Flooding is a natural characteristic of rivers and streams. Flooding occurs when more water flows down a stream than can be carried within its channel. The water then overflows the banks and spreads out within an area called the floodplain or flood hazard area. The limits of the floodplain are delineated by the rising slopes of the surrounding land. The floodplain is actually a normal part of the river during times of exceptional storm discharge. Most of the time, however, the floodplain remains free of water.

In 1968, Congress authorized the establishment of the National Flood Insurance Program to protect property owners who were unable to get coverage through the private insurance industry. Revised in 1973 and currently under the administration of the Federal Emergency Management Agency (FEMA), the program requires state and local governments to adopt certain minimum land use measures to reduce or avoid future flood damage.

The New Jersey Department of Environmental Protection (NJDEP) is authorized by the Flood Hazard Area Control Act and Flood Hazard Area Regulations to regulate activities that may affect the flow of water through the flood hazard area. Under the regulations, the flood hazard area is divided into two zones the floodway and the flood fringe. The floodway is the channel of a natural stream and portions of the floodplain adjoining the channel that are reasonably required to carry and discharge the floodwater or flood flow of any natural stream. In New Jersey, the boundaries of the floodway are the same as those indicated in the FEMA studies. The flood fringe is the area outside the floodway.

During a flood, the floodway area would experience high velocities of moving water. The water alone could seriously damage any structure located in its path, but when combined with debris swept down from upstream, the effects are extremely hazardous. Any structures or fill placed in the floodway would increase the level of the floodwaters and cause damage in areas previously outside the floodplain. Therefore, construction activity in the floodway is severely limited in order to preserve the floodwater-carrying capacity of the stream.

The flood fringe area would not be subject to the velocities experienced in the floodway, but would be subject to ponding water. Filling in this area would not result in significant rises in the water elevation upstream, but could, through the loss ef floodwater storage, cause a significant rise in the flood elevations downstream. Therefore, regulation of construction activity in the flood fringe is less restrictive than in the floodway but is restricted by the amount of fill that can be placed within its borders.

Floodplains retain the portion of the rainfall that is neither held in surface depressions nor absorbed by the soil but remains as a overland flow and subsequent streamflow. Floodplains are storage areas for water flows that exceed the normal banks of water courses and reflect the hydrologic conditions along the watercourses. Obstructions to flow or low watercourse slopes tend to cause relatively larger and longer flooding. l-l Floodplains within the township of Piscataway are relative to the , Ambrose Brook, Doty's Creek, Rehobeth Creek and Bound Brook and their tributaries and are depicted in Drawing No. 1.

1-2 2.0 WETLANDS

Wet habitats occurring between uplands and deepwater areas are considered to be wetlands. They are commonly referred to by a number of terms based on their location and characteristics, including salt marsh, tidal marsh, wet meadow, shrub swamp, bog, hardwood swamp, cedar swamp, and pitch pine lowland.

Because wetlands provide significant public benefits such as fish and wildlife habitat, flood protection, erosion control, water quality maintenance, and recreation, they are considered an important natural resource. Prior to about 1970, most people in New Jersey regarded wetlands as wastelands, whose best use could only be attained through alteration, e.g., draining for agriculture, dredging and filling for residential and industrial development, or for use as a sanitary landfill.

Activity in New Jersey's wetlands is regulated by the state's Freshwater Wetlands Protection Act and by Section 404 of the Federal Clean Water Act of 1977. The state law, which became effective on July 1, 1988, regulates the following activities in a freshwater wetland:

removal, excavation, disturbance or dredging of soil, sand, gravel or aggregate material of any kind;

drainage or disturbance of the water level or water table;

dumping, discharging or filling with any materials;

driving of pilings;

placing of obstructions; or

destruction of plant life which would alter the character of a freshwater wetland, including the cutting of trees.

Section 404 requires a permit from the U.S. Army Corps of Engineers for the discharge of dredged or fill material in wetlands.

The New Jersey regulations also established transition areas (buffer zones) around wetlands to accommodate slight variations in freshwater wetland boundaries over time due to hydrologic or climatologic effects and to keep human activity at a distance from freshwater wetlands. A transition area is determined according to the resource value of the adjacent wetland as being exceptional, intermediate or ordinary. Exceptional wetlands discharge into FW1 or FW2 Trout Production waters or their tributaries and/or have threatened and endangered species, which have

2-1 a 150-foot transition area. Intermediate wetlands are wetlands not defined as exceptional or ordinary and have a 50-foot transition area. Ordinary wetlands are isolated wetlands with three criteria:

1) they are not surface water tributary systems discharging into an inland lake, pond, river or stream;

2) they are surrounded by greater than 50 percent development; and

3) they are less than 5,000 square feet in area.

