Due to this disaster, the 12th Asian Ombudsman Association (AOA) Conference originally planned for May 2011 had to be postponed, but thanks to the cooperation of honorable members of the AOA, the Conference was eventually successfully held in Tokyo and Shizuoka from 5th to 8th December, 2011. 10 years ago, Japan hosted the 6th AOA Conference and all programs were conducted in the capital city of Tokyo. For the 2011 Conference, we initiated an attempt to stage it not only in the urban area but also in the countryside, so that foreign participants could deepen their understanding of Japan. We drew up a program of events commencing in Tokyo then transferring by the Shinkansen ‘Bullet Train’ to the eastern part of Shizuoka Prefecture, at the foot of Mt. Fuji. The Conference was honored to have as its head Ms. C. C. Morales, Vice President of AOA and Ombudsman of the Philippines, complemented by Ms. B.A.Wakem, President of the International Ombudsman Institute and Chief Ombudsman of New Zealand as keynote speaker. More than 60 other Ombudsmen and their staff from 19 countries and areas of Asia and other parts of the world participated. It was one of the largest-scale AOA Conferences, with in total 170 Japanese participants, including Ombudsmen from local government, academics and researchers, and administrative counselors from all over Japan. Throughout the Asian region we adhere to the common recognition that we face a number of socio-economic challenges, including a rapidly-changing demographic structure, the global financial crisis and large-scale natural disasters, such as have recently struck New Zealand, Thailand, Iran, Japan and other countries. Under the main theme “Challenges for the Ombudsman in a Changing Socio-Economic Environment” and 5 sub-themes, “the Ombudsman’s Cross-Generational Challenges Arising from a Changing Demographic Structure”, ”The Fundamental Rights of Citizens Pertaining to Access to Information”, ”Improvement in the Advocacy and Outreach Strategy in Protecting the Vulnerable Segments of the Society”, ”the Role of Ombudsman in Decentralization, Out Sourcing and Public Private Partnerships” and ”Identifying People’s Concerns from Daily Flow of Complaints and Contributing to Systemic Improvements”. In these 5 sessions, to our great pleasure as hosts, there were lively discussions including Question and Answer sessions which sometimes ended up behind schedule. Between the programmed sessions, we invited an administrative counselor and an MIC staff from the Tohoku area to preside over a special session entitled “Administrative Counseling in the Great East Japan Earthquake” who described their activity as ombudsmen in the affected areas under very critical circumstances. Conference participants were deeply impressed by their great efforts to assist their fellow-citizens during this time of disaster. Japan’s Administrative Counselors System is a very unique type of Ombudsman system in which private citizens commissioned by the Minister for Internal Affairs and Communications receive peoples’ complaints and requests, and work to bring resolution with the help of government agencies. 2011 was the 50th anniversary of this unique system, and Conference participants took the opportunity of gaining insight into it. At the end of the program, the General Assembly of AOA was held and elected a new board of directors who will lead the AOA forward over the next 4 years. Thus we present to you the 12th AOA Conference Report which includes valuable presentations from honorable ombudsmen colleagues and we sincerely hope it will contribute to the development of the Ombudsman institution. Finally, we would like to extend our warm appreciation to all those who have participated, both from overseas and from our own country Japan, who have helped make this conference such a success.     Selected Papers No.2 Institute for Ocean Policy,SOF D irector's Message As mankind moves into the 21st century, integrated policies of ocean governance are necessary for the sustainable development and use of our oceans and their resources and the protection of the marine environment. Towards this end, the Ship & Ocean Foundation has launched an "Institute for Ocean Policy", with the mission statement "Living in Harmony with the Oceans". The Institute for Ocean Policy aims to conduct cross-sectoral research in ocean related issues in order to initiate debate on marine topics and formulate both domestic and international policy proposals. We publish a Japanese-language newsletter called the "Ship & Ocean Newsletter" twice a month. The "Ship & Ocean Newsletter" seeks to provide people of diverse viewpoints and backgrounds with a forum for discussion and to contribute to the for- mulation of maritime policies to achieve coexistence between mankind and the ocean. Our Institute believes that the Newsletter can expand effective communication on these issues through its function as editor, publishing timely research and welcoming responses from readers, which might then be published in turn. "Ship & Ocean Newsletter Selected Papers No.2" is an English-language version of papers from the Japanese Newsletter edition, published from No.17(2001.4.20) to No.28(2001.10.5). Introduction: The Significance of Studying the History of Southeast Asia in the First Half of the 19th Century The first half of the 19th century, in particular the decade of the 1820s, is an era that enables us to look at the world since the 1990s from a relative or comparative perspective. The period from around the 1820s to around the year 1990 was characterized by a relatively well-defined division of roles between what were called advanced countries and what were called colonies or developing countries, with the former producing industrial products within their borders and exporting them to the latter, while importing in return from the latter raw materials for industrial production. The period also saw a series of enormous wars, for sure, but it was rather seldom for catastrophic natural disasters to hit densely populated areas, and even if they did, they were often short-lived. In the period preceding the 1820s, however, China and India were the world’s factories for merchandise exports. Moreover, from 1645 to 1715 and from 1770 to 1830, Europe underwent significant cooling (Wallerstein 1989, 2011; Tange 2010). The period following the 1990s, on the other hand, has been characterized by phenomena that include accelerating global flows of capital, China’s emergence as the factory of the world, and the aggravation of global warming.

    A Japanese View of Nature [*] A Japanese View of Nature—The World of Living Things by Kinji Imanishi Translated by Pamela J. Asquith, Heita Kawakatsu, Shusuke Yagi and Hiroyuki Takasaki Although Seibutsu no Sekai (The World of Living Things), the seminal 1941 work of Kinji Imanishi, had an enormous impact in Japan, both on scholars and on the general public, very little is known about it in the English-speaking world. This book makes the complete text available in English for the first time and provides an extensive introduction and notes to set the work in context. Imanishi's work, based on a wide knowledge of science and the natural world, puts forward a distinctive view of nature and how it should be studied. Ecologist, anthropologist, and founder of primatology in Japan, Imanishi's first book is a philosophical biology that informs many of his later ideas on species society, species recognition, culture in the animal world, cooperation and habitat segregation in nature, the "life" of nonliving things and the relationships between organisms and their environments. Imanishi's work is of particular interest for contemporary discussions of units and levels of selection in evolutionary biology and philosophy, and as a background to the development of some contributions to ecology, primatology and human social evolution theory in Japan. Imanishi's views are extremely interesting because he formulated an approach to viewing nature that challenged the usual international ideas of the time, and that foreshadows approaches to study of the biosphere that have currency today. From the second half of the nineteenth century, intra-Asian trade flows linked Asia into an integrated economic system, with reciprocal benefits for all participants. The book covers China’s relative backwardness, Japanese copper exports, Japan’s fur trade, Siam’s luxury rice trade, Korea, Japanese shipbuilding, the silk trade, the refined sugar trade, competition in the rice trade, the Japanese cotton textile trade to Africa, multilateral settlements in Asia, the cotton textile trade to Britain and the growth of the palm oil industry in Malaysia and Indonesia. The opening of Asia, especially Japan and China, liberated the creative forces of the market within the new interactive Asian economy. This fascinating book fills a particular gap in the literature on intra-Asian trade from the sixteenth century to the present day.
