Case of the Petitioner:-

The petitioner, Sri.Shaji P, Vellora, Kannur district comes under the jurisdiction of Electrical section Mathamangalam, on behalf of his inhabitants, complaints about the severe voltage crisis for the last many days. There are nearly 19 domestic connections and four nos of LT V connections. Most of the people in and around solely depend bore well. As there is scarcity of water and devoid of voltage it is impossible to use water pumps. In spite of submitting several complaints in the section office Mathamangalam no proper action has been initiated. The area is provided with 23 posts having single phase connection. It is believed that if there is any prospective change by means of conversion in the distribution system the voltage crisis can be solved to a some extent. Thus the complainant approaches the Forum to look in to the matter and resolve the issue at the earliest.

Version by the Respondent:-

Sri Shaji Payyadakkath is a registered consumer under Electrical Section Mathamangalam and the connection was established on 29.12.2017 vide con No. No.1166419021747 under VI F tariff with registered load of 1350 Watts. With reference to the above subject complaint, site inspection was conducted on 14.5.2019. The service connection is fed from 160 KVA Kariappalli transformer and is the fag end of single phase line. The low voltage problem of the consumer can be solved by converting 300m single phase line to three phase line. The work is included in the PMSU plan and schedule to execute by Jun 2019.

2 Therefore it is humbly requested that the petition may kindly be dismissed.

Discussion, analysis and findi ngs :-

The hearing of the case was convened on 12.6.2019 and both the petitioner and the respondent was present.

The petitioner highlighted the voltage crisis being experienced for the last many days in his vicinity resulting various/manifold difficulties. The contention of the petitioner in the form of a mass petition evoked satisfactory response from the part of licensee. It revealed/promised prospective conversion of single phase to three phase line so as to cater to the needs of the people in the surroundings.

No doubt the consumers are supposed to be provided with sufficient quality of uninterrupted power irrespective of the fact that the consumers are from the rural or urban hemisphere. The regulations 4, 5 and 7 of KESC 2014 signify the right of consumers to avail the same. During hearing the respondent has stated that the voltage improvement work has been included under PMSU plan and it is expected to complete by the end of Jun 2019.

The Forum is of the opinion that the complainant is properly convinced and no further intervention is required in the matter. However the Forum reminds the licensee of ensuring the ongoing work is finished (conversion of 300m single phase line) as scheduled. Hence the petition is treated as closed.
