Chapter 6 Innovative Business Models and Financing Mechanisms for Distributed Solar Photovoltaic (DSPV) Deployment in China17 Sufang Zhang Abstract Following my report ‘Analysis of Distributed Solar Photovoltaic (DSPV) Power Policy in China’, this report looks into innovative business models and financing mechanisms for distributed solar photovoltaic power in China by reviewing existing literature and conducting interactive research, including discussions with managers from China’s policy and commercial banks, and photovoltaic projects. It first provides a comprehensive review of literature on business models and financing mechanisms. Then, the paper looks into the rapidly evolving business models and financing mechanisms in the United States, one of the countries leading the deployment of DSPV. The emerging innovative business models and financing mechanisms for DSPV projects in China are next discussed. The report concludes that: (a) innovative business models and financing mechanisms are important drivers for the growth of DSPV power in the United States; (b) enabling policies are determinant components of innovative business models and financing mechanisms in the country; (c) innovative business models and financing mechanisms in the Chinese context have their advantages and disadvantages; and (d) support through government policies is imperative to address the challenges in the emerging innovative business models and financing mechanisms in China. -

AN ANALYSIS OF RETAIL ELECTRIC AND NATURAL GAS COMPETITION: RECENT DEVELOPMENTS AND POLICY IMPLICATIONS FOR LOW INCOME CUSTOMERS Barbara R. Alexander Consumer Affairs Consultant June 2013 Barbara R. Alexander opened her own consulting practice in March 1996. From 1986-1996 she was the Director, Consumer Assistance Division, at the Maine Public Utilities Commission. Her special area of expertise has been the exploration of and recommendations for consumer protection, universal service programs, service quality, and consumer education policies to accompany the move to electric, natural gas, and telephone competition. She has authored “A Blueprint for Consumer Protection Issues in Retail Electric Competition”(Office of Energy Efficiency and Renewable Energy, U.S. Department of Energy, October, 1998). In addition, she has published reports that address policies associated with the provision of basic or “default” electric and natural gas service, smart meter pricing and consumer protection policies, consumer protection policies and programs that impact low income customers, and, in cooperation with Cynthia Mitchell and Gil Court, an analysis of renewable energy mandates in selected states. Her clients include national consumer organizations, state public utility commissions, and state public advocates. The Economic Fallout of the Freeze on Ohio’s Clean Energy Sector By Gwynne Taraska and Alison Cassady March 10, 2015 Passed in 2008 with overwhelming bipartisan support, Ohio’s renewable energy and energy-efficiency standards proved unambiguously successful in spurring economic progress in the state. Among their benefits were increased in-state investment and energy development, new jobs for Ohioans, and decreased electricity bills. Despite broad public support for these standards, the Ohio legislature passed S.B. 310 in May 2014, which froze the state’s ramp-up schedules for renewable energy and energy effi- ciency.1 It subsequently passed H.B. 483, which dramatically increased the setback require- ments for wind turbines.2 Gov. John Kasich (R) signed both bills into law in June 2014. To understand whether S.B. 310 and H.B. 483 are beginning to chill investment in Ohio and erode the progress made by its clean energy sector, the Center for American Progress interviewed business leaders and experts in renewable energy and energy effi- ciency across the state. All spoke to the uncertainty created in the clean energy sector, and all reported negative impacts of the recent legislation. For example, some have had to stall hiring or lay off employees; some are shifting their operations to other states; some are experiencing a downturn in business or diffi- culty attracting new investment; and some have had to cancel projects After a series of campaigns across the country to that the new legislation made economically unviable. roll back state-level renewable energy standards over the past two years, many states are now fac- ing similar efforts in 2015. -

It's Smarter to Separate
1. Executive Summary As communities across the United States seek ways to protect their environment, conserve raw materials and lower the cost of waste disposal, innovations that keep waste out of landfills are increasingly attractive. Even in Texas, where low costs have created one of the largest landfilling economies in the world, the case for landfill diversion is a no-brainer: every 10,000 tons of municipal solid waste (MSW) that goes to the landfill creates 1 job, while recycling the same amount of waste creates 20-100 jobs. Reuse or remanufacture from 10,000 tons of waste creates on average over 180 jobs.1 Recycling, reuse, and remanufacture also generate Leaking Landfill revenue for governments and Major River Aquifer firms that collect the materials, 2012 Data "Joint Groundwater Monitoring and Contamination Report 2012" www.tceq.texas.gov while landfilling creates potential financial and environmental liability: in Texas in 2012, 66 of nearly 200 active landfills reported they leaked toxins underground.2 Landfills also account for 18% of U.S. methane emissions, a potent greenhouse gas.3 Public demands for action on climate justice, job creation and fiscal responsibility are often seen as competing interests— but waste reduction and recycling work on all accounts. However, not all landfill diversion methods result in equivalent jobs, conservation and cost efficiency. In recent years, a number of firms have proposed technologies such as refuse derived fuel (RDF), gasification and other incineration methods that environmentalists and recycling advocates find to be destructive— especially when paired with “mixed waste processing” or facilities that encourage residents to throw all trash and recycling into one bin for subsequent separation.
