Our valued stakeholders, I have a great honour to release the 7th Tanzania Education Authority Annual Report covering the period from July 2008 to 30th June 2009.

The Financial Year 2008/09 marks the 4th year of implementing the Tanzania Education Authority’s Medium Term Strategic Plan. Under normal organizational life spans, the first five years of implementing the very first strategic plan, are times of learning hence critical for determination of growth and survival. Achievements of the planned objectives for the year under review mark an important milestone to the Authority.

Since its establishment in 2003, the Authority endeavoured to be the leading Agency in supporting schools, colleges and other education institutions by providing grants and soft loans from the Education Fund for improvement of quality, equity and access in education at all levels. Grants provided enable Education Institutions acquire teaching and learning facilities including reference and text books, laboratory equipment and others while loans support construction of classrooms, lecture theatres and hostels that create conducive learning environments.

It has also been our vision to become a pioneer in mobilizing reliable and sustainable resources for the Education Fund. The sources of funds for the Education Fund include; Government Subvention, Investments, Voluntary contributions (Donations) which can be made in cash and/or in kind, Endowment and direct support through marketing of projects.

During the year under review, Government budgetary allocation as a source of revenue to the Education Fund amounted to TZS 5,708,779,269.00 against the previous year’s allocation of TZS 4,839,359,748. I wish to extend my sincere gratitude to the Government led by His Excellence Jakaya Mrisho Kikwete, for its continued commitment in supporting the Authority.

Other sources for the Education Fund were; short-term deposits, philanthropy (voluntary contributions), fees from affiliated District Council’s Education Funds and sale of tender documents contributed TZS. 1,352,908,198. This amount is 19.2% of the total Annual Revenue which is TZS 7.1 billion. Philanthropy (Voluntary contributions) being one of the means for mobilization of funds to the Education Fund, has been uniquely positioned to facilitate mobilization efforts. In our efforts to ensure increased philanthropic support, we have committed ourselves to enhance sensitization and public education efforts.

Similarly the Authority supported 114 projects worth TZS 3.5 billion against the previous year’s 204 projects worth TZS 3.8 billion. Requirement for projects financing during the year amounted to TZS 28 billion. Proportionally only 13 % of the eligible projects was supported making a gap of TZS 26.9 billion in project financing. It is evident that the Fund requires sufficient, reliable and sustainable funding to meet the demand.

Tanzania Education Authority | Annual Report 2008/09 |  Report of the Auditors The controller and Auditor General is the statutory Auditor of TEA by virtue of article 143 of the constitution of the United Republic of Tanzania and as amplified in section 30 (i) C of the Public Finance ACT No. 6, of 2001. In the opinion of the National Audit Office TEA complied with International Financial Reporting Standards (IFRS), Tanzania Financial Accounting Standards and other legal requirements in its financial reporting and safeguarding the authority’s assets. It is worth reporting that the Authority once again obtained a clean Audit Report.

Exchanging Best Practices Tanzania Education Authority in August 2008 called for a joint meeting with two similar Education Funds in Africa: Education Trust Fund (ETF) Nigeria and Ghana Education Trust Fund (GETFUND) with the aim of exchanging best practices in managing Education Funds. The two Funds ETF and GETFUND have highly achieved in management of Education Funds in their countries. The meeting held in Dodoma was officially graced by the Prime Minister of the United Republic of Tanzania Honourable Mizengo K. Pinda.

Also in attendance were the Chief Executive of Ghana Education Trust Fund (GETFUND) Mr. Fosouaba Banahene (Former CEO), Permanent Secretary of the Ministry of Education Ghana and Prof. Mahmud Yakubu, Executive Chairman of Education Trust Fund Nigeria (ETF).

Maghembe (MP) URT and Hon. Haroun A. Suleiman (MP) ZNZ. Others were Deputy speaker of the National Assembly, Members of Parliament, representatives from Diplomatic Missions, Ministries, Education Institutions and other Stakeholders. I thank them for accepting our invitation, participating and for their contributions during the meeting which was a valuable learning experience for TEA.

