1 Introduction Exp Services Inc. (exp) was retained by 1301986 Ontario Inc. to assess the environmental noise impact on the proposed Ottawa Train Yards Office Building to be located at 405 Terminal Avenue, Ottawa, Ontario. Refer to Appendix A, Figure 1 for the location of the site. This report will examine the noise impacts on the development from the local transportation corridors addressing the following conditions identified in the ’s Noise Control Guidelines:

Where a new development is proposed within 100m from the right-of-way of an existing or proposed road arterial, major collector or bus , 250 m of an existing or proposed highway, light rail transit corridor or a secondary main railway line, or 500m from the right-of-way- of a freeway or 400- series provincial highway or a Principal Main railway line, the City will require a noise study to be prepared.

2 Sound Level Criteria The sound level criteria used in the study have been summarized below (see Appendix D).

2.1 Sound Level Criteria for Outdoor Living Areas (OLA) The proposed development consists of the construction of an office building; therefore, criteria for outdoor living area are not applicable.

2.2 Sound Level Criteria for Indoor Areas - Daytime

Day-time Period: (16 hr) 07:00 to 23:00

45 dBA for roadways and Transitway 40 dBA for rail (diesel engines/locomotives)

To be conservative, the criteria for indoor areas of individual or semi-private offices were used for comparison instead of general offices.

2.3 Sound Level Criteria for Indoor Areas - Nighttime The development is an office building, nighttime criteria for indoor areas was not studied.

2.4 Ground-borne Vibration Assessment Criteria The building envelope is in excess of 75m from the nearest rail line. A vibration assessment is not required as per city guidelines. Additionally, receiver distances greater than 45m from the rail line were found to have negligible amounts of vibration along this same rail corridor, as demonstrated in the report “Traffic Noise Study & Vibration Assessment 530 Tremblay Road” prepared by Gradient Microclimate Engineering Inc, May 25, 2007.

3 Analysis and Procedure

3.1 Noise Sources Per the City’s Guidelines the noise sources studied include the Queensway (Hwy 417, East and West) and trains along the railroad located north. Refer to Table 3-1 below. No other noise sources such as aircraft or other stationary sources are expected.

The Transitway used only by buses. For this study buses were determined equivalent to medium trucks. Daytime (07:00 to 23:00) to night-time (23:00 to 07:00) volume split is assumed to be 92% and 8%, respectively. With 7% of the volume assumed to be medium trucks and 5% assumed to be heavy trucks. Reference the guideline tables in Appendix D.

UTTTT RoadAlignmentandGrade The roadway alignment and grade changes were of minor significance therefore were not considered in the study.

UTTTU RoadNoiseLevelCalculations Roadway noise level predictions were modeled using the ORNAMENT (Ontario Road Noise Analysis Method for Environment and Transportation) method as contained within the Ministry of the Environment "STAMSON 5.02" computer software program.

3.3 Noise Levels Associated With Rail Traffic UTUTS RailTrafficInformation is located immediately north of the site. The tracks that run through the station are reserved for passenger trains, no merchandise trains are expected. The current VIA schedule “to” and “from” and were considered. Refer to Appendix D for the schedules. It was assumed that each train had a total of 8-cars (most trains would not require that many cars).

UTUTT RailAlignmentandGrade The track alignment adjacent to the property is relatively straight with little grade change. There are tracks in series further away from the site, only the closest tracks were studied.

UTUTU RailNoiseLevelCalculations Rail noise level predictions were modeled using the STEAM (Sound from Trains Environmental Analysis) method as contained within the Ministry of the Environment "STAMSON 5.02" computer software program.

3.4 Receiver Locations A site plan and architect details of the proposed building are included in Appendix B. The ‘worst’ building face from a noise perspective would be the north-west front as it is the closest to the majority of the noise sources. “Free field” predictions were performed. Using a conservative approach the intermediate surface was modeled as being ‘reflective’; as a result ‘absorptive’ benefits (i.e. landscaped area) were not a accounted. The height of receiver was assumed to be at the third floor (7.5m) but is rather academic as height is not a factor when ‘reflective’ surfaces are considered.

The ‘free field’ noise level resulting from rail and roads exceeds the indoor noise criteria of 40 dBA and 45 dBA, by over 15 dBA and 28 dBA, respectively. Therefore, building components that attenuate the noise sufficiently to satisfy the criteria must be specified.

5 Indoor Noise Control Measures To lower the sound to an acceptable indoor range, a variety of treatments can be applied to the building (i.e. walls, windows etc.). These building components are selected based on their Acoustic Insulation Factor (AIF), which is the difference between the sound from the outdoor façade and indoor objective. The AIF equation is:

AIF = Leq outdoor façade – Leq indoor + 10 log C + 2 Where Leq outdoor façade = Outdoor façade sound level Leq indoor = Indoor objective sound level C = Number of building components forming envelope of room (typically equals 3 for a corner room and 2 for other rooms) Table 5-1 below outlines the AIF required for various sound levels as well as the glazing requirements to meet MOE guidelines.

6 Mitigation Measures The results of the STC method indicate that even if the façade were composed entirely of its weakest element, clear glass panels, the indoor noise level can be reduced by 35 dBA and therefore the noise level resulting from trains can be reduced below the recommended 40 dBA and the indoor noise level resulting from roadway traffic can be reduced below the recommended 45 dBA. The steps for this method are included in Appendix D.

7 Recommendations Based on the “Noise Impact Assessment” exp recommends that the site plan for the proposed office building at 405 Terminal Ave., Ottawa, be approved in accordance with the following:  All building components shall be deigned to achieve the indoor noise level criteria.  Building components to meet the AIF requirements listed above in Table 6-1.  Building window and wall treatment to meet the requirements listed above in Table 6-1. Per the STC method analyse, if the façade of the building was composed of entirely of clear glass panels the indoor noise levels would be below the criteria;  The building requires ventilation to satisfy the Type D Warning Clause.  In addition, a qualified acoustic consultant inspect the building plans for these units and certify that the window and wall components selected for construction are adequate to meet the indoor noise criteria as identified in this report.
