1. Security:

Permanent checkpoints are being established by the Lebanese Armed Forces to stop and search passing vehicles.

2. Operations Update:

Logistics Cluster services will cease to operate in on 24th October 2006 in line with the end of the Flash Appeal period. No cargo movement requests (CMRs) will be accepted after 20th October.

Logistics Cluster:

The last Logistics Cluster meetings have now been held in Beirut and Tyre. The Tyre Logistics Cluster has now effectively closed. Any final transport requirements will now go through the Logistics Cluster in Beirut. UNMACC will take over the Tyre compound, mobile storage facilities and pre-fabricated (Tyre Port) offices, and it will continue to support the organisations and agencies still present in the provision of warehousing, office space, and possibly transport. OCHA has also withdrawn from Tyre but the Rest House will remain available until October 24th for any office requirements.

Purposes of the JST are to: 1. Increase pipeline visibility and transparency; 2. Track NFI from Consolidating and Loading Points (CLPs) up to Extended Delivery Point (EDP); 3. Prioritize supply movements in accordance with needs in the field.

In another 15 cases, traffic difficulties due to untrafficable bridges have been circumvented by short new diversion roads executed by the Ministry of Public Works and municipalities. The number of bridges with underwriters for permanent repairs has dropped to 46 after some donors dropped out due to previous engagements. 33 bridges will be underwritten by 13 different private donors and another 13 bridges by 5 different governments and international organizations, including UNOPS. Full repairs and reconstruction will be finished in weeks in some cases, but other work may require up to two years. A Russian engineering battalion is expected to arrive within the week to assist in the repair of damage infrastructure. It will be working outside the UNIFIL area of operations. UNJLC has been working with the Ministry of Public Works and Transport to support donors by producing maps and attributed tables for bridges requiring repairs, and updating data by removing duplicate reports, distinguishing between road craters and bridge locations, and removing multiple strike locations on the same bridges from damage figures. 4. Mapping:

The Hazard to Movement map series has been updated as of 4th October (A3 map series by caza and A0 size for the whole country) to show all bridge locations and repairs along with the most up-to -date explosive hazards reported by the MACC-SL.