Appreciation Looking back to the past six years of TEA’s existence, I would like to convey our gratefulness and appreciation for the great job done by the previous Boards. Special thanks to the outgoing Chairperson, Mr. Patrick Rutabanzibwa and all other Members of the Board. It is due to their guidance and stewardship that we took over TEA a strong institution as it is.

The current Board was appointed effective from July 2008 and will serve for three consecutive years. This is the third Board to lead TEA. In this regard, I would like to convey my sincere gratitude to the President of the United Republic of Tanzania for the confidence he had to honour me the privilege of being the Chairperson of the Board. Also on behalf of the Members of the Board , I wish to convey sincere gratitude to the Minster of Education and Vocational Training for the appointment of the Board.

Tanzania Education Authority | Annual Report 2008/09 |  Soon after our appointment the former Director General of the Authority, Mrs. Mercy E Sila assumed a new role as District Commissioner for Arumeru, Arusha following her appointment by the President of the United Republic of Tanzania. On behalf of the Board Members I would like to my express gratitude to her for the strategic leadership of the Authority during the critical years of infancy.

The Board then appointed Mrs. Rosemary A. Lulabuka as the Acting Director General effective 2nd April 2008. By virtue of this appointment she became Secretary to the Board as stipulated in the Education Fund Act No. 8 of 2001.

To Management and Staff, I would like to take this opportunity to thank them all for their concerted efforts in ensuring that the objectives of the Authority are realized.

As we head to year 2009/10, it is my expectation that more efforts will be directed towards surpassing the planned objectives and bring more impact of the Education to the society.

Tanzania Education Authority as a Public Institution is managed and its policies/operations are directed and controlled in conformity to Good Governance principles. The Authority is governed by a Board comprising of seven members as follows:-

Board Committees There are four Board Committees namely Audit Committee, Revenue Committee, Award Committee and Executive Committee. Board Members are also members of the committees and co- opted Members who are not Members of the Board.

The Statement of Board Responsibilities This statement is issued in pursuant to Section 16 of the Education Fund Act No. 8 of 2001, which requires Members of the Board of the Authority to prepare financial statements for each financial year.

Accounting Policies The Board Members confirm that suitable accounting policy has been used and applied consistently. Reasonable and prudent judgment and estimates have been made in the preparation of the financial statements for the year ended 30th June, 2009.

Tanzania Education Authority | Annual Report 2008/09 |  Adherence to International Financial Reporting Standards (IFRS’s) & the Legal Requirements The Board confirms that the International Financial Reporting Standards and Tanzania Financial Accounting Standards, Public Finance Act No. 6 of 2001 as amended and the Public Procurement Act No. 21 of 2004 have been adhered to and that the Financial Statements have been prepared on the basis of the above requirements.

The Board is responsible for keeping proper accounting records which disclose with reasonable degree of accuracy at any time, the financial position of the Authority and which enable them to ensure that the Financial Statements comply with the provisions of the Education Fund Act No. 8 of 2001. They are also responsible for safeguarding the assets of the Authority and putting in place necessary controls to facilitate prevention and detection of theft and fraud, errors and other irregularities.

I feel honoured to report back to you our valued stakeholders the performance of the Authority during the year 2008/09. As reported by the Chairperson our performance during the year marked an important milestone to the Authority’s operations.

During the year under review 114 projects were funded worth TZS 3.4 billion. The projects funded by TEA include; provision of laboratory equipment, text books, ICT facilities, curriculum development, special pre- entry programmes and construction of school infrastructures such as classrooms and dormitories.

On its continued efforts to mobilize resources, A special fundraising campaign aimed at mobilizing resources for purchase of teaching and learning facilities for students with disabilities was launched on the 23rd of May 2009 by the First Lady Honourable Salma Kikwete. The target was to raise TZS 880 million, an amount which will be used to purchase most needed teaching and learning facilities for 8,987 students with disabilities in 280 schools.

At the end of the Financial Year 2008/09 TZS 266 million was collected. This again is an important milestone to the Authority in managing the Education Fund sustainably.

As a result of the learning experience from the meeting with GETFUND and ETF held in Dodoma and the need for reliable sources for the Education Fund, TEA conducted a study on enhancement of resources for the Education Fund to enable the Government review the Education Fund Act No. 8 of 2001. The study results facilitated preparation of a proposal to the Government on new sources of funds for the Education Fund.

