Mrs. Annie Descheny gave the invocation. Roll call was taken, all the chapters were present with the exception of Red Rock Chapter. Mr. Lee acknowledged the outstanding work from Gloria deCruz and Gurena Sheets for getting the work session in order along with our lodging, per diem and travel arrangements. During these days that we are here, we need to outline all our projects that we as District 6 Joint Council and will be working as a regional council, which will assist our chapter and communities. President 1 ee reviewed the agenda with all those that were present Ihe agenda is attached. Benefits of Regionalization - Mr. Arbin Mitchell, Division Director - Community Development You had requested what I had thought of when regionali/ation is mentioned, and what Window Rock had thought about regionalization. You all know that the Council was changed from 88 to 24 Council. That is one of the main reason for regionalization. The District 6 Joint Council representing the 6 chapters working together. There is two other regions that has been approved by the Council from Arizona along with their Plan of Operation. They are already working by their Plan of Operation, Now, as a Region (•> Joint Council in New Mexico, you are the t first. Regional is different from governmental planning, the main focus is working with other chapters. It's like what our elderly that said; "Working together as a team" you can accomplish your goals. Fhe Governance is at all 110 chapters, which is different. Your Plan of Operation outlines your goals and how you are going to implement them. You have to work with the individuals chapters, who has their own set of plans for their chapters/communities. It is election time again, and people are going to run for chapter officials positions, Fach individuals that will be running for an office, will state that they are willing to work with the chapter/community. Leadership is a vision to be a leader, making your mission statement and going forward for that one vision. That is what you call strategic planning. That is the reason, why you as chapter officials and administration arc here, to make plans/visions/mission statements for each of your chapters, together as a region, you can prioritize your goals/visions. You do a plan and implement those plans. How to plan regionally? Is the main focus of your strategic planning, the District u Joint chapters the only problem that I see, is the Freeway, 1-40 separates you guys (chapters) that would be a barrier that would need a group discussion When we say regional, the benefits, usually has a cost to it, funds to complete these plans and the communities, who voted for us, they request for water, electricity and roads. Ihe main planning is to address these issues. The other one that is on the raise fhat needs to be addressed is solid waste. We really haven't addressed it, but, that will be a big issue to address Page 7 in each chapter. Mother '"arth, we say our prayers everyday, but, yet, we do not take care of our Mother Earth. We Jump trash anywhere. I have to commend Baahaali and Chilchitah chapters for working on this for years. Yesterday, MOU was signed ,01 recycling. In the state of New Mexico, there was a -'rant that was issued, recycling generates :"unds/money. Part of your planning should be Solid Waste. The north side of the Freeway might want to start a solid waste project. How do we cost share i:i regionalization? The chapters need Ic work and plan together. Working together you ca • accomplish these plans and projects. We met with New Mexico Governor Martinez, she mentioned that if your projects/proposals n the CIPs she would VETO the projects. We tell the < napters to put their projects in CIPs. So, s'ie VETO all of the projects. Next one that will consider is projects that will benefit more :hcn ONE chapter. The regionalization is a must. Water will be the main project that will be working on. Because, it will go from chapter to o apter. Power line will be in the same p-ocess. So, these are the priorities of Governor Mrrtincz. So, that is regionalization. Tne white people are already working as regional, but, -ced to implement that process. At the same time, do not take away from the individual chapte.. you still have that governances at the chapter.

For example, - being near the basket or in the corner 3 areas leads to high-value shots - having the ball at the top of the arc keeps many pass options open - being open and undefended anywhere on the court eases ball movement and minimizes turnovers. Using only patterns of ball movement such as passes, we are able to infer which regions of the court teams value most, and quantify the effects of controlling such regions. "I actually feel a lot better moving around than I did even last year at this time." For the second consecutive offseason, Lee and point guard Stephen Curry have rounded up most of their teammates to come back to Oakland early to work out together. They began Tuesday and so far 10 players have shown up. Lee, entering his ninth season, already looks like he's in mid-season form. In the process of rehabilitation, Lee said he shed five percent of his body fat. He said his core is as strong as ever, which he playfully evidenced by revealing his ripped abs. Lee tore his right hip flexor in Game 1 of the opening round playoff series against Denver -- his first-ever postseason appearance. He was expected to miss the remainder of the postseason but wound up returning for limited action. He surprised everyone outside the Warriors locker room when he came out to warm-up in the critical Game 6. He only played a minute and 27 seconds, missing his only shot.

Part I of this paper summarizes the use of salary arbitration in professional sport leagues. Part II of this paper provides an overview of the current arbitration procedures in the NBA. Part III of the paper outlines a proposed new NBA salary arbitration model. Benjamin Anderson ,∗ Michael Sinkey y December 22, 2016 Abstract Do individuals with demonstrably high ability need to attend college to further signal their ability to potential employers? We examine the labor market entry decision for basketball players deciding to enter or return to college versus entering the labor market for professional basketball, specifically the National Basketball Association (NBA). Individuals in this market have significant financial incentive to forgo further schooling in order to pursue their careers immediately and therefore face a trade-off between possible immediate financial rewards and the acquisition of additional skill-related human capital or improving the signals regarding own productivity. We exploit variation in the strength of signals regarding own ability that players receive while in high school from external ratings agencies, Rivals and Scout. Players deemed to be of the highest ability in each high school graduating cohort receive both a continuous, ordinal ranking as well as a categorical, \star" rating. After providing descriptive evidence for a regression probability jump kink design (RPJK), we estimate the probability of collegiate prospects entering into the professional labor market as a function of the strength of ability signal that players receive while in high school. In our preferred specifications, a one-unit increase in ranking for players receiving the highest \star" ranking is associated with a 3.8 percentage point increase in the probability of entry for college freshman relative to comparable players at the threshold that receive the next highest ranking, which is equivalent to an increase in one-fourth of a standard deviation in the probability of entry.
