OPPORTUNITY PROFILE Mosaic Primary Care Network Executive Director About Mosaic Primary Care Network - Medical Home Primary Care Networks (PCNs) bring local family doctors and health professionals together to provide health care to Albertan families. Being part of a Primary Care Network means Albertans have a Medical Home—their family doctor’s office—ensuring all have a home base for their everyday health needs. PCNs are created through an agreement between physicians and Alberta Health Services and follow a team-based health care model where doctors and health care professionals work collaboratively to provide integrated care for their patients’ primary health care needs. While each network provides primary care services, priorities are set locally. Each PCN designs and delivers programs and services to best meet local needs. This flexibility, to develop local solutions to local health issues, makes each PCN unique. Mosaic Primary Care Network (MPCN) is one of the largest of the 40 PCNs, with a group of over 300 family doctors serving approximately 400,000 patients in northeast and southeast Calgary. Mosaic PCN’s geography includes urban Calgary east of 14 Street W, from the Bow River to the eastern city limits, and south of the northern city limits to Anderson Road/114 Ave SE. For more information about Mosaic PCN, please visit: http://mosaicpcn.ca The Opportunity – Executive Director Mosaic PCN is looking for an experienced and dynamic leader with outstanding teambuilding and collaboration skills. As the most senior operational executive at Mosaic PCN, the Executive Director is responsible for oversight of all operations, business, and financial management. This role reports to the governance Board of Directors of Mosaic PCN, nine directors with representation from the PCN’s physicians (3), Alberta Health Services (3) and the broader community (3). The Executive Director has four direct reports; all members of the Mosaic PCN Leadership Team: Director of Business Operations, Director of Measurement and Evaluation, Director of Clinical Operations and the Director of Member Services and Engagement. There are several Managers under the Directors, with approximately 165 staff in the PCN. The majority of MPCN staff are members of the Health Sciences Mosaic PCN – Executive Director Page | 1 Association of Alberta (HSAA) union. The Executive Director has a close relationship with Mosaic PCN’s Medical Director, who also reports directly to the Board. Key Responsibilities Key areas of responsibility include providing leadership, direction and accountability for business issue resolution, program planning and implementation, evaluation, quality assurance and the management of a multidisciplinary team of professionals and support staff. Other functions include ongoing business planning, financial accountability and working collaboratively with the Board. The Executive Director has primary responsibility in the following areas: 1. Leadership and Strategic Development: • work with the Board to set strategic direction and define the PCN vision and model it to the organization while ensuring all programs and services support the mandate; • build a fluid and dynamic organization that supports the priority needs of its physician members, staff, and key stakeholders; • support the work of the Board and board working groups to help effectively direct the PCN; and (where appropriate) provide strategic options, briefings and recommendations; • lead annual business planning and the strategic planning process, taking a role in the development of business plans; • monitor regional, provincial, and national trends to promote implementation of evidence-based best practice in primary care service delivery; and, • ensure the provision of community-based services relevant and responsive to community needs consistent with available resources. 2. Program Planning, Development and Implementation: • implement the business plan and the strategic direction provided by the Board and develop performance metrics, reporting tools and execute plans for continuous improvement; • in conjunction with clinical leads and relevant advisory committees, develop policies, procedures and practices that support and ensure effective program delivery; • lead service planning for new service implementation, engaging relevant stakeholders as required; Mosaic PCN – Executive Director Page | 2 • facilitate development and support of multidisciplinary teams with PCN physicians and other service providers; • make recommendations to the Board regarding goal setting, program planning, implementation and evaluation for services delivered by the PCN; • ensure quality assurance and risk management strategies are developed to guide and protect PCN operations and mitigate risk; • work collaboratively with other PCNs on zonal initiatives; • adhere to applicable legislation; and • contribute locally and provincially to the development of practice guidelines, standards and policies for PCNs. 3. Financial and Legal Management: • develop and deliver annual budgets, provide leadership in the fiscal management of the organization ensuring sound financial, policy, risk mitigation, and legal processes to safeguard the public trust in accordance with the direction of the Board; • provide accurate financial reports and statements to the Board; • ensure appropriate insurance and security measures are in place to protect the PCN from liability and theft; and, • act as a key liaison with legal counsel ensuring all legal issues are identified and addressed as necessary (including contract development, due process, corporation resolutions, etc.). 4. Administration and Human Resources • oversight of the facilities for the PCN and its operations; • build a high-performance team, while creating a culture of effective collaboration; • support teams in providing high quality, patient-centered care; • commitment to equity, diversity and inclusion, and building a diverse workforce; • strive for high retention, low turnover, ongoing learning and positive professionalism; and, • coach and mentor direct reports, creating a strong leadership team with succession planning in mind. Communication • provide the communication link to all key stakeholders (Board, physician membership, Alberta Health Services, Primary Care Initiative Committee, Alberta Health, and the public) regarding issues related to the PCN; • oversee the development and implementation of a communications strategy that supports PCN activity with internal and external stakeholders; • provide consultation to planning groups, health institutions, community groups, policy makers, organizational leaders and teaching institutions regarding issues related to the PCN; and • represent the PCN where appropriate. The Person • A degree in business or non-profit management, healthcare administration (or equivalent), with emphasis on management. Masters level education is preferred. • Broad experience in the management of non-profit organizations combined with a minimum of 7 to 10 years’ experience in a senior leadership role, ideally in healthcare. • Proven ability to effectively oversee all aspects of operations to ensure sound financial management, and quality service. • Strong leadership abilities combined with excellent interpersonal, verbal and written communication skills; ability to motivate and supervise senior staff, while promoting and supporting teamwork. • Experience working with unions is considered an asset. Establishes and promotes open and honest communication throughout the organization. Strong presentation and public relations skills.