Tanzania Education Authority 10 | Annual Report 2008/09 | Affiliation During the year under review six new district Education Funds affiliated to TEA making the total number of affiliated Funds 25. The districts are Songea Urban, Songea Rural, Mbinga, Namtumbo, Tunduru and Rufiji. The affiliation enables contributors to the District Education Funds in the area benefit from the Tax Incentive enshrined in the Education Fund Act No 8 of 2001. As a further incentive of affiliation, TEA provides expertise in organizing and conducting educational fundraising events.

During the Financial Year 2008/09 TEA facilitated and supported 3 district Authority’s (Kisarawe, Rufiji and Karagwe) and 2 Regional Authorities in organizing and conducting fundraising events in the efforts of promoting the concept of affiliation.

We also worked very well with all our stakeholders. In most occasions they were involved in formulation of operational plans and other activities. Among others we worked closely with the Media, Zonal Education Inspectors, education institutions and corporate companies just to mention a few.

Operationally the year 2008/09 in brief was successful. However, many challenges were encountered. Among those include the global economic crunch that affected most of our contributors including the corporate bodies who are our major contributors and supporters of different educational projects in the country. Further to that, the regular change in District Authorities Leadership has impaired the effective management of established Education Funds and the vigourness of mobilization of resources at grass-

With great respect on behalf of the management and staff, I wish to register my sincere appreciation to the Government for its continued support to the Tanzania Education Authority. Such support tremendously improved the teaching and learning environments within training institutions and schools. Special thanks to all the contributors to the Education Fund, who contributed both in cash and in kind.

The successes achieved hitherto would not have been a reality if not for the strong and effective leadership and guidance from the Chairperson and Board Members. On behalf of the Management I wish to express my sincere gratitude for their commitment and guidance extended throughout the year.

Lastly, I am especially indebted to the Management and Staff for the dedication and commitment shown through out the year. Looking ahead to the year 2009/10, I am optimistic that, TEA will remain on course and perform its role effective and efficiently in making the Education Fund sustainable. Mobilizing resources for the Education Fund

Fundraising events Fundraising events are conducted as a mobilization strategy to involve a wider spectrum of stakeholders in contributing voluntarily to the Education Fund. During the Financial Year 2008/09 we launched and conducted a fundraising event focused in supporting students’ with disabilities to acquire assistive learning devices.

A total of TZS 266 million in cash and in kind was collected at the end of the Financial Year and the campaign was continuing. Proceeds of the fundraising will purchase teaching and learning equipment for 8,987 students in 280 special schools.

Similarly, TEA collaborated and facilitated Manyara and Ruvuma Regional Authorities in conducting fundraising events and over TZS 2 Billion were raised to enable improve school infrastructure in the regions. Also TEA participated in organizing and supporting fundraising for Mwanakwerekwe District Education Fund - and Kowak Girls Secondary School – Musoma.

Mobilization of Corporate Partnership in financing educational Projects The Authority approached more than 50 companies for partnerships in financing different educational projects. During the Financial Year 2008/09 corporate partners; Vodacom foundation, TOGO, SONGAS, KCB, Resolute Tanzania Ltd and BarrIck Gold Mine supported educational projects through TEA worth TZS 207.9 million. They also donated TZS 25 million to the Education Fund.

Tanzania Education Authority | Annual Report 2008/09 | 15 Marketing Educational Projects Advocating for philanthropy giving is long and complex it needs incremental behavioral change within a period of time. TEA has realized this complexity and resolved to develop Project proposals and market to potential donors.

During the Financial Year 2008/09, 50 project proposals were prepared and submitted to corporate bodies, foundations, mining companies and commercial Banks for funding requests. Some of the contacted institutions such as UNIDO, Sight Savers International, Tanzania Cigarette Company and National Bank of Commerce have responded positively and have shown interest to support projects in their areas of operation.

