INTRODUCTION

The Canadian fishery for groundfish along Canada's west coast involves many species of . Excluding these contribute an average of 42 million Ib to the annual fish production (1963-72) of Canada. The bulk of the catch is taken by otter- which also accounts for the majority of the species landed. The remaining catch is taken by longline, handline, troll, trap, pair seine, or trawl.

The total catch of all species by all gear from all areas for 1963-73 is shown in Table 1.

Total landings of 49.9 million Ib for 1973 were 20% higher than the mean for 1963-72. The main species landed was Pacific which at 16.5 million lb constituted one-third of the total catch. This species, virtually all of which is taken by trawl gear, has been dominant in landings for the past 20 years. Trawl and longline landings of dogfish increased greatly to 11.1 million Ib (22% of the total catch) due to a subsidy linked with quotas. Landings of trawl- and line-caught were 4.7 million Ib, 10% less than the previous year. Various species of trawl-caught formed a major component (8.0 million Ib) of landings, the most important being Dover and .

Detailed statistics for the groundfish fishery are presented in two parts.

Part I. The traditional report of catch (pounds) by species with effort where known. The catch is reported by discrete domestic fishing areas and by larger United States-Canadian international areas commonly called PMFC areas.

Part II. Summaries of catch in metric tons by United States-Canadian areas and by larger INPFC areas in order to satisfy requirements of committees of the International North Pacific Fisheries Commission (Canada, Japan, United States) •

PART I TRAWL FISHERY

The Fisheries Research Board of Canada, Pacific Biological Station, Nanaimo, maintained port observers at Vancouver, Steveston, and occasionally at Victoria and Prince Rupert in 1973. These men conducted interviews with trawler captains to obtain information on effort expended on ground fish catch, by species and area, depths fished, and other pertinent data. In 1973, 84% (by weight) of the total trawl landings was covered by these interviews. Through the cooperation of the Special Economic Programs and Intelligence Branch of the Fisheries and Marine Service, Department of the Environment, in Vancouver, the remaining 16% of landings was recorded from sales slips on which no effort (hours fished) was available. Catch-per-unit-effort (CPUE) statistics obtained from the interview data were used to estimate effort expended for the catch recorded on sales slips.

From total catch and total estimated effort data, an annual average CPUE in pounds per hour was calculated for each major fishing area. Also calculated was the percentage of total catch and total effort expended in each of the areas. These last two statistics not only serve to show relative importance of each area, but are used in the calculation of the "success ratio." This parameter is defined as the percent of total catch divided by percent of total effort.

Total landings in 1973 (excluding and dumped 1 fish) by the British Columbia trawl fleet were 38,580,873 lb, a decrease of 7% from the total catch in 1972. Effort expended was 23,699 hr which resulted in an overall CPUE of ~628 lb/hr, 9% higher than in 1972.

The strongest contributor to the trawl fishery in 1973 was the Pacific cod despite the fact that total landings of 16.5 million lb were 13% lower than in 1972. There were marked decreases in landings of , which at 3.1 million lb were 39% less than in 1972, and in landings of other rockfish species (2.7 million lb) which were 21% less than in 1972. Landings of other flatfish species totalled 1.2 million lb which were twice the amount taken in 1972. This was due to utilization of as a food fish. Dogfish catch by trawl gear increased to 4.3 million lb.

Area 4B (Strait of ) - See Fig. 1 for location of areas

Total landings of 4.3 million lb showed an increase of 57 % from 1972. This was due to the fishery for dogfish, landings of which, at 2.8 million lb, accounted for more than 50% of the catch. CPUE increased 12% to 674 lb/hr.

Area 3c (Southwest Coast of Vancouver Island)

CPUE decreased 11% to 1,355 Ib/hr. Lingcod catch increased about 50% to 1.7 million lb.

Area 3D (Northwest Coast of Vancouver Is land)

There was a slight increase in landings (which rose to 625,000 lb) in this area from those for 1972. CPUE increased 26% to 1,228 lb/hr. Lingcod and Pacific cod were the main species caught in this area.

Area SA (South Queen Charlotte Sound)

The total catch of 3.1 million lb decreased 22% from that for 1972 because of decreases in landings of Pacific ocean perch and Pacific cod. CPUE decreased 11% to 1,715 Ib/hr. Main species caught were various rockfish species and Pacific cod.

Area sB (North Queen Charlotte Sound)

A 42% decline in total landings, which amounted to only 4.1 million Ib in 1973, was due to the reduced landings of Pacific ocean perch and other rockfish species. However, CPUE increased 21 % to 2p33 Ib/hr.

