Selkirk Elementary School council. In the 1996 territorial election, she ran and won in the Riverdale South riding.

    April 23, 2021 Province Signs Deal with North Dakota to Vaccinate Manitoba Truckers in the United States Premier Pallister and North Dakota Gov. Doug Burgum announced the Essential Worker Cross- Border Vaccination Initiative, where North Dakota will administer COVID-19 vaccinations to Manitoba- based truck drivers transporting goods to and from the United States. This historic program is the first of its kind between a Canadian and American jurisdiction. With the assistance of the Manitoba Trucking Association (MTA) and its members, Manitoba will identify and co-ordinate with eligible individuals and work with North Dakota to schedule vaccination appointments for truck drivers during their routine trips to the U.S. over the next six to eight weeks. It is estimated roughly 2,000 to 4,000 Manitoba drivers will take part in this program. The North Dakota Department of Transportation’s rest area near Drayton, N.D., will initially serve as the vaccination site, which will also be open to North Dakotans ages 16 and older to get vaccinated. Vaccinations will take place from noon to 8 p.m. on Wednesdays, Thursdays and Fridays. The state and province are establishing a joint-operations group to manage the initiative. The North Dakota Department of Health will provide nurses and other staff to administer the first and second doses of the vaccine to provide full immunization of truckers. There is no cost to the state or province as the U.S. government supplies the vaccine and reimburses the costs to administer. This deal will ensure the continuation of trade between the United States and Canada at the fifth- business border crossing connecting the two jurisdictions.

Its mandate is to sustainably manage productive and biodiverse rangelands enhanced by livestock production. AMCP operates 20 Community Pastures: Alonsa, Bield, Birch River, Cote-San Clara, Ellice-Archie, Ethelbert-Dauphin, Ethelbert-Duck Mountain, Gardenton, Langford, Lenswood, Libau, McCreary, Mulvihill, Narcisse, Pansy, Pasquia, Spy Hill-Ellice, Sylvan Dale, Turtle Mountain and Wallace. Located in all corners of agro-Manitoba, the Community Pasture program enhances Manitoba’s livestock producers by providing grazing lands and animal care throughout the grazing season: over 40,000 head of livestock graze the Community Pastures annually from local livestock producers. 36 onsite pasture managers and riders ensured animal care, cattle rotations and range management. The community pasture program is available to all producers and prioritizes access for new and young producers just starting out. Thanks to strong rangeland management practices, AMCP Community Pastures sustain numerous environmental benefits as well as enhance Manitoba’s cattle industry and rural communities. A relatively young organization, AMCP has aggressively managed the transition of all federal, provincial and municipal lands within the Community Pastures, all staffing necessary to continue delivery of the community pasture program, securing the necessary agreements, and the establishment of a new program administration - all over three years (2014 to 2016).

  • Letter to PM on Human Rights Situation in Philippines, 16 March 2021
    March 16, 2021 BY EMAIL The Right Honorable Justin Trudeau Prime Minister of Canada House of Commons Ottawa, Ontario K1A 0A6 Concern re: Massacre of Nine Human Rights Defenders in the Philippines Dear Prime Minister Trudeau: We are writing to you on a matter of utmost urgency. We are profoundly concerned about the deteriorating human rights situation in the Philippines. In recent weeks, Lumad (Indigenous groups in Mindanao) school children have been arrested, and the Tumandok (Indigenous group in Panay island) land defenders experienced a massacre. Human rights defenders and Indigenous leaders were arrested on fabricated charges, including Windel Bolinget (Indigenous leader in the Cordillera region). We are horrified by the recent circulation of ‘Kill Lists’ (i.e. tantamount to an order to kill) by the Philippine military against Indigenous organizations in the Northern Philippines. Over the weekend of March 4-7, 2021, in a military operation known as ‘Bloody Sunday’, a state- sanctioned massacre left 9 dead. This targeted attack, which included raids, arrests, and executions, were directed at several Philippines based partner organizations of Canadian labour and faith-based organizations. The ‘Bloody Sunday’ killings are clearly part of the implementation of Philippine President Rodrigo Duterte's so-called, and increasingly brutal, counter-insurgency and counter- terrorism campaigns. International and local human rights groups, as well as United Nations experts, have warned that these campaigns no longer make any distinction between armed rebels and non-combatants activists, labour leaders, and human rights defenders. We are profoundly concerned about the deteriorating human rights situation in the Philippines. In recent weeks, Lumad (Indigenous groups in Mindanao) school children have been arrested, and the Tumandok (Indigenous group in Panay island) land defenders experienced a massacre. Human rights defenders and Indigenous leaders were arrested on fabricated charges, including Windel Bolinget (Indigenous leader in the Cordillera region). We are horrified by the recent circulation of ‘Kill Lists’ (i.e. tantamount to an order to kill) by the Philippine military against Indigenous organizations in the Northern Philippines. Over the weekend of March 4-7, 2021, in a military operation known as ‘Bloody Sunday’, a state- sanctioned massacre left 9 dead. This targeted attack, which included raids, arrests, and executions, were directed at several Philippines based partner organizations of Canadian labour and faith-based organizations. The ‘Bloody Sunday’ killings are clearly part of the implementation of Philippine President Rodrigo Duterte's so-called, and increasingly brutal, counter-insurgency and counter- terrorism campaigns. International and local human rights groups, as well as United Nations experts, have warned that these campaigns no longer make any distinction between armed rebels and non-combatants activists, labour leaders, and human rights defenders.