Investments TEA prudently performed its investment function as guided by its Investment Policy and Manual. Financial market analysis and investment decisions were undertaken during the year under review and facilitated the Authority’s participation in Initial Public Offerings (IPO) of NMB and CRDB Banks. Authority purchased 434,300 shares NMB and 166,660 shares from CRDB Bank respectively. It is also worth noting that the Authority realized a total of TZS. 861,405,525 as income from Fixed deposits, dividend yield, loans and endowment.

Introduction of User Fees During the Financial Year 2008/09, user fees were introduced for all applications for support from the Education Fund. The fees range from TZS 25,000.00 to TZS 150,000.00

Tanzania Education Authority 16 | Annual Report 2008/09 | depending on the amount applied from the Fund and is intended to cover administrative costs in application processing. At the end of the Financial Year a total of TZS 9.0 million was realized from 369 applications.

Working With District Education Funds

Affiliation with Councils’ Education Fund In order to improve a working relationship with relevant authorities in solving educational problems at district level, TEA conducted a study on how best to affiliate with districts and support education projects. The study was conducted in 18 districts in Tanzania Mainland and these include Rufiji, Mkuranga, Kibaha, Kisarawe, Mufindi, Njombe, Ludewa, Makete, Songea Rural, Songea Urban, Kondoa, Korogwe, Arumeru, Mbulu, Babati, Kiteto, Simanjiro, and Karagwe. As a result of the study highlighted the need to review operationalization of the affiliation processes to strengthen collaboration for maximum impact.

Support From The Education Fund

Application for support During the Financial Year 2008/2009, TEA received 369 applications for support from education institutions and schools worth TZS. 28,771,998,061 and USD 1,184,783. Figure one indicates distribution of applications received from different levels of Education.

Tanzania Education Authority | Annual Report 2008/09 | 17 Fund Assisted Educational Projects (FAEP’s) During the same year the Authority made allocation worth TZS. 3,385,440,000 to 114 projects at different levels of education in form of loans and grants. Loans provided amounted to Tshs 2,071,000,000.00 which is equivalent to 61% ,while grant amounted to TZS 1,314,440,000.00 equivalent to 39%. Summary of application and allocation is given in table 1.

In line with TEA mandate, support to educational institutions was directed towards the achievement of 3 main objectives of improving access, quality and equity in education at all levels. A brief account of the achievements made per objective and education level is given in table 2:

Texts books are a prerequisite to provision of quality Education Also a total of Tshs 41, 000,000/= was allocated to one special school for acquisition learning and teaching of equipments for students with disabilities.

Access TZS 210,000,000 was allocated to 3 secondary schools for construction of 13 classrooms in total. The classrooms will accommodate 530 students. Equity 6 secondary school were given loans worth TZS 425,000,000 in total for construction of dormitories that will accommodate 450 girl students. Teachers’ Equity Patandi Teachers College was granted TZS Education (Special 50,000,000.00 to support acquisition of training Education) equipments for Teachers.

Tanzania Education Authority 20 | Annual Report 2008/09 | Technical Quality Six technical colleges were granted TZS 180,000,000 College to support procurement of computers and various text books. A total of 1,800 students in the colleges have benefited from this support. Equity Karume Technical College Zanzibar was granted TZS 11,000,000 to facilitate pre entry- course for female (Gender) students. 50 students benefited from the support. The programme enables participants of the course to pursue science based subjects in various technical colleges. Access Three projects (Open University of Tanzania, Muslim Education University and Sebastian Kolowa University.) worth Tshs.1,160,000,000 for construction and rehabilitation of lecture theaters and a library were supported. The projects aim at creating access to about 1,500 students in the Universities.

Lecture Theatre at Muhimbili University College of Health and Allied Sciences partly funded by TEA, FY 2007/08. Quality 5 Universities were granted a total of TZS 242,520,000 to support acquisition of computers, text books and lab- oratory equipment to enable 623 students to benefit. Equity Four Universities received support worth TZS. 92,920,000 in total for conducting pre-entry (Gender) programmes for science based degrees which enabled 280 female students to benefit.

Rotary ICT Project for secondary schools In February, 2009, TEA in collaboration with Rotary Club of Bahari and British Council signed Memorandum of Understanding to implement Rotary ICT Project that aims at donating computers to secondary schools in Tanzania. During the year, 230 Computers were donated to 23 Schools, each School received 10 computers.

