Developers and buyers are cautious in decision making pending further political and economic developments. However, the market is hopeful and positive, as greater transparency and clarity take effect. Once the dust has settled, the new Government’s policies should spur renewed development activities. Market confidence can be seen returning with improved consumer sentiments recording a 20-year high exceeding 130 points in Q2 2018, and moderating to around 107 points in Q3 2018. PropertY On the property front, there has not been any significant policy changes for 2018. The residential sector continues to lead the market in terms of volume and value of transactions, albeit at a slower rate than the previous year. By September 2012, Sarawak had recorded the third highest capital investments in the country totalling RM4.68 billion from 24 projects and attracted the most foreign investment in Malaysia of about RM3.75 billion. To-date, a total investment of RM29.1 billion had been approved under the SCORE initiative, comprising 12 projects in Bintulu, 4 in Mukah and 3 in Tanjong Manis. A surplus budget for 2013 to the tune of RM83 million as announced in the Sarawak State Budget together with a higher expected GDP growth of 5% for 2013 (4.5% for 2012) and an improved 10.5% growth anticipated for the construction sector, would spell more construction activity in the State for the coming year. The inflation rate is expected to be about 3%. With Sarawak earmarked as one of the nation’s main regional development areas under the current 10th Malaysia Plan, more funds will pour into the State in the coming years to sustain continued development in all sectors. There is increased activity in the commercial shophouse sector especially in Kuching and Sibu with increased construction and prices reaching as high as RM1.5 million and RM1 million respectively for an intermediate shophouse unit. Even though housing has generally been overshadowed by commercial development activities in 2012, the residential sector remains the mainstay of the property industry.

As at August 2011, RM28.55 billion worth of investments have been confirmed through 14 mega projects. This will accelerate the state government’s industrialization plans, thereby creating job opportunities and boosting the state economy. Sarawak has attracted the most proposed capital investment in the country for the 1st 11 months of 2011 valued at RM8.16 billion forming about 18% of the country’s total investments, of which close to 50% came from Foreign Direct Investments (FDI). Kuching’s property market can be said to be vibrant and opportunities abound for property investors to “ride the current property wave”. Office Sector The purpose-built office sector in Kuching remains conservative. A few purpose built offices were constructed in 2011 but these were state-owned and to be occupied by government agencies e.g. the new IRD HQ at Jln Tabuan, Sarawak Energy Berhad at the Isthmus and the new Customs Building at Masja in Petra Jaya. The purpose-built office sector has remained stable over the years, with minimal additions of about 1 to 2 buildings every 2 to 3 years. 2011 will see the addition of another 80,000 sq metres of office space, mostly by government agencies, to the existing 2010 supply of 408,280 sq metres (Source : Various NAPiC reports).

This better demand would likely be met by more new launches of development projects which had been held back by many developers over the past three years or so. Property prices are expected to remain stable, with upward bias due partly also to the rising cost of building materials and construction labour. However, there could be risk of rising interest rates in 2010. Investment demand for conventional shop-office in good locations is expected to continue to be strong as new supply is perceived to become more scarce and costly, which may result in higher prices and lower yields. 2009 MARKET REVIEW Residential 2009 saw less new launches and new starts of construction for the housing sector, though prices remain high due to rising cost of building materials. Demand for housing in good locations remains strong, notwithstanding the high selling prices, particularly so in the niche segment. Though there was an increase in units completed, the number of units under construction decreased more than the increase of completed units (see Table 1). Shophouse/retail Commercial properties, mainly in the form of shophouses, in prime locations are still in demand. Prices continued to increase to new levels for new launches and outpaced growth in rentals.
