In line with IOM’s Strategy and mandate, the activities of IOM Niger immigration and border management team aim to support the government of Niger in developing capacities in terms of infrastructure, material, resources and institutions of the National Police and security forces at the border. Within the framework of its project "Enhance Borders security in Diffa", funded by the European Union under the Instrument contributing to stability and peace and, IOM supports the Government of Niger in securing border areas of .

General Objective

The overall objective of the consultancy is to conduct an external evaluation of the project "Enhance Border security in Diffa", funded by the European Union under Instrument contributing to stability and peace. The project is designed to support the efforts of the Government of Niger to increase the level of security through enhancing border management capacity through : - The reinforcement of border post capacity through equipment and rehabilitation; - A support, through the materials donation and trainings, to enhance border supervision between the border posts;

- Sensitization of communities in order to reinforce the good collaboration and communication between population and border management agents.

Core Functions / Responsibilities: Tasks and Responsibilities

Page 1 / 4 The consultant will perform the following tasks: • Evaluate the results achieved through the activities carried out by IOM in the framework of the project; • Conduct an assessment mission on the field in the region of Diffa; • Prepare a final evaluation report on the three components of the project: Construction of border post, equipment and training for police officers, and sensitization through reinforcement of cooperation and mutual trust between community and police agents at the border; • Assess the opportunity to continue the project with a second phase, taking into account the interests of stakeholders, its sustainability and its impacts; • Submit proposals for the conduct of a second phase: persons / groups to target, potential partners etc.; • Transmit the final evaluation report to IOM Niger in Niamey before 1st October 2017. The language of the report shall be French.

Deliverables

The consultant will deliver a final evaluation report on the three components of the project, including an assessment of the opportunity to continue the project and proposals for the conduct of a second phase.

Duration

The evaluation shall be completed within 45 days and before 1st October 2017. The indicative timeframe is: - 5 days of preparation in Niamey or « home-based » - 20 days in Diffa region of Diffa to attend at least the results of the project activities doing there and to meet with other partners; - 20 days to write the final report on the evaluation of the project, « home based ».

Required Qualifications and Experience: Education

• Master's degree in public administration, law or related field from an accredited academic institution is required.

Experience

The evaluator will lead the evaluation according to the criteria of relevance, effectiveness and efficiency. He / she should demonstrate, where applicable, professional experience, qualifications and skills: •Consolidated skills in the evaluation of international projects; •A solid experience on migration; •Experience in the field of local and international border management •Through knowledge and experience of the Nigerien context; •Demonstrated ability to conduct field missions; •Demonstrated ability to deliver best quality materials in a short time; •The consultant shall have a strong expertise / experience, good knowledge of IOM projects, fluency in border management.

Languages

Fluency in English & French are required.
