(21 FEBRUARI 2021) 1. LAPORAN HARIAN A. Status Kes Covid-19 Di Kenyataan Media JPBN Bil 52/2021 JAWATANKUASA PENGURUSAN BENCANA NEGERI SARAWAK KENYATAAN MEDIA (21 FEBRUARI 2021) 1. LAPORAN HARIAN A. Status Kes Covid-19 Di Dalam Wad Hospital Dan Masih Di Bawah Pengawasan Perubatan (Kes Aktif). Terdapat 195 kes baharu yang telah pulih dan dibenarkan discaj pada hari ini dari Hospital Sibu (87), Hospital Miri (57), Hospital Sarikei (20), Hospital Umum Sarawak (15), PKRC di bawah Hospital Kapit (14), Hospital Bintulu (1) dan Hospital Limbang (1). Ini menjadikan jumlah keseluruhan kes positif COVID-19 yang telah pulih atau dibenarkan discaj meningkat kepada 5,774 orang atau 72.69% dari jumlah keseluruhan kes COVID-19 di Sarawak. Jumlah kes aktif yang masih mendapat rawatan dan diasingkan di PKRC dan wad hospital mengikut hospital rujukan adalah seramai 2,066 orang dimana: • 1,135 kes di Hospital Sibu; • 244 kes di Hospital Miri; • 227 kes di Hospital Kapit (PKRC Kapit); • 216 kes di Hospital Umum Sarawak; • 185 kes di Hospital Bintulu; 1 Kenyataan Media JPBN Bil 52/2021 • 31 kes di Hospital Sarikei; • 27 kes di Hospital Sri Aman (PKRC Sri Aman); dan • 1 kes di PKRC Lawas. Hari ini, 191 PUI baru telah dilaporkan dan tujuh (7) kes PUI yang masih menunggu keputusan ujian makmal. B. Kes Baharu COVID-19 Hari ini terdapat 185 kes baharu COVID-19 dikesan dan dilaporkan iaitu peningkatan sebanyak 51 kes (38.05 %) berbanding kes semalam. Daerah-daerah yang melaporkan kes adalah Daerah Sibu (82), Kuching (29), Kapit (20), Sri Aman (11), Bukit Mabong (10), Bau (6), Bintulu (6), Song (5), Samarahan (4), Miri (4), Kanowit (3), Serian (1), Sebauh (1), Julau (1), Sarikei (1) dan Belaga (1). Ini menjadikan jumlah keseluruhan kes meningkat kepada 7943 kes. Perincian kes-kes tersebut mengikut daerah adalah seperti berikut: I. Daerah Sibu (82 Kes) a) 67 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. b) 13 kes lain-lain saringan COVID-19 yang hadir ke pusat kesihatan di daerah Sibu. c) 2 kes merupakan saringan petugas kesihatan di fasiliti kesihatan di daerah Sibu. 2 Kenyataan Media JPBN Bil 52/2021 II. Daerah Kuching (29 Kes) a) 11 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. b) 11 kes lain-lain saringan COVID-19 yang hadir ke pusat kesihatan di daerah Kuching. c) 3 kes yang melibatkan kluster Jalan Green. d) 2 kes merupakan saringan petugas kesihatan di fasiliti kesihatan di daerah Kuching. e) 1 kes yang melibatkan kluster Kampung Sungai Maong. f) 1 kes saringan COVID-19 melibatkan individu bergejala di pusat kesihatan di daerah Kuching. III. Daerah Kapit (20 Kes) a) 9 kes yang melibatkan kluster Gelong. b) 4 kes yang melibatkan kluster Jan Yong. c) 4 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. d) 2 kes saringan COVID-19 melibatkan individu bergejala di pusat kesihatan di daerah Kapit. e) 1 kes yang melibatkan kluster Pasai. IV. Daerah Sri Aman (11 Kes) a) 10 kes yang melibatkan kluster Kejatau. b) 1 kes yang melibatkan kluster Sebangkoi. 