Area 5C (South Hecate Strait)

Total landings of 5.6 million Ib were more than double those for 1972. Main species caught was Pacific cod, landings of which, at 4.3 million lb, constituted more than 75 % of the total landings from this area. Overall CPUE in 1973 at 2,780 lb/hr was almost double that of the previous year.

Area 50 (North Hecate Strait )

Overall production of 12.2 million Ib was 1.4 million lb (13/0) greater than in 1972. Main species caught were Pacific cod (4.5 million Ib), dogfish (1.4 million lb ) , and (1.2 million lb). Overall CPUE rose to 2,654 Ib/hr, an incre,lse of 39 /0'

Catch statistics have been summarized in the following tables by month and by major and minor statistical area, the boundaries of which are described below. Effort statistics have been summarized by month by major statistical area. The tables have been divided into four sections:

1. Tables of annual catch which include -

a) total catch and total effort statistics for major statistical area;

b ) total calch by main species by major statistical areas; - 5 -

c) breakdown of landings of "other flatfish," "other rockfish," "miscellaneous species," and "animal food," by major statistical areas;

d) total catch by all species by minor statistical areas.

2. Tables of monthly catch by major area -

landings of all species by month by major statistical area.

3. Tables of monthly catch by minor area -

landings of all species by month by minor statistical area.

4. Other gear.

AREA DIVIS IONS

Standardization between Canada and the United States in reporting of groundfish catches on the Pacific coast has resulted in assignment of catches to certain major statistical areas. In the United States these areas are used by the Pacific Marine Fisheries Commission in their annual summaries of catch statistics.

Major Statistical Area Divisions

Figure I illustrates the major statistical areas off British Columbia and gives their numerical designation. The following is a complete description of the boundaries of these areas.

Area 3B. Northwest Washington Coast. From Latitude 47°20'N to a line bearing 220° True from the midpoint of the Bonilla-Tatoosh line and crossing said latitude. This area includes the Quillayute and Umatilla Reef grounds and the shallow waters off Cape Flattery.

Area 3C. Southwest Coast Vancouver Island. From the northern boundary of Area 3B to a line bearing 200° True from Estevan Point southward to the 49° parallel of latitude, thence westward along said parallel. This area includes the Cape Flattery Spit, the Swift sure Bank, La Perouse Bank (Big Bank or 40 Mile Bank), the Cabbage Patch, the Firing Range, the Lennard Island and Sydney Inlet grounds, and the inshore waters of Barkley Sound.

Area 3D. Northwest Coast Vancouver Island. From the northern boundary of Area 3C to Latitude 50 0 30'N. This area includes the Nootka, Esperanza and Kyuquot grounds as well as the Estevan Deep.

Area 4A. The United States territorial waters inside the Bonilla-Tatoosh line including Puget Sound. No Canadian catch from this area. - 6 -

Area 4B. The Canadian waters from the Bonilla-Tatoosh line inside to a line drawn north and south (Mag.) through Pine Island at the upper end of Queen Charlotte Strait. This area, defined simply as the Strait of Georgia, includes all Canadian inshore grounds of Juan de Fuca Strait, Johnstone and Queen Charlotte straits and Georgia Strait.

Area 5A. South Queen Charlotte Sound. From the northern boundaries of Areas 4B and 3D to Latitude 51 0 15'N. This area includes all grounds incorporated in the Cape Scott Bank and a portion of the grounds in the gully between the Cape Scott Bank and the Goose Island Bank. It also includes catches from the Virgin Rocks ground.

Area 5B. North Queen Charlotte Sound. From Latitude 51 0 15'N to Latitude 52°00'N on the westward side of Cape St. James and from Latitude 51 0 15'N to Latitude 52°10'N on the eastward side of Cape St. James. This area includes all grounds associated with the Goose Island Bank and the remaining portion of the grounds in the gully between the Goose Island Bank and the Cape Scott Bank.

Area 5C. South Hecate Strait. From Latitude 52°10'N to a line drawn from Spit Point (Sandspit) on Moresby Island to the southern tip of Bonilla Island. This area includes the grounds known as the "Horseshoe" and the "Ole " in the central region of the Strait.

Area 5D. North Hecate Strait. From the northern boundary of Area 5C to Latitude 54°40'N, limited to the westward by Longitude 133°W across Dixon Entrance. This area includes the Two Peaks ground (northeast of Rose Spit), the Butterworth-Warrior edge, the Fingers (southwest of Archibald Island), the Oval Hill ground, the White Rock ground (northwest of Bonilla Island), the Skidegate Inlet ground, the Fife Point grounds, the grounds lying 25 miles southwest of Seal Rocks, and grounds in Dixon Entrance.

