Railway transportation evidently more efficient than road transportation. Trans-Sumatra railway construction can be a solution for transportation problem in Sumatra Island. This analysis integrated railway and port to improve economic development in 8 provinces on Sumatra using Spanning Tree and Dijkstra algorithm. It need 1965 kilometers of railway to connect all the 8 provinces. It also generates 1518 kilometers as the distance of Malahayati Port to Panjang Port connection. This integrated system can be a breakthrough solution for Sumatra transportation problem in economic development and the Malacca Strait traffic problem. Sino-US English Teaching, April 2015, Vol. 12, No. 4, 299-309 doi:10.17265/1539-8072/2015.04.009 D DAVID PUBLISHING Intercultural Communication Competence Developed by Chinese in Communicating With Malays in Bangka Island, Indonesia∗ Deddy Mulyana Agustina Zubair Padjadjaran University, Bandung, Indonesia University of Mercu Buana, Jakarta, Indonesia This study aims to explore the cultural identity of Chinese related to their self-perception, their perception of Malays, and their communication with the Malays in Bangka Island, Indonesia, emphasizing the Chinese intercultural communication competence in terms of their self-presentation in business relationships with the Malays. The study employed an interpretive approach, more specifically the symbolic interactionist and dramaturgical tradition. The researchers focused on intercultural communication experiences and competence as enacted by the 25 Chinese in the area of the research. The study used in-depth interviews with the Chinese as the main method with some observation of the Chinese communication with the Malays. The researchers also interviewed eight Malays as additional subjects of the research to corroborate the research findings. The study found that the Chinese in Bangka Island perceived themselves as open and willing to mingle with the Malays. They are hospitable, hardworking, tenacious, frugal, and fond of maintaining long-term relationships. In contrast, in the Chinese view, the Malays are open and willing to mingle with others, obedient to the teachings of Islam, but they are lazy and are keen on being flattered, consumptive, and easily seduced. In terms of their intercultural communication competence, the Chinese are skillful in their self-presentation by employing various verbal and nonverbal tactics to adjust themselves to the interpersonal, group, and business situations where they encounter the Malays in their everyday lives. -

PERTH COMMERCIAL SALVAGING) Senada Meskin Post Graduate Student, Australian National University Canberra Email: [email protected] ABSTRACT Second World War was one of the most devastating experiences that World as a whole had to endure. The war left so many issues unhandled, one such issue is the theme of this thesis, and that is to analyze legal regime that is governing sunken warships. Status of warship still in service is protected by international law and national law of the flag State, stipulating that warships are entitled to sovereign immunity. The question arises whether or not such sovereign immunity status follows warship wreck? Contemporary international law regulates very little considering ”sovereign wrecks‘, but customary international law, municipal court decisions and State practices are addressing issues quite profoundly, stating that even the warship is no longer in service it is still entitled to sovereign immunity status. HMAS Perth is Australian owned warship whose wreck current location is within Indonesian Territorial Sea. Recent reports show that commercial salvaging has been done, provoking outrage amongst surviving HMAS 3erth‘s naval personnel and Australian historians. In order to acquire clear stand point on issue of Sovereign :recks legal status, especially of +0AS 3erth‘s wreck, an in-depth analysis of legal material is necessary. An Essay about some of the Relationships between Wealth and Violence Introduction By working on the relevance of violence in economics (from an historical perspective) I discovered something seeming rather strange at first site: although there are a lot of historical examples that the performance (and appearance) of “gunboats” (not necessarily in the literal sense) directly influenced economic relations, there is no conceptual approach about that interrelation neither in economics nor in history. And while the term “gunboat diplomacy” is cited extensively in political and historical (and sometimes even in economical) contexts und even more, is commonly understood, there is no such thing as “gunboat economics” at all. To be correct, this is not completely true. In 1985 Jeffrey Garten published an article in Foreign Affairs even entitled “Gunboat Economics”. In the text however, he did not mention the term again and confuses it throughout the article, which is mainly a critique of Reaganomics and the unilateral (and economically protectionist) foreign policy of the administration Reagan I (1981-84), with gunboat diplomacy. Interestingly enough, during the last twenty years U.S. problem-solving did not change very much and both Bushes as well as Clinton continued and even intensified a foreign policy resting on means that can be summarized as “gunboats” (as I said, not necessarily in the literal sense, because the “gunboats” of our times are not battleships, but long-distance missiles, intervention forces and diplomatic pressure). -