3 Kenyataan Media JPBN Bil 52/2021 V. Daerah Bukit Mabong (10 Kes) a) 10 kes yang melibatkan kluster Gelong. VI. Daerah Bau (6 Kes) a) 6 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. VII. Daerah Bintulu (6 Kes) a) 3 kes saringan COVID-19 melibatkan individu bergejala di pusat kesihatan di daerah Bintulu. b) 2 kes lain-lain saringan COVID-19 yang hadir ke pusat kesihatan di daerah Bintulu. c) 1 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. VIII. Daerah Song (5 Kes) a) 3 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. b) 2 kes yang melibatkan kluster Pasai. IX. Daerah Miri (4 Kes) a) 2 kes lain-lain saringan COVID-19 yang hadir ke pusat kesihatan di daerah Miri. Satu (1) kes dikategorikan sebagai kes jangkitan tempatan dan satu (1) kes dikategorikan sebagai kes Import C iaitu mendapat jangkitan dari Sri Aman. 4 Kenyataan Media JPBN Bil 52/2021 b) 1 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. c) 1 kes lain-lain saringan COVID-19 yang hadir ke pusat kesihatan di daerah Miri. X. Daerah Samarahan (4 Kes) a) 3 kes yang melibatkan kluster Univista. b) 1 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. XI. Daerah Kanowit (3 Kes) a) 2 kes yang melibatkan kluster Pasai. b) 1 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. XII. Daerah Serian (1 Kes) a) 1 kes saringan COVID-19 melibatkan individu bergejala di pusat kesihatan di daerah Serian. XIII. Daerah Sarikei (1 Kes) a) 1 kes saringan COVID-19 melibatkan individu bergejala di pusat kesihatan di daerah Sarikei. 5 Kenyataan Media JPBN Bil 52/2021 XIV. Daerah Julau (1 Kes) a) 1 kes merupakan individu yang disaring melalui pengesanan kes secara aktif kontak kepada kes positif COVID-19. XV. Daerah Belaga (1 Kes) a) 1 kes lain-lain saringan COVID-19 yang hadir ke pusat kesihatan di daerah Belaga. Kes dikategorikan sebagai kes Import C iaitu mendapat jangkitan dari Sibu. XVI. Daerah Sebauh (1 Kes) a) 1 kes lain-lain saringan COVID-19 yang hadir ke pusat kesihatan di daerah Sebauh. C. Kluster Yang Masih Aktif. Hari ini terdapat 24 kluster COVID-19 yang masih aktif di Sarawak iaitu: I. Kluster Jalan Green, Kuching : terdapat penambahan 3 kes hari ini menjadikan jumlah keseluruhan kes meningkat kepada 15. Sejumlah 148 individu telah disaring dimana, 70 negatif dan 63 masih menunggu keputusan makmal. II. Kluster Kejatau, Sri Aman : terdapat penambahan 10 kes hari ini menjadikan jumlah keseluruhan kes meningkat kepada 19. Sejumlah 92 individu telah disaring dimana, 40 negatif dan 33 masih menunggu keputusan makmal. 6 Kenyataan Media JPBN Bil 52/2021 III. Kluster Jan Yong, Kapit : terdapat penambahan 4 kes hari ini menjadikan keseluruhan kes meningkat kepada 19 kes. Sejumlah 75 individu telah disaring dimana, 54 negatif dan 2 masih menunggu keputusan makmal. IV. Kluster Geronggang, Sibu : tiada penambahan kes. V. Kluster Mas Merah, Sibu : tiada penambahan kes. VI. Kluster Univista, Samarahan : terdapat penambahan 3 kes hari ini menjadikan jumlah keseluruhan meningkat kepada 55. Sejumlah 250 individu telah disaring dimana, 195 negatif dan tiada menunggu keputusan makmal. VII. Kluster Kampung Sungai Maong, Kuching : terdapat penambahan 1 kes hari ini menjadikan jumlah keseluruhan meningkat kepada 41 kes. Sejumlah 150 individu telah disaring dimana, 94 negatif dan 15 masih menunggu keputusan makmal. VIII. Kluster Gelong, Kapit : terdapat penambahan 19 kes hari ini menjadikan jumlah keseluruhan meningkat kepada 83 kes. Sejumlah 130 individu telah