Introduction

The Air Quality Action Plan was published in 2003 following consultation with a range of stakeholders and approval from the Department for Environment, Food and Rural Affairs (DEFRA).

The plan contained 51 actions from departments across the council and with partner organisations that have the potential to impact beneficially on the air quality levels within the AQMAs specifically but also on the wider area.

The trends in air quality in Doncaster show that declining levels of pollution have stabilised and there still exists significant exceedences in the AQMAs. This trend is one of national significance and has been replicated across the South area. The difficulty comes in balancing the regeneration of the area, which continues to be one of ’s most deprived areas, with the need to protect air quality. The situation requires focus towards ensuring continued development does not hamper the achievement of the objectives. The actions referring to development control and transport will be instrumental in ensuring this.

Summary of Action Plan Progress

The action plan measures are summarised in the tables below. Table 1 contains measures that are included in the third Local Transport Plan (LTP3). Actions have been removed from the plan since the original because the initial measure has been completed, however updates have been included. This will enable the tabulated document to be used as a working document containing only those measures that need progressing.

A number of actions relating to planning have been updated with the relevant corresponding policy numbers in the Local Development Framework (LDF) Core Strategy, which has now been published. Several of these measures are now in effect complete, and all that remains is for the application of these policies through the development control system.

3 In order to focus on those measures of highest priority it is necessary to quantify the impacts of those actions. However it will not be possible to quantify strategic level actions due to their nature. It has been decided that when case studies are available these would be used to produce proxy indicators of the measures. No specific case studies have been identified, when suitable data is available this will be included within the table.

The actions in Table 2 are not directly linked to LTP priorities and therefore have been left as a series of stand-alone measures. In terms of progression the measures will be dealt with as described above.

In table 3 actions that have been removed and completed in previous reporting periods have been collated as a summary of progress.

In integrating the action plan into the LTP funding for a number of projects has been obtained. The monthly meeting of the LTP Air Quality Steering Group has provided the foundations of closer working across the authorities air quality and transport departments, of which the success of these projects demonstrates.

As we move through the third Local Transport Plan (LTP3) the projects funded here will become new actions in the action plan. Many of these projects are still in the earlier stages of implementation therefore have not yet been included in the report as specific measures but are referred to where they may contribute to current measures.

Such measures include projects looking at the implementation of electric and biogas vehicles in addition to enhanced modelling and monitoring. A scheme looking at energy generation from transport infrastructure is also included in the LTP.

The projects discussed below have been project managed by partners under the LTP scheme but not added to the action plan.

 The Care4air campaign

4 The campaign has been used across to promote air quality. A website has been produced as a resource for the public, annual conferences are held for air quality professionals to share best practice and the care4air awards are run annually. The campaign has been recognised for its good practice and the website has won numerous awards.

 South Yorkshire wide Emissions Database (EDB) on Airviro A South Yorkshire wide database has been commissioned to assess the wider impacts of transport schemes in the region on air quality. MBC and CC now have completed EDBs. Phase 2 will roll out to the other authorities.

Several transport related measures are ongoing such as cycle lanes and park and ride and although it is difficult to individually measure such actions they will work to provide choice and alternatives to the car.

24 Conclusion

The action plan measures continue to be progressed. No further measures are expected to be removed from the plan in the forthcoming year however it is expected that the next action plan will included measures from the LTP.

Proxy indicators are still required for many measures and any data made available will be used to formulate these when possible.

A further action plan will need to be produced, in 2013, for Doncaster’s fifth Air Quality Management Area, it may be possible to either integrate or update the wider action plan at this time. A progress report will be required in April 2013.
