Section 26 of the School Standards and Framework Act requires each local education authority to prepare and adopt a School Organisation Plan for its area. School Organisation Plans inform the local education authority and others about the need to add or remove school places within the local authority area. They are also intended to help Local Authorities and others to take a strategic view of the planning of school places across their area. 2. The School Organisation Plan presents information relevant to a five-year period following its publication each year, and is subject to review and revision on an annual basis. 3. The School Organisation Plan 2002-2007 for Cardiff (Draft for Consultation) was published on 1 October 2001 and over 500 copies were circulated to Council Members, School Governing Bodies and Headteachers and a wide variety of individuals and organisations. It was also made available for inspection in Council offices. The consultation period ran between 1 October and 3 December 2001. Arising out of this, 18 responses were received. 4. The draft plan has built on the 2001-2006 School Organisation Plan, drawing together demographic and other statistical information relevant to the planning of school places, including information about the demand for schooling in the primary, secondary, sixth form and nursery sectors, in specially resourced schools and units and for pupils who are out of school. You and 29 other Members voted against annulment. Members of both the FUW and NFU Cymru have written to us to say that, in classifying the whole of Wales as a Nitrate Vulnerable Zone, the Welsh Government has put their livelihoods at risk. The huge upfront investment required to comply with the regulations will make their businesses unviable and uncompetitive, causing massive damage to the sector. In fact, we are aware that the Regulations are already having a detrimental impact on the mental health of many in agriculture. Undoubtedly, this should come as no surprise to you when considering the warning that this might happen in your own Explanatory Memorandum. However, what is alarming is that your Welsh Government have pursued the NVZ regardless of the concerns raised about farmers’ health and wellbeing. Alongside agriculture, there could also be a potentially negative impact on the environment. Suckler cow herds have been declining in Wales. These herds provide a very important contribution to biodiversity, managing some of our most important habitats. Some farmers are already warning us that they are now looking to give up keeping cattle.

    REPORT ON THE REGISTER OF MEMBERS’ INTERESTS FIRST ASSEMBLY: May 1999 - APRIL 2003 Introduction 1. Section 72 of the Government of Wales Act 1998 and Standing Order 4 requires the National Assembly to maintain and publish a register of interests of Assembly Members. The register is updated quarterly. 2. Members are required to register any relevant interests within eight weeks of taking the oath or affirmation and also register within four weeks any changes to those interests. Section 72(6)(a) of the Government of Wales Act makes it an offence for any Member to participate in proceedings of the Assembly without having registered a relevant interest as specified in the Annex to Standing Order 4. The responsibility for complying with the duties to register and declare interests rests with Members alone, although they may seek advice from the Presiding Office. Thresholds 3. Part 4 of the Annex to the Standing Order 4 provides for the establishment of thresholds over and above which Assembly Members are required to register gifts, hospitality and other material benefits or advantages. An Assembly resolution in May 1999 established the threshold for the registration of gifts (such as money, glassware etc), at £125. For other benefits (such as tickets to sporting events) the threshold is 0.5% of their individual salaries (which currently equates to approximately £180). 4. Some Members choose to register a number of matters that fall below the stipulated thresholds. They are entitled to do this if they so wish. However, it should be stressed that those Members who have observed the thresholds have thereby complied precisely and in full with the rules as laid down in the resolution of the Assembly.
