The Lutheran Social Services of (LSSI) Annual Report for Fiscal Years 2006 and 2007 celebrates not only good works — LSSI’s services for people in need — but that good works. Good Works is also about recognizing those who partner with LSSI in our mission —“Responding to the Gospel, Lutheran Social Services of Illinois brings healing, justice and wholeness to people and communities.” LSSI helps people — of all ages, races, incomes and religions — address important needs and make essential changes in their lives. At its foundation, our endeavor as a faith-based human services provider is about good works. But how do we know that our agency is effective? What follows are highlights of LSSI’s service outcomes for Fiscal Year 2007 in each of these networks.

GOOD WORKS 5 WE HELP PEOPLE GET AND STAY SOBER L “The people [here] are down to earth, God’s people,” says Edward, 49. “They target you to retain dignity and self-respect. … they really want to help people get better. And Detox is great preparation for treatment. It’s hard to keep a bad mood here because of how [well we are] treated.” For people fighting alcoholism or drug addiction, LSSI provides a progressive set of services geared to helping them become — and stay — sober. LSSI’s substance abuse treatment programs in Chicago and northern Illinois served 5,191 primary clients in FY07. Of those, 1,349 were served by the Detox program, which is the first step toward recovery and is available at its Kenmore Center in Chicago, a residential facility. Seventy-seven percent of clients who completed LSSI’s Detox program were successfully enrolled in “step-down” substance abuse treatment BEHAVIORAL HEALTH SERVICES (BHS) programs, which is a positive short-term predictor of long-term recovery PROVIDES COUNSELING, MENTAL HEALTH TREATMENT, from addiction. WE HELP PEOPLE RECOVER BALANCE L “The hospital saved my life after a suicide attempt, but LSSI counseling helped me [to] heal,” says a client. “I can’t believe how much I have changed and how much better I handle my life since I have been coming to LSSI. I don’t know what I’d do without regular visits to my therapist. The caring support I receive keeps me going and gives me courage and the tools to make so many positive changes.” Community-based counseling programs provide supportive services for people dealing with a variety of problems, including marital and parenting issues, anxiety, depression, stress and abuse. LSSI served 838 children, adolescents and adult clients in its counseling programs in FY07. Approximately 81% of those served improved their level of functioning in daily life.

GOOD WORKS 7 WE MAXIMIZE ABILITIES L “After everything we’ve been through while attempting to help our child with PWS [Prader-Willi syndrome], Lutheran Social Services’ compassion has been overwhelming…,” says Victoria Protsman, mother of Sarah, 27, who has lived at LSSI’s Place since June 2005. “Our daughter has a chance [for] happiness, a healthful life, and to live up to her potential once again.” LSSI offers group homes, Intermittent CILA (Community Integrated Living Arrangement) and respite care services to adults with many types of developmental disabilities. The majority of LSSI’s clients with developmental disabilities (84%) maintained their level of functioning as measured by the ICAP (Inventory for Client and Agency Planning), while 14% improved it. LSSI’s Developmental Disabilities Services include two intermediate care facilities (Shady Oaks East and West in Homer Glen) that serve adults with mental and physical disabilities who need medical stabilization services, and respite services for caregivers of children or adults with developmental disabilities. Three of LSSI’s group homes focus on clients who have Prader-Willi syndrome, a genetic disorder that prevents individuals with the condition from feeling full after eating, resulting in life-threatening obesity. These group homes, located in Aurora, Beardstown and Dixon, provide residents with structure and supervision 24 hours a day. During FY07, clients in these programs lost a total of 423 pounds.

