Kasson, Minnesota Chosen Valley Testing Project #6-11111 1.0 EXECUTIVE SUMMARY Chosen Valley Testing, Inc. (CVT) was retained by SEMCAC (CLIENT) to conduct a Phase I Environmental Site Assessment (ESA) at the property located at 400 Commerce Drive Southeast in Kasson, Minnesota. The purpose of the Phase I Environmental Site Assessment was to evaluate whether current or historical activities on or near the subject property may have resulted in significant contamination by hazardous materials or wastes, also known as a "Recognized Environmental Condition" (REC), as well as identify, to the extent feasible pursuant to the processes described in ASTM Standard E 1527-05, RECs in connection with the property. The Phase I Environmental Site Assessment was performed in accordance with ASTM Standard E 1527-05. The Phase I ESA was authorized by the CLIENT on February 23rd, 2017. The subject property is a vacant grass lot consisting of approximately 1.8 acres. The subject property has been vacant since at least 1949. The site is located in the northeast quarter of the southwest quarter of the southeast quarter of Section 33, Township 107 North, Range 16 West in the city of Kasson, Minnesota. The subject property is accessed via Commerce Drive Southeast from the west. The subject property is surrounded by vacant land and farmland to the west, north, and east and by commercial and government buildings to the south. A Regional location map is provided as Figure 1. A site map of the subject property is provided as Figure 2. Mr. Matt Gikas of Chosen Valley Testing conducted a visual inspection of the subject property on March 2, 2017. Photographs attached in this report were taken on March 2, 2017 and are presented in Appendix E. Weather conditions at the time of the inspection were cloudy with a temperature of approximately 35 degrees Fahrenheit. Curricula Vitae for personnel involved in the assessment are presented in Appendix H. Dodge County is categorized as having a “High Average Radon Potential” by the U.S. Environmental Protection Agency, with median concentrations of indoor radon gas at or above 4.0 picocuries/Liter (pCi/L), which is the acceptable level. Radon testing was not conducted during this investigation. According the US Fish and Wildlife Service’s Wetlands on-line mapping program, there are no wetlands on the subject property. The nearest wetlands are approximately 460 feet northwest of the subject property. A copy of the Wetlands Inventory Map is provided in Appendix F. The data file evaluation portion of the assessment was completed by Envirosite Corporation. The Envirosite report reviewed 139 government databases for sites in the vicinity of the subject property. The subject property was not listed in these government databases. There were 49 listings in these databases for properties within 1 mile of the subject property. These sites did not appear to pose a REC to the subject property. These sites are listed in the Envirosite Report dated February 7th, 2017, which is provided as Appendix A.
