Believes the unborn have a fundamental right to life. Endorsed by the California Pro-Life Council and Californians For Life. Practicing Roman Catholic. • Believes marriage is for raising and protecting children, not for homosexual largesse. Respects people’s freedom but doesn’t sanction gay behavior. • Plans to lower taxes and reduce business regulations to grow the economy. • Supports repealing the recent gas tax and vehicle fee increase that have hit the poorest Californians the hardest. • Would resist Caltrans which spends nearly double the national average to maintain the state’s roadways and opposes Gov. Brown’s High Speed Rail Project. • Opposes a costly, government run healthcare system and supports a freer, consumer driven system. • Would lower housing costs by streamlining the building approval process and cutting red tape to increase housing. • Supports securing the border and rejects the current “sanctuary state” policies that have allowed violent criminal illegal aliens to escape prosecution. • Supports the 2nd Amendment and a citizen’s right to self-defense. Would authorize the sale of $4 billion in bonds to finance existing housing programs, as well as infrastructure work and grants to match a local housing trust fund dollar-to-dollar. *Borrowing $4 billion to fund affordable housing construction ($3 billion) and to subsidize home loans for veterans ($1 billion). Will increase state costs $170 million per year for 35 years.

VOTE YES ON PROPOSITION 2 Millionaire’s Tax Revenue for Homelessness Prevention Housing Bonds Measure Authorizes the state to use revenue from Proposition 63 (2004)—a 1 percent tax on income above $1 million for mental health services—on $2 billion in revenue bonds for homelessness prevention housing for persons in need of mental health services.

VOTE NO ON PROPOSITION 3 Authorizes Bonds to Fund Projects for Water Supply and Quality, Watershed, Fish, Wildlife, Water Conveyance, and Groundwater Sustainability and Storage. $8.9 billion bond. On June 5th, California voters passed a $4.1 billion bond to fund water infrastructure improvements and new parks. Will cost California $435 million a year for next 40 years.

VOTE NO ON PROPOSITION 4 Authorizes Bonds Funding Construction at Hospitals Providing Children’s Health Care. Authorizes (to borrow) $1.5 billion to expand and upgrade hospitals that treat children. Similar to the $750 million bond that voters approved in 2004 and the $980 million approved in 2008. Would cost state an estimated $80 million annually for 35 years, or $2.9 billion total cost with interest.

VOTE YES ON PROPOSITION 5 Changes Requirements for Certain Property Owners to Transfer their Property Tax Base to Replacement Property. Would allow older or disabled homeowners to take their lowered property tax base with them when they move.

VOTE YES ON PROPOSITION 6 2017 Tax Repeal Initiative and Voter Approval for FUTURE Gas and Vehicle Taxes. The ballot initiative would repeal the gas and diesel tax increases and vehicle fees that were enacted in 2017 and require voter approval for fuel tax and vehicle fee increases in the future.

Would require dialysis clinics to pay back insurers any profits over 15 percent of qualifying business costs. Sponsored by United Healthcare Workers union. Would drive up costs, harming dialysis businesses and ultimately, patients.

VOTE NO ON PROPOSITION 10 Expands Local Governments Authority to Enact Rent Control on Residential Propery. Bill would allow cities to introduce new restrictions on rents or expand existing rent control. Current state law prohibits cities from enacting new rent control laws or expanding existing regulations on new properties. Advocates want to stem the affordable housing “crisis” by allowing cities to cap rents. NO: Rent control deters new housing construction and some property owners would remove their property from the market leading to LESS affordable housing, not more. VOTE YES ON PROPOSITION 11 Requires Private-Sector Emergency Ambulance Employees to Remain On-Call During Work Breaks. Elminates Certain Employer Liability. Bill would allow private ambulance services to require their emergency medical personnel to be on-call during meal and rest breaks. Backed by the EMT industry. A number of private ambulance firms are facing class action lawsuits in California courts over break time violations. VOTE NO ON PROPOSITION 12 Establishes New Standards for Confinement of Specified Farm Animals; Bans Sale of Noncomplying products. Would require bigger cages for farm animals. Would also require that all egg-laying hens be raised “cage-free.” These requirements would apply to anyone selling related food products in California, even if the farms are out of state NO: Would require costly upgrades to many farms and could potentially drive some farmers out of business. These new rules would also lead to higher food prices.

22 The California Voter Guide-Traditional Values Coalition-ELI RECENT BILLS WRITTEN ATTACKING THE MORAL FOUNDATION OF OUR CHILDREN, FAMILIES AND PASTORS Passed (2018) AB 2153 Teachers: in-service training: lesbian, gay, bisexual, transgender, queer, and questioning pupil resources. A state-mandated program providing “in-service training to teachers… and to all other certificated employees at that school” requiring their support of LGBTQ lifestyle in students. Approved by the Governor (2018) AB 2119 Foster care: gender affirming health care and mental health care. Included in this bill is government-sponsored gender change for “minors and non-minors” to “… align the patient’s appearance or physical body with the patient’s gender identity…” without parental consent or involvement. Passed (2018) SB 320 Public university student health centers…abortion by medication techniques. This bill requires “each public university…to offer abortion by medication techniques…to minimize the negative impact of health concerns on students’ studies and to facilitate retention and graduation”. (Bill is currently being re-written for approval 2017-2018) AB 2943 Unlawful business practices: sexual orientation change efforts. Existing law prohibits mental health providers…from performing sexual orientation change efforts…with a patient under 18 years of age…and subjects the provider to discipline by the provider’s licensing entity. This bill would include, “as an unlawful practice prohibited under the Consumer Legal Remedies Act, advertising, offering for sale, or selling services constituting sexual orientation change efforts, as defined, to an individual”.