8 2006/2007 LSSI ANNUAL REPORT WE HELP PEOPLE WHO ARE IN CRISIS L “Project Impact is the most comprehensive emergency room-based mental <1% health screening program in Illinois,” says Dan Wasmer, director for Region 1 2% North of the Illinois Department of Mental Health. “Its efforts help thousands of people each year find their way out of a crisis by providing [them with] and 2% 11% linking them to important mental health services. Project Impact is a wonderful feature of the public mental health system on the north side of Chicago.” 3% The first program of its kind in Chicago, Project Impact (Immediate Multidisciplinary Pre-Screening Assessment Crisis Team) enables people — 5% 39% whatever their mental health crisis is — to obtain the appropriate level of care by providing on-site assessment services at Swedish Covenant Hospital. The 7% program serves approximately 250 people a month, or 2,592 people in FY07, directing clients to resources consistent with their needs. Of those 11% people screened through this program, only 11% required hospitalization at state psychiatric facilities. Another 20% 39% were approved for admission to privately operated inpatient facilities. About half of the individuals screened were helped through referrals to appropriate mental health and community services, inpatient and outpatient State Psychiatric Facilites Refused All Services care, shelters and detox centers. GOOD WORKS 9 WE KEEP FAMILIES TOGETHER, SAFELY L “[The program] really helps families identify their problems, and it prevents those children from entering the [foster care] system,” says Linda Reiss, who oversees Intact Family Services in southern Illinois. “Most parents really love and want their children, but they don’t always know [how to best parent their children].” Intact Family Services works with families with serious problems, such as child neglect and domestic violence, that are referred by the Illinois Department of Children and Family Services (DCFS). The goal of the program, which is offered in many locations throughout the state, is to keep families together, rather than placing children in foster homes. Intact Family Services works with families within their homes to develop solutions to their problems, which can include financial or job-related difficulties, substance abuse, anger CHILDREN’S COMMUNITY SERVICES management or other parenting issues. In the Intact Family program, success means that a participating family achieves its service plan goals and that the risk of harm to children is sufficiently reduced. In 9% of closed cases, children were placed in foster care to protect their safety and well-being. In 14% of the closed cases, families were intact but considered unsuccessful by LSSI’s internal standards because they refused services or withdrew from service without achieving their service goals. The balance of the closed cases were either transferred to the Department of Children and Family Services (DCFS), or the children were placed in private guardianship with extended family members. Through the efforts of LSSI’s dedicated workers, children are able to remain with their parents and avoid the traumatic experience of separation and loss.

10 2006/2007 LSSI ANNUAL REPORT GOOD WORKS 11 2% WE ACHIEVE SAFETY,PERMANENCY AND WELL-BEING FOR FOSTER CHILDREN L “The basic goals of child welfare are permanency, safety and well- being,” says Marcia Weflen, senior associate executive director of LSSI’s 13% Children’s Community Services. “They’re all interrelated and very essential.” Enabling children in the foster care system to find permanent homes — or, as it is known in the field, “achieving permanency” — is at the heart of child welfare practice. Theory, research and field work show that moving children from foster home to foster home significantly affects their development and 45% their lives, not only as children, but also as adults. Much of LSSI’s service delivery is focused on the achievement of permanency for foster children in 40% three types of care — traditional, home of relative and specialized foster care (for children with complex medical, emotional and behavioral problems). The remaining 29% of children needed a higher level of care, such as a residential facility, specialized foster care placement or an inpatient substance abuse treatment program.

GOOD WORKS 13 WE CREATE AFFORDABLE HOUSING IN AN ATMOSPHERE OF SUPPORT AND FRIENDSHIP L “I have a nice apartment, and the rent is good for my income,” says Shirley Fritzenmeier, 80, one of the first residents to move into LSSI’s Prairie Ridge, located in the northern Illinois community of Freeport. “I have ample and fun activities to participate in, and I’ve made a lot of good friends here.” In FY07, LSSI provided affordable housing for 1,468 low- income seniors and adults with physical mobility disabilities — and their spouses and other family members — in 17 developments throughout Illinois. Most of the buildings owned or managed by LSSI are newly designed and provide comfortable and affordable community living environments. Each building is unique and has its own niche in the community where it is located. 14 2006/2007 LSSI ANNUAL REPORT WE EMPOWER RESIDENTS L “I don’t know what we would do without Mark [Dunklau],” says Dorothy Beyer, 88, a resident at LSSI’s Downer Place in Aurora. “I think every place needs a social service person [like Mark] to advise the seniors.” What makes LSSI’s Housing program unique is that each housing site has its own social service coordinator. Having social service coordinators in place has been instrumental in empowering residents in their particular circumstances, enabling them to get their needs met while maintaining their independence. Social service coordinators serve as advocates who aid residents in obtaining services and/or decisions that are beneficial to them, including enrollment in entitlement programs, insurance programs and other financial benefit programs, including homemaker services to assist residents while helping them live as independently as possible. In FY07, 769 residents were assisted with enrollment in entitlement programs and 99% were successfully enrolled and received financial benefits. In addition, advocacy services were provided on behalf of 415 residents, with 98% experiencing a positive outcome. Social service coordinators assisted 258 residents in implementing strategies to manage their personal and financial affairs, and 99% experienced a positive outcome as a result of this assistance. In addition, social service coordinators assisted 135 residents in applying for homemaker services, resulting in 113, or 84%, receiving services.