Ditches of human construction are also considered ordinary value wetlands. These wetlands have no transition area.

Major factors creating wetlands vary throughout the state, but glaciation has played an important role in most areas. Most of northern New Jersey's wetlands were formed in glacial lakes and depressions during the post-glacial period. When the glacier receded, the glacial lakes drained and wetlands formed in the basins. In addition, human activity may also create wetlands by altering hydrologic regimes to flood former upland areas, where wetland plants quickly invade to take advantage of the wetter conditions. Wetlands also form in floodplains along rivers and streams, which is generally the case in Piscataway.

According to the United States Fish and Wildlife Service (USFWS), wetlands can be divided into five general systems, according to similar hydrologic and biological factors. The five systems are Marine, Estuarine, Riverine, Lacustrine and Palustrine. The Marine System consists of the open ocean and its associated coastline, while the Estuarine System encompasses salt and brackish marshes and brackish waters of coastal rivers and bays. Freshwater wetlands fall into one of the remaining three systems: Riverine (e.g., rivers and streams), Lacustrine (e.g., lakes, reservoirs and large ponds) or Palustrine (e.g., marshes, bogs, swamps and small shallow ponds). Each system, with the exception of the Palustrine, is further divided into various subsystems.

Each of the freshwater systems is represented in Piscataway. The Riverine System (Raritan River) includes all wetlands and deepwater habitats contained within a channel, with two exceptions:

1) wetlands dominated by trees, shrubs, persistent emergents, emergent mosses or lichens; and

2) habitats with water containing ocean-derived salts in excess of 0.5 part per thousand.

The Lacustrine System (New Market Pond) includes wetlands and deepwater habitats with all of the following characteristics:

2-2 1) situated in a topographic depression or a dammed river channel;

2) lacking trees, shrubs, persistent emergents, emergent mosses or lichens with greater than 30 percent areal coverage; and

3) total area exceeds 20 acres.

Similar wetland and deepwater habitats totaling less than 20 acres are also included in the Lacustrine System if an active wave-formed or bedrock shoreline feature makes up all or part of the boundary, or if the water depth in the deepest part of the basin exceeds 6.6 feet at low water.

The Palustrine System (McEttis Brook) includes all nontidal wetlands and is dominated by trees, shrubs, persistent emergents, emergent mosses or lichens, and such wetlands that occur in tidal areas where salinity due to ocean-derived salts is below 0.5 part per thousand.

Wetlands are displayed on Drawing No. 2 using a classification system modified by the NJDEP from the USFWS Cowardin classification system. Each numbered area relates to a specific wetland type as described within the legend.

2-6 3.0 STREAM CORRIDOR VEGETATION

A stream corridor is defined as the stream channel and its associated land area. The associated land area often contains environmentally sensitive features such as wetlands or floodplains. These elements are not separate entities, but function as a single landscape form providing valuable functions.

The stream corridor provides the surrounding community with flood storage capacity, flood desynchroni/ation capability, sediment trapping and erosion control, noise abatement, air purification, air and water temperature modification, wildlife habitat heterogeneity, screening of unsightly views, groundwater discharge and water purification opportunities, and recreational resources including parkland and fisheries. Stream corridors and their associated floodplain forests are often important in maintaining genetic diversity within localized plant and animal populations by allowing contiguous areas for migration of individuals.

The key element of the stream corridor is the forest vegetation of its associated floodplain. This vegetation protects the many values of the stream by:

Shading the stream channel, thereby keeping the water cool. Because cool water contains more oxygen than an equal volume of warm water, a river with cool water will support healthier fish populations and have better waste-assimilative capacity than a stream with warmer water (other factors being equal);

Providing shelter, through overhanging vegetation, for aquatic wildlife;

Supplying a major source aquatic food, in the form of leaf fall and other important organic materials to organisms at the base of the stream ecosystem food chain. Loss of this food source would affect the entire food chain, ultimately reducing the diversity and abundance of fish;

Stabilizing the stream bank and replacing the need for riprap. Stable banks result in less erosion, thereby maintaining the integrity of the stream course and aquatic habitat;

Filtering pollutants from overland runoff, thereby reducing the amount of sediment and other pollutants entering a stream;

Supplying food, shelter and travel corridors for wildlife;

Enhancing the aesthetic appeal of, and recreational experiences provided by, the river corridors;

Providing valuable resources for education and research in natural sciences;

3-1 Serving as an important recreational resource (hunting, fishing, nature study, etc.) with resultant economic benefits; and

Contributing to the open-space character and overall beauty of the landscape.

