The new GOI strategy supports a decentralized response to the epidemic to deliver expanded prevention, treatment and care services, with the goal of integrating HIV/AIDS services within the National Rural Health Mission by 2012. NACP-III has four strategic objectives, focusing on prevention for high-risk groups and the general population; scaling up care, support and treatment for People Living with HIV/AIDS, strengthening systems, and improving strategic information. In FY 2009, USG/India expects to develop a new five-year HIV/AIDS strategy to replace the strategy developed in 2005 for FY 2006-2010. The latter document was written under NACP-II, at a time when the GOI had fewer funds invested in HIV/AIDS programs, and donors funded a significant amount of direct interventions. Since then, the development of NACP-III, the rapid national scale-up of public sector HIV/AIDS services, and the increased investment by the GOI in HIV/AIDS have changed needs for donor support.

    DISTINGUISHED PERSONALITIES & ORGANISATIONS WHO/WHICH INSTITUTED VARIOUS ENDOWED AWARDS, ORATIONS, LECTURES AND SYMPOSIA OF ASU PROFESSOR HATTANGADI SHASHIDHAR BHAT Professor Hattangadi Shashidhar Bhat, HSB as he is fondly known, was born into a simple family in Udupi on 21 January 1921. After his early school education in Mangalore, he went on to complete his undergraduate medical studies from Stanley Medical College, Chennai in 1946. He was the best student in his batch and showed a keen interest in surgery in his early days. He joined CMC, Vellore in 1945 and worked in various departments and later completed his Masters in General Surgery in 1953. HSB was a man who believed that to become a successful consultant, one needs God’s Grace, an accurate understanding of the fundamentals and basic principles of surgical techniques, intense desire to do unto the patient what you would like done unto yourself and expectation of nothing in return for your services. There were four mentors in the surgical school of HSB. Dr.Somerwell, known for his surgical skills, Prof.Raghavachari, known for his surgery classes, Prof. John Spencer Carman, who motivated HSB to start the Urology Unit and Prof. Roger Barnes from California, who baptisized HSB in the art of TURP. An academician of outstanding repute, HSB has won nine gold medals and is the winner of the prestigious Dr.B.C.Roy award. As Chairman of the special committee of Indian Council of Medical Research and as a member of the academic committees of several universities, Professor Bhat has devised and updated courses for students in Urology.
