To create the rubber aerogels, recycled rubber fibers from passenger car tires are first blended into finer fibers. The fine rubber fibers are soaked in water and a small amount of solvent. 2020 State Scrap Tire Legislation

Bills addressing scrap tires and/or tire recycling related proposals were introduced in a number of states early in 2020. Several of these measures have been acted on and were either passed or defeated, while the remainder have gone through one or two readings and remain in committee awaiting further action.

Most notably, three Maryland bills dealing with tire recycling and crumb rubber were introduced and had hearing in February and early March. All three drew strong opposition from the Tire Industry Association (TIA), the Synthetic Turf Council (STC), the Institute of Scrap Recycling Industries, Maryland tire recyclers and other tire related busi - nesses. All three measures were defeated or marginalized.

Due to Covid-19, twenty-three states have suspended their legislative session. Some are indefinite suspensions while others were mostly shuttered for March and April. On March 26, Arkansas Governor Asa Hutchins ordered a spe - cial session of the state legislature to begin and continue indefinitely. Background In early March, EmissionsAnalytics, a UK-based independent global testing and data specialist for scientific measurement of real world emissions, performed some initial tire wear testing.