disaring dimana, 47 negatif dan tiada menunggu keputusan makmal. IX. Kluster Kidurong Dua, Bintulu : tiada penambahan kes. X. Kluster Nanga Lijan, Julau : tiada penambahan kes. XI. Kluster Seruas, Beluru : tiada penambahan kes. 7 Kenyataan Media JPBN Bil 52/2021 XII. Kluster Sebangkoi, Sri Aman : terdapat penambahan 1 kes hari ini menjadikan jumlah keseluruhan meningkat kepada 34 kes. Sejumlah 564 individu telah disaring dimana, 530 negatif dan tiada menunggu keputusan makmal. XIII. Kluster Jun Heng, Bintulu : tiada penambahan kes. XIV. Kluster Bintang Daily, Meradong : tiada penambahan kes. XV. Kluster Jalan Pengiran, Matu : tiada penambahan kes. XVI. Kluster Tabong, Bau : tiada penambahan kes. XVII. Kluster Indah Riang, Kuching :tiada penambahan kes. XVIII. Kluster Bedayan, Serian : tiada penambahan kes. XIX. Kluster Rakut, Miri : tiada penambahan kes. XX. Kluster Bukit Sekubong, Sebauh : tiada penambahan kes. XXI. Kluster Jelita, Miri : tiada penambahan kes. XXII. Kluster Pasai, Sibu : terdapat penambahan 5 kes hari ini menjadikan jumlah keseluruhan meningkat kepada 2640 kes. Sejumlah 37,000 individu telah disaring dimana, 34,000 negatif dan 360 masih menunggu keputusan makmal. a) Sub-Kluster Tangap (Subis) : tiada penambahan kes. XXIII. Kluster Bah Sayap, Miri : tiada penambahan kes. XXIV. Kluster Stutong, Kuching : tiada penambahan kes. 8 Kenyataan Media JPBN Bil 52/2021 D. Ringkasan Kes Mengikut Daerah Di Sarawak. Hari ini, Daerah Sarikei telah bertukar ke status Kuning daripada status Hijau setelah melaporkan satu (1) kes jangkitan tempatan dalam tempoh 14 hari yang lepas. Daerah Bukit Mabong telah bertukar ke status Jingga daripada status Kuning setelah melaporkan 27 kes jangkitan tempatan dalam tempoh 14 hari yang lepas. Daerah Beluru dan Dalat telah kembali ke status Jingga daripada status Merah setelah masing-masing melaporkan 23 dan 32 kes jangkitan tempatan dalam tempoh 14 hari yang lepas. Daerah Kuching, Samarahan, Julau, Subis, Kapit, Song, Bintulu, Kanowit, Miri dan Sibu kekal berstatus Merah dengan sejumlah 2024 kes jangkitan tempatan dilaporkan di sepuluh (10) buah daerah ini dalam tempoh 14 hari yang lepas. Daerah Sri Aman kekal berstatus Jingga dengan jumlah keseluruhan 33 kes jangkitan tempatan dilaporkan dalam tempoh 14 hari yang lepas. 9 Kenyataan Media JPBN Bil 52/2021 Daerah Lundu, Bau, Matu, Selangau, Betong, Saratok, Sebauh, Tatau, Pakan, Serian, Belaga, dan Meradong kekal berstatus Kuning dengan jumlah keseluruhan 72 kes jangkitan tempatan dilaporkan dalam tempoh 14 hari yang lepas. Manakala 13 daerah lain kekal berstatus Hijau. 2. LAPORAN NOTIS KOMPAUN/AMARAN/SITAAN Pihak PDRM telah mengeluarkan sebanyak 9 kompaun di daerah Limbang (3), Kuching (2), Lawas (2), Padawan (1) dan Miri (1) kerana telah melanggar SOP. Kementerian Kerajaan Tempatan dan Perumahan Sarawak telah mengeluarkan 158 notis amaran lisan dan bertulis di bawah PBT seliaan mereka iaitu BDA (25), MB Marudi (19), SMC (16), MPP (12), MDDM (12), MD Simunjan (10), MD Kapit (8), MBKS (6), MD Betong (5), MD Saratok (5), MD Lawas (5), MD Subis (4), MD Lundu (4), MD Serian (4), MDLA (4), MD Sarikei (4), SRDC (3), MDMD (3), MD Kanowit (3), MD Bau (2), MD Limbang (2), MD Sri Aman (1) dan MDMJ (1).