GOOD WORKS 15 WE HELP OLDER ADULTS GAIN STRENGTH FOR LIVING EACH DAY L “This is my second stay at P.A. Peterson for rehab, [first in] 2005 and again in 2007,” says Carol McKenzie, a P.A. Peterson patient. “Both times were for knee replacement. I only have praises about my stays. The therapists are excellent, and I have always [experienced] a quick recovery. Everyone dreads therapy, but the therapists [here] are caring and kind, and actually make it a pleasant experience.” LSSI’s two nursing care and rehabilitation facilities — St. Matthew Center for Health in Park Ridge and P.A. Peterson Center for Health in Rockford — serve two distinct populations: short-term rehabilitation patients and long- term care residents. [Having Intouch assistants] is a big help to [my wife] as well, because she works during the day.” LSSI’s Intouch Home Care Services provide trained CNAs/assistants to help older adults in their homes with household tasks, personal (non-medical) care, transportation, meal preparation and companionship. By providing these services, LSSI works to help seniors remain in their homes for as long and as independently as possible. In addition, the cost of home care services are a fraction of the cost of nursing care services. The majority of clients who receive LSSI’s home care services participate in the Illinois Department on SENIOR COMMUNITY SERVICES HELPS Aging’s Community Care Program, which subsidizes this critically important SENIORS MAINTAIN THEIR INDEPENDENCE AND ABILITY TO service for those who qualify. 18 2006/2007 LSSI ANNUAL REPORT WE STRENGTHEN COMMUNITIES THROUGH VOLUNTEERS L “If people are changing their careers and want to stay involved longer, the nonprofit sector is a good place to go and use their skills. Legacy Corps is a good opportunity to do that,” says Linda Siegel, Legacy Corps site manager, who notes that LSSI’s Legacy Corps is one of only 11 such programs in the . AmeriCorps programs have the goal of increasing volunteerism in the community. LSSI’s Legacy Corps, which is funded by AmeriCorps, recruits volunteers 50 years old and older and matches them with clients and their caregivers who are in need of respite from their caregiving duties. Respite serves two purposes: It eases the burden of caregiving, and it broadens the social network of seniors and other homebound clients. Another significant benefit of Legacy Corps is that it provides older adults with meaningful opportunities to serve. For the grant year ending March 2007, LSSI’s Legacy Corps members served 177 respite clients in Boone, Winnebago and McHenry Counties. These individuals provided 13,279 hours of service, helping 124 caregivers alleviate their stress, attend to their social needs and renew their energy. These services are particularly important to caregivers, who, because of their caregiving responsibilities, often find themselves socially isolated. The communities were further strengthened by former Legacy Corps members who continue to volunteer, and provide respite and other services in their hometowns.

GOOD WORKS 19 WE HELP PRISONERS BUILD HOMES AND NEW POSSIBILITIES L “I had a lot of victims — my family and other families,” says an inmate. “To me [Building Homes: Rebuilding Lives] means a lot because I have a chance to give back to society. Now, I am helping people [whom] I used to hurt.” In collaboration with the Illinois Department of Corrections, Habitat for Humanity and other not-for-profit organizations, LSSI’s Building Homes: Rebuilding Lives program enhances the vocational programs at 17 correctional facilities in Illinois, enabling inmates to construct wall sections, trusses, cabinets or storage sheds to be used for low-income homes built by Habitat for Humanity and other non-profit organizations. This program offers incarcerated juveniles and adults the opportunity to give back to communities and helps to provide a sense of self-worth that can help inmates live productive, law-abiding lives after PRISONER AND FAMILY MINISTRY (PFM) their release from prison. 20 2006/2007 LSSI ANNUAL REPORT WE CONNECT FAMILIES L “A million thanks go out to you,” writes the mother of an inmate to the staff members and volunteers at Connections. “I am the mother of a very great daughter and person who just once went the wrong way. But the Lutheran family lifted my heart so much. Each visit [to prison to visit her daughter] lightens my heart.” The lack of contact that often occurs between children and their incarcerated mothers can be experienced as abandonment, creating many adjustment problems for children. LSSI’s Visits to Mom provides chartered bus transportation for children of incarcerated moms and their caregivers to visit prisons in Decatur, Greenville, Lincoln and Pekin to keep family relationships alive. In addition, volunteer drivers also take children and caregivers to visit incarcerated moms at Dwight and Kankakee Correctional Centers. In FY07, 821 children visited 336 incarcerated parents at six prisons, and the 441 relative caregivers who accompanied these children also had the opportunity for face- to-face contact with their loved ones.

WE SUPPORT WOMEN IN TRANSITION L “My sister has told me [since my release from prison] how proud she is of me,” says Trina, a recently released inmate. “She knows that I am a go- getter. I am not going back to my old ways. It might take me a little more time to get to where I want to go, but I want to do things right this time.” Connections is a referral and assistance program for women who have left prison and are re-entering the community. In FY07, through its Re-Entry Services, Connections assisted 139 formerly incarcerated women in their return to Chicago, helping them to locate and obtain needed resources. The program serves women making the difficult transition to the “free world” by connecting them with resources, including transitional housing, support groups, career development opportunities, substance abuse treatment and counseling.