The rivers and streams of the township of Piscataway, as shown on Drawing No. 3, are bordered by both forests and residential and commercial development. These areas mostly comprise mowed turf and landscaped areas. The forested stream corridors mainly comprise red maple (Acer rubrurri), pin oak (Quercus palustris), sweetgum (Styraciflua liquidambar), silver maple (Acer saccharinum), black willow (Salix nigrd), blackgum (Nyssa sylvaticd), box-elder (Acer negundd) and green ash (Fraxinus pennsylvanicd).

The rivers and streams of Piscataway consist of the Raritan River and Bound Brook and their associated tributaries. The vegetation of the Raritan River and its unnamed tributaries comprises mixed forest, scrub/shrub areas and mowed turf/landscaped areas. The forest areas comprise red maple, shellbark hickory (Garya laciniosd), green ash and pin oak. The scrub/shrub areas consist of elderberry (Sambucus canadensis), spicebush (Lindera benzoin) and sumacs (Rhus spp.)- The mowed turf and landscaped areas are predominantly within adjacent residential areas and Johnson Park.

McEttis Brook is a tributary to the Raritan River that is predominantly forested with mixed areas of scrub/shrub and landscaping. The forest vegetation consists of pin oak and sweetgum, with sumac and spicebush as dominant shrubs.

Ambrose Brook is a tributary of Bound Brook and the Raritan River that is predominantly mowed turf and landscaping, forests and scrub/shrub areas with areas that have been modified by drainage and clearing. The mowed turf and landscaped areas are located in residential neighborhoods, housing complexes and areas of Nelson Lake. The forest areas consist of pin oak, sweetgum, red maple and blackgum. The scrub/shrub areas consist of sumac, spicebush and elderberry.

Rehobeth Brook is a tributary of Ambrose Brook and the Raritan River. The stream corridor consists of mixed scrub/shrub and forested areas and residential neighborhoods. The forest and scrub/shrub areas consist of red maple, sweetgum, pin oak, shellbark hickory, sumac, spicebush and black willow.

Doty's Brook is a tributary of Ambrose Brook and the Raritan River. The stream corridor areas consist of predominantly scrub/shrub and modified areas and little forested areas. The scrub/shrub areas consisted of chokecherry (Prunus virginiana), spicebush and sumac. The modified areas consist of recent residential and commercial development with landscaping, mowed turf, ponds, and areas modified for agriculture. The forest areas consist of shellbark hickory, mockernut hickory, tulip tree, red maple, black locust, pin oak, black willow, elm, and silver maple.

3-2 Bound Brook is a tributary of and the Raritan River that becomes New Market Pond after being dammed. This area consists of areas modified for residential and commercial development, scrub/shrub and forested areas. The modified areas consist of landscaping and mowed turf. The forest areas consist of pin oak, red maple and sweetgum. The scrub/shrub areas comprise sumac, elderberry and forest species seedlings and saplings.

Tributaries of Bound Brook comprise mixed forested and scrub/shrub areas and residential development. The forested and scrub/shrub areas consist of pin oak, red maple, elderberry and sumac. The residential areas consist of realignment of the tributary underground and mowed turf and landscaping.

Forested areas are distinguished from residentially developed areas by a different hatching pattern on Drawing No. 3. These areas have been interpreted through aerial photography, New Jersey Freshwater Wetlands Quarter-Quad Maps and by field investigation.

3-3 4.0 WELL LOCATIONS AND AREAS OF GROUNDWATER CONCERN

Water is continually being exchanged between the oceans, the atmosphere and the continents. This circulation of the earth's water supply is known as the hydrologic cycle, or water cycle. The hydrologic cycle is driven by the interaction of the atmosphere with solar energy and supplies nearly all of our water resources. Of the water on the earth, only a small fraction of one percent is in the entire atmosphere, but the freshwater phase of the hydrologic cycle is dependent upon this small percentage.

In general, the amount of precipitation ultimately determines the amount of water available for human use. Some of the precipitation that falls on land evaporates where it falls, some is absorbed by plants that later transpire the water back to the atmosphere, some flows over land to streams, and some infiltrates the ground to become groundwater. The groundwater is discharged to streams which flow to the oceans, where the water evaporates back into the atmosphere. As precipitation infiltrates the ground to become groundwater, it moves and becomes stored in rock or sediment, the amount depending upon the rock's porosity and permeability. Areas of rock strata or sediment that allow groundwater to move freely are called aquifers.

