Furthermore, several East European national associations have declared their intention to bid to host EURO 2012. And as the UEFA Cup moves into its final stages, Romanian, Russian and Ukrainian clubs are still in the running in the round of 16. On the field and behind the scenes, football-related activities are booming in Eastern Europe, and at the same time, huge efforts are being made to improve football infrastructure, including in terms of stadium renovation and construction. This vigour is unquestionably a happy phenomenon for European football as a whole. The fact that these associations are keen to and in a position to successfully organise UEFA events, be they tournaments or congresses, shows the soundness and effectiveness of the policy introduced by UEFA in the early 1990s, following the political upheaval in Eastern Europe, when UEFA decided to initiate assistance programmes to help the new football associations born out of that upheaval to fit into and achieve Western standards.

With football getting ever faster and the players ever fitter, it sometimes seems the men in black face a mission impossible. For some players it has become almost second nature to use hands and arms to pull their opponent’s shirt, push them or hold them back, to the point where the culprits seem genuinely surprised when they are penalised and simulation has become an everyday part of the game. But while there is consensus on the need to assist the referees, opinions differ on how: for many video evidence is the solution, as it is considered perfectly suited to our modern world and used successfully in other sports. For others – and it is no secret that I am one of them – video refereeing would only spoil football, as it means the game would have to be stopped, however briefly (or not), to review the scene, ideally in slow-motion and if necessary comparing the footage with that of another camera because, as everyone knows, a different angle can invite a different interpretation. Of course, the human eye is not foolproof either. But thanks to the radio system in place, additional pairs of eyes on the penalty area can be of valuable IN THIS ISSUE assistance to the main referee.

© Lonely Planet Publications 36 37 History It may be a small island on the edge of Europe, but Britain was never on the sidelines of history. For thousands of years, invaders and incomers have arrived, settled and made their mark here. The result is Britain’s fascinating mix of landscape, culture and language – a dynamic pattern that shaped the nation and continues to evolve today. For many visitors, this rich historic legacy is Britain’s main attraction – everything from Stonehenge to Glen Coe, via Hadrian’s Wall, Canterbury Cathedral, Caernarfon Castle and the Tower of London – so this History chapter concentrates on the high-profile events and the historic locations you’ll see on your travels. Even if you’re no fan of dates and dynasties, we hope the overview this chapter provides will help you get the most from your trip. FIRST ARRIVALS Stone tools discovered near the town of Lowestoft in Suffolk show that Walks Through Britain’s human habitation in Britain stretches back at least 700,000 years, although History (published by AA) exact dates depend on your definition of ‘human’. Around 4000 BC a group of migrants arrived from Europe that differed significantly from previous arrivals: instead of hunting and moving on, they settled in one place and started farming – most notably in open chalky hill areas such as the South Downs and Salisbury Plain in southern England.

For the most part, this was the first time that the committees had convened since they were formed and embedded in the UEFA Statutes at the extraordinary congress in Zurich last year. These consultative committees are an exceptionally valuable resource for the Executive Committee. Football nowadays affects so many incredibly vast domains that meetings of UEFA’s executive body would be both endless and tiresome if the committees were not there to study matters relating to their areas of specialisation and facilitate the executive’s decision-making process by means of pertinent recommendations. The work of the committees is all the more effective now that they are presided over by members of the Executive Committee who are fully abreast of the IN THIS ISSUE strategy and direction chosen by UEFA and are therefore in no danger of straying into futile discussions or losing focus.