Project Monitoring and Evaluation TEA was established with the main objective of providing support to academic institutions in order to increase equitable access to quality education. TEA has made great strides in contributing to the achievement of this objective. Despite achievement in delivering results in often challenging situations and despite progress made, we need to continually check that our contribution to achievement of objective remains relevant and that our quality and impact is optimal. This has best been done by Monitoring and Evaluation exercises. In the year under review, TEA has continued to monitor and evaluate performance of supported educational projects.

A total of 84 projects were evaluated in 51 secondary schools located in Rufiji, Mkuranga, Kibaha, Kisarawe, Mufindi, Njombe, Ludewa, Makete, Songea Rural, Songea Urban, Kondoa, Korogwe, Arumeru, Mbulu, Babati, Kiteto, Simanjiro, and Karagwe.

Working towards positive image of TEA Information and communication in any organization forms an integral part of the firm’s life. TEA has been using the Media, Publication, website and other mass media means to enhance the image of the Authority and promote Transparency.

During the year under view TEA participated in three different exhibitions, the Dar International Trade Fair, (DITF), East and Central Africa Public Service Week and Higher Education exhibitions. The exhibitions were used as means to facilitate public Education and creating awareness on the importance of contributing to the Education Fund .

March 2009, the Authority conducted stakeholders meeting in Zanzibar to create awareness on the importance of establishing Education Funds and the need to contribute for education development.

To enhance continuous organizational performance improvement in various professional skills, training programmes within and outside the country were planned and conducted. During the Financial Year 8 staff attended training.

Staff Welfare In the year 2008/2009 TEA continued to provide welfare services to its staff and their dependents. HIV/AIDS sensitization seminar was organized for staff during the year. Moreover a farewell party for the outgoing the Board and Director General was organized and held on the sixth of May 2009.

TEA continues to carry out internal audits on operations of the Authority and projects supported for purposes of Internal Control. During the Financial Year 2008/2009 Internal Audit was conducted in sixty five (65) secondary schools and four (4) higher learning Institutions in Dar es Salaam, Kilimanjaro, Arusha, Manyara, Rukwa, Pwani, Tanga, Morogoro, Dodoma, Kagera, Mara, Lindi and Mtwara to obtain evidence of the educational.

Further, an Internal Audit Manual was developed which outlines the scope of the TEA’s Internal Audit function, documenting performance standards and providing cohesive guidelines and procedures.

REPORT OF THE CONTROLLER AND AUDITOR GENERAL ON THE FINANCIAL STATEMENTS OF THE TANZANIA EDUCATIION AUTHORITY FOR THE YEAR ENDED 30TH JUNE 2009

I have audited the accompanying financial statements of the Tanzania Education Authority which comprise the Statement of Financial Position as at 30th June, 2009, Statement of Comprehensive Income, Cash Flow Statement of Changes in Equity for the year ended, and a summary of significant accounting policies and other explanatory notes set out from pages 7 to 28 of this report.

Directors’ Responsibility for the financial statements The Board of Directors of the Authority is responsible for the preparation and fair presentation of these financial statements in accordance with international Financial Reporting Standards. This responsibility includes designing, implementing and maintaining internal control relevant to the preparation and fair presentation of fair presentation of financial statements that are free from material misstatement, whether due to fraud or error, selecting and applying appropriate accounting policies and making accounting estimates that are reasonable in the circumstances.

Responsibilities of the Controller and Auditor General My responsibility as an auditor, is to express an independent opinion on the financial statement based on the audit. According to Sect. 9 of the Public Audit Act No. 11 of 2008, my specific responsibilities are to examine, enquire into, audit and report on the financial statements of the Tanzania Education Authority.

In addition, Sect. 10 (2) of the PAA of 2008 requires me to satisfy myself that the financial statements have been kept in accordance with generally accepted accounting principles; reasonable precautions have been taken to safeguard the collection of revenue, the receipt, custody, disposal, issue and proper use of public property, and that the law, directions and instructions applicable thereto have been duly observed, expenditures of public monies have been properly authorized; and to satisfy myself whether the funds generated by the Tanzania Education Authority were used exclusively and judiciously to meet eligible expenditure with due regard to economy and efficiency.