Piscataway is underlain by the Bridgeton Formation (sand and gravel), which overlies the Passaic Formation (red siltstone and shale). Rocks of the Bridgeton Formation represent the latter portion of the Miocene period, which occurred between 5.3 and 23.7 million years before present (B.P.). The rocks of the Passaic Formation represent the Upper Triassic/Lower Jurassic periods, whose boundary was 208 million years B.P. The Passaic Formation is the oldest unit of the Brunswick Group (formerly the Brunswick Formation). The aquifer associated with this formation is known as the Passaic aquifer. Water in this formation occurs in joints and fractures, which become progressively tighter and decrease in number with increasing depth. Consequently, water yield decreases with depth. In the Passaic Formation, groundwater occurs under both unconfined and confined conditions. Unconfined groundwater occurs mainly in upland areas where overlying unconsolidated sediments are thin or absent. In lowland areas, the rocks are mantled by unconsolidated deposits that, in many places, contain silt and clay beds that confine the water in the underlying rocks. Whenever such confinement occurs, water beneath the impermeable layers is under artesian pressure. When the artesian head is above the land surface, a flowing well results.

Two aquifers potentially exist beneath areas of the township. An overburden or perched aquifer occurs above weathered bedrock in areas of surface water, and a bedrock aquifer is present at a depth of approximately 20 feet. Groundwater flow through this formation is accommodated by a complex network of interconnected fissures and pores.

A definitive list of well records was not readily available. However, a list of wells from the administrative offices of the township of Piscataway as well as from other sources identified over 170 residential and commercial wells in use in 1992 (Table 1 and Drawing 4). In addition, a well listing from the NJDEP identified four commercial or institutional wells in the township that yield

4-7 over 100,000 gallons per day (gpd). These wells are scattered throughout the township, with a large concentration of wells located north to south through the center of Piscataway. This estimate of wells may be an undercount, however, as available well information was limited. A 1991 NJDEP report on groundwater contamination in the Nova Ukraine section estimated that there were approximately 60 domestic wells in that area alone, each capable of yielding over 20,000 gpd. The report also indicated that many of these wells were abandoned following the discovery of contamination. The wells for which depth information was available ranged from 40 feet to 250 feet below grade.

A study ranking groundwater recharge capacity on a scale of good, variable and fair throughout Middlesex County rated Piscataway as having only variable and fair recharge ability. Areas of greater recharge capability were located in the northern and western areas of the township and along the Raritan River. A groundwater discharge area is located on the southwestern edge of the township.

Groundwater quality throughout the Piedmont province in New Jersey is generally satisfactory, with localized contamination problems. According to the NJDEP Bureau of Water Pollution Assessment, Piscataway reported a fairly high frequency of groundwater pollution, with between 0.51 and 2.00 groundwater pollution cases per mile. A number of abandoned wells, some closed due to contamination, were identified through examination of the township's abandoned well records, which date since 1990. These wells were generally located in an east-west arc through the center of the township; many were in the Nova Ukraine section of the township. Another residential well that was closed due to contamination was found on Evans Avenue.

The NJDEP's Comprehensive Site List (CSL) is an inventory of sites being handled by all of the various groups within the NJDEP's Site Remediation Program. Inclusion of a site on the CSL indicates the presence of environmental hazards or hazardous materials and/or substances; however, it does not necessarily confirm that the named site is the source of contamination that may be present. The CSL identified 11 areas of groundwater contamination in the township (Table 2). With the following exceptions, little information is available about these sites.

The Chemsol, Inc. Superfund site is the former location of a solvent recovery and waste reprocessing facility which ceased operations in the mid-1960s. Subsequent to the NJDEP action in the early 1980s, numerous volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), polychlorinated biphenyls (PCBs) and metals were found in samples taken from domestic and industrial wells surrounding the site. A perched groundwater zone occurs above bedrock at this site at a depth of five feet to 13 feet in the eastern portion of the site. This water flows to the northeast, and may discharge or recharge to on-site surface waterbodies, according to the NJDEP's investigations. The groundwater table occurs at a depth of approximately ten to 30 feet below grade. In this area, groundwater moves in a southeasterly direction. Another area of identified groundwater contamination is located not far from the Chemsol site on Franklin Avenue in the Nova Ukraine section of the township, a suburban residential neighborhood in eastern Piscataway near the South Plainfield border. 4-9 a 1991 NJDEP report that examined the extent of the contamination, the source has not yet been determined. Contamination was first discovered in a residential well there in 1990. Elevated levels of tetrachloroethylene (PCE), trichloroethylene (TCE), 1,1-dichloroethylene (1,1-DCE), toluene, and trichlororfluoromethane have been identified. Groundwater in this area is estimated to flow in a southerly and possibly also a westerly direction. The potential groundwater contamination's five-year estimated migration area is a triangular area approximately bounded by New Brunswick Avenue, Stelton Road and .