Area 5E. West Coast Queen Charlotte Islands. From Latitude 52°00'N to 54°40'N, limited to the eastward by Longitude 133 °W across Dixon Entrance.

Area 6. . Encompass waters bounded on the south by Latitude 54°40'N and on the west by Longitude 147°W.

Minor Statistical Area Divisions

Minor areas are uS0d to give more detailed information on region of capture of groundfish. They are areas within major areas and are basically the Fisheries Service statistical areas with some modifications. Figure 2 illustrates the areas and the modifications are catalogued below.

(1) The boundary between Areas 2A East and 4 has been shifted northwest­ ward to Rose Spit. This brings the whole of the "Two Peaks" ground within Area 4.

(2) The boundary between 2A East and 2B East has been shifted north,... ard to lie along the Sandspit-Bonilla Island line. This is the internationally agreed line of division between upper and lower Hecate Strait (major Areas 5D and 5C). - 7 -

(3) Minor Area 5 has been divided into two subareas, designated 5U and 5L, by the Sandspit-Bonilla Island line to preserve the division mentioned above.

(4) The southern boundary of Areas 2BE and 6 has been shifted to lie along 52°l0'N Latitude to conform with the boundary between major Areas 5C and 5B.

(5) Area 8 has been expanded to include the whole of the Goose Island Bank. This has involved (a) shifting the northern boundary and eliminating Area 7, (b) shifting the southern boundary and eliminating the offshore portion of Area 9, and (c) the elimination of Area 30, previously used for offshore catches in Queen Charlotte Sound. There is, in this report, no westward limit to Area 8.

(6) Area 9 has been changed and is now a circle 6 miles in diameter surrounding the Otter group and the Virgin Rocks grounds. It is considered to be part of major Area 5A.

(7) Area 11 has been expanded to include all of the Cape Scott Bank. This has meant the elimination of Area 10, the inclusion of the portion of Area 12 lying westward of Bates Passage, and the addition of the part of Area 27 lying northward of 50 0 30'N Latitude. This is to conform with the boundary between major Areas 5A and 3D.

(8) As a result of the modification of Area 11, Area 12 is now restricted to the inshore waters of Queen Charlotte Strait, with Bates Passage as its western limit.

(9) The boundary between Areas 24 and 25 has been shifted to lie along the boundary between major Areas 3D and 3C.

(10) The boundary between Areas 23 and 24 has been shifted northwards to Portland Point and it lies on a bearing of 225 0 True. This is to bring the whole of the ground known as the Firing Range (which formerly lay on the boundary between these two areas) entirely within Area 23.

All other minor areas remain the same as those defined by the Fisheries Service charts.

OTHER GROUNDFISH FISHERIES

Groundfish catches in this category are those (other than halibut) taken by:

(1) standard longline - as used in the halibut fishery;

(2) handline - which consists of only one or two hooks fished at a time and hauled by hand or power from a stationary vessel;

(3) troll - consisting of hooked lures towed behind moving boats;

(4) traps - as used in blackcod fishing;

(5) pair seine - a 2-boat method for bottom fishing using a towed seine net;

(6) shrimp trawl

Total catch of groundfish (other than halibut) caught by gear other than trawl by Canadian fishermen in 1973 was 11.3 million lb. Catch by species by gear by major fishing area is shown in the table following. No effort data are available for these fisheries.

The most important species taken by other gear (59% of the total catch) was dogfish. Other major species landed were lingcod (2.1 million lb) and sablefish (1.9 million lb). - 58 -

Canadian trawl landings in 1973 totalled 17,499 m.t., a decrease of 7% from the total catch in 1972. Landings were from the Vancouver and Charlotte areas and comprised mainly fish for human consumption. Major species in the foodfish catch were Pacific cod (7,463 m.t.), dogfish (1,965 m.t.), Pacific ocean perch (1,398 m.t.), other rockfish species (1,216 m.t.), and lingcod (1,204 m.t.). Total trawling effort was 23,699 hours, of which 13,311 hours were expended in the Vancouver area and 10,388 hours in the Charlotte area.

Canadian landings of groundfish (other than halibut) caught by gear other than otter trawl in 1973 totalled 5,148 m.t., more than twice the amount taken in 1972. Main species caught were dogfish (3,060 m.t.), lingcod (931 m.t.») and sablefish (882 m.t.).