Furthermore, Sect. 44(2) of the Public Procurement Act No. 21 of 2004 and Reg. No. 31 of the Public Procurement (goods, works, non-consultant services and disposal of public assets by Tender) Regulations issued under G.N 97 of 2005 requires me to state in my

Basis of opinion The audit was conducted in accordance with International Standards on Auditing (ISA), INTOSAI standards and such other audit procedures I considered necessary in the circumstances. These standards require that I plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. It also, includes assessing the significant estimates and judgments made in the preparation of the financial statements, assessing whether the internal control system and the accounting policies are appropriate to the circumstances of the Tanzania Education Authority and that they have been consistently applied and adequately disclosed. It also involves evaluating the overall financial statements presentation, and assessing the extent of compliance with the statutory requirements. I believe the audit provides a reasonable basis for my opinion.

The financial statement have been prepared and presented bases on the accrual basis of accounting. Under the accrual basis, revenue is recognized when earned and expenses are recognized when incurred.

Unqualified opinion In my opinion, the financial statements present fairly, in all material respects, the financial position of the Tanzania Education Authority as at 30th June 2009, its surplus, cash flow and changes in equity for the year then ended in accordance with International Financial Reporting Standards and comply with the Education Fund Act No. 8 of 2001.

Report on Compliance with Procurement Legislation In view of my responsibility on the procurement legislation, and taking into consideration the procurement transactions and processes I reviewed as part of this audit, I state that the Tanzania Education Authority has generally complied with the Public Procurement Act, 2004 and its related Regulations of 2005.

NOTE 1: ACCOUNTING POLICIES

1.1 Continuing Application of TFAS Issued by NBAA

1.2 Basis of Preparation

The Financial Statements have been prepared under the historical cost convention in Tanzania Shillings with modifications where considered necessary to incorporate revaluation adjustments on property, plant and equipment. The Financial Statements have been prepared in accordance with International Financial Reporting Standards.

The accounting policies have been consistently applied in these financial statements.

1.2.1 The Tanzania Education Authority adopted the following Fundamental Accounting Concepts:- • Going Concern Concept • Accrual Basis of Accounting • Matching Principle of Accounting

1.3 Summary of Significant Accounting Policies for the year ended 30th June, 2009

1.3.1 Property, Plant and Equipment Property, Plants and Equipment are initially recorded at cost and later modified whenever revaluation is undertaken in order to incorporate the revaluation adjustments in the accounts. Cost comprises of expenditure that is directly attributable to the acquisition (purchase or construction) of the item. Subsequent costs are included in the asset’s carrying amount, only when it is probable that the future economic benefits associated with the use of the asset will flow to the Authority and the cost of an item can be measured reliably.

1.3.2 Depreciation of Assets Depreciation of an asset begins when it is available for use and its use ceases at the earlier of the date when the asset is classified as held for sale in accordance to IFRS 5 and the date that the asset is derecognized.

Depreciation expense on Property, Plant and Equipment and amortization of intangible assets have all been charged on a straight-line method using approved depreciation rates is shown hereunder.

1.3.3 Impairments of Assets An impairment loss is recognized for the amount by which the Asset’s carrying amount exceeds its recoverable value. The recoverable value is the higher of the asset’s fair value less costs to sell and the value in use.

Provision for impairment for the year amounting to TZS. 64,260,000 relate to specific loans receivable under Note 4, which were considered to be doubtful of recovery, hence fully provided for in the accounts.

1.3.4 Investments Tanzania Education Authority classified its investments in the following categories: Loans and Receivables, and Held to Maturity Investments. The classification depends on the purpose for which the investments were acquired.

Loans and Receivables Loans and Receivables are non derivative financial assets with fixed or determinable payments and are not quoted in the active market and with no intention of being traded in the financial markets. They are included in current assets, category except for those of maturities greater than twelve months after balance sheet date. These are classified as non current assets. Loans and Receivables are included in non current assets category in the 2008/2009 Balance Sheet.

Held to Maturity Investments (Investment in Fixed Deposits) Held to maturity investment are non derivative financial assets with fixed or determinable payments and fixed maturities that Tanzania Education Authority Management has the ability and positive intention to hold to maturity. Investment made matures within 12 months and have been classified under current assets.