Market confidence can be seen returning with improved consumer sentiments recording a 20-year high exceeding 130 points in Q2 2018, and moderating to around 107 points in Q3 2018. PropertY On the property front, there has not been any significant policy changes for 2018. The residential sector continues to lead the market in terms of volume and value of transactions, albeit at a slower rate than the previous year. Home ownership remains a major concern as seen by the initiative of the State Government in providing affordable housing to the population, with the likes of SPECTRA housing, etc. and plan to subsidise 1/3 of the cost for affordable housing. Also of concern is the growing surplus of commercial property units in recent years in the form of shop offices/shop houses and retail units. Amidst a soft market, property units take longer periods to sell; occupancies and rental rates of such units are affected; and units are being disposed at lower negotiated prices. Some development changes in Kuching for 2018 include the shelving of the proposed LRT line from Kuching to Serian as announced by the State Government and the opening of Borneo Samariang Water Park, the first water theme park in Sarawak, as part of the first phase of Bormeo Samariang Resort City, which includes 3 apartment blocks and residential houses.

By September 2012, Sarawak had recorded the third highest capital investments in the country totalling RM4.68 billion from 24 projects and attracted the most foreign investment in Malaysia of about RM3.75 billion. To-date, a total investment of RM29.1 billion had been approved under the SCORE initiative, comprising 12 projects in Bintulu, 4 in Mukah and 3 in Tanjong Manis. A surplus budget for 2013 to the tune of RM83 million as announced in the Sarawak State Budget together with a higher expected GDP growth of 5% for 2013 (4.5% for 2012) and an improved 10.5% growth anticipated for the construction sector, would spell more construction activity in the State for the coming year. The inflation rate is expected to be about 3%. With Sarawak earmarked as one of the nation’s main regional development areas under the current 10th Malaysia Plan, more funds will pour into the State in the coming years to sustain continued development in all sectors. There is increased activity in the commercial shophouse sector especially in Kuching and Sibu with increased construction and prices reaching as high as RM1.5 million and RM1 million respectively for an intermediate shophouse unit. Even though housing has generally been overshadowed by commercial development activities in 2012, the residential sector remains the mainstay of the property industry.

This better demand would likely be met by more new launches of development projects which had been held back by many developers over the past three years or so. Property prices are expected to remain stable, with upward bias due partly also to the rising cost of building materials and construction labour. However, there could be risk of rising interest rates in 2010. Investment demand for conventional shop-office in good locations is expected to continue to be strong as new supply is perceived to become more scarce and costly, which may result in higher prices and lower yields. 2009 MARKET REVIEW Residential 2009 saw less new launches and new starts of construction for the housing sector, though prices remain high due to rising cost of building materials. Demand for housing in good locations remains strong, notwithstanding the high selling prices, particularly so in the niche segment. Though there was an increase in units completed, the number of units under construction decreased more than the increase of completed units (see Table 1). Shophouse/retail Commercial properties, mainly in the form of shophouses, in prime locations are still in demand. Prices continued to increase to new levels for new launches and outpaced growth in rentals.