1.3.5 Non Current Assets (Intangible Assets) Acquired computer software (telephone) and web development costs are capitalized on the basis of the costs incurred to acquire and bring to use the specific assets.

Amortization expense for intangible assets has been computed at a rate of 331/3% for IT Software.

1.3.6 Cash and Cash Equivalents Cash comprise of cash on hand and demand deposits with banks. Cash equivalents comprise of investments in money market instruments (fixed deposits) with maturity periods of the year or less.

1.3.7 Revenue

Government Subvention According to IAS 20, subvention from the Government is accounted for on income approach basis which the total amount received during the year has accordingly been credited in the Income Statement where the related expenditure has correspondingly been charged.

Interest Income Interest earned on short term deposits is accounted for on accrual basis.

1.3.8 Loans and Receivables Loans and Receivables are classified under current assets, except for those of maturities greater than 12 months that mature after the balance sheet date. The later are classified as non-current assets. Loans Receivable and other receivables are disclosed in the balance sheet under Note 4 and six respectively.

• The Accumulated Fund balance of TZS. 11,963,323,696 for the year 2008/09 comprise of two components, namely the excess of revenue over expenditure amounting to TZS. 2,154,821,727 and the Capital Revolving Fund portion amounting to TZS. 9,808,501,969 which is mainly represented by Loans Receivable, which were provided to Educational Institutions receiving educational support from TEA since 11th September, 2003.

Further, pursuant to the TEA’s Board Meeting held on 24.07.2006, an Endowment Fund Investment of TZS. 500 million was established from the Authority’s Accumulated Fund resources. The purpose of the Investment is to:-

(i) Facilitate capital preservation, growth and appreciation (ii) Maintain optimal liquidity levels to meet current obligations and opportunity cost of capital (iii) Provide facilities for sustainable funding of educational projects. The Investment income and the principal amount are being invested in short-term interest earning fixed deposits and had generated interest earnings amounting to TZS. 84,564,117 in 2008/09 and TZS. 87,336,856 in the previous financial year.

• Revaluation of Property, Plant and Equipment held by TEA as of 30th June, 2009 were revalued by M/s Trace Associates Ltd. who are independent professional valuers

The valuers as directed by TEA have indicated in their valuation report the current Replacement Cost and the Depreciated replacement cost values as of 30th June, 2009, which is the effective date of valuation of the Authority’s assets. The assets have been presented in the Authority’s balance sheet as of 30th June, 2009 as per note 2 at their respective Depreciated Replacement Cost values.

The revaluation of the Authority’s fixed assets resulted into a Revaluation Surplus/Reserve amounting to TZS. 234,258,809 as summarized below:-

NOTE 16: INCOME TAX

The Authority is exempted from paying all taxes except for VAT by virtue of section 19 of the Education Fund Act No. 8 of 2001 as amended.

The Authority has a joint contingent liability amounting to TZS.. 109,792,000/= as at 30th June 2009 for proposed joint office project with Tanzania Commission for Universities.

There were no outstanding capital commitments as of balance sheet date relating to Own (Authority’s) Capital Assets Expenditure Commitments for 2008/09.

NOTE 19: RISK MANAGEMENT

The Authority is currently planning to introduce an entity wide risk management framework, which will inter alia facilitate risk based planning, and management of its business operations in conformance to the requirements of International Financial Reporting Standards.

NOTE 20: RELATED PARTY TRANSACTIONS

The Board Members confirm that all business transactions were conducted at arms length during the financial year 2008/09 in conformance to the laws Governing business operations and the approved financial reporting standards.

• As of the Balance Sheet date, there were no related party transactions relating to the Board of Directors to be reported in accordance to the requirement of International Financial Reporting Standards. Notably, Tanzania Education Authority doesn’t have a practice or policy of paying Directors’ fees or other related remuneration to Board members, which would have qualified for disclosure in these accounts as related party transactions.

• As regards disclosure of related party transactions relating to key management staff, total remuneration given to key management staff who comprise of Director General and Directors during 2008/09 amounted to TZS. 269,978,164.
