Updated ViacomCBS COVID Protocols - April 27, 2021 -

Introduction

This document provides directional guidance and an overview of changes to ViacomCBS protocols for Productions based on updated CDC Guidance, as of April 15, 2021 and County of Los Angeles Dept of Health Protocol for Music, Television and Production: Appendix J, as of April 24, 2021.

Supplementary documents appearing on the internal and external ViacomCBS COVID Resource Sites are being updated to reflect the guidance below.

No changes to Any Rules Arising Out of or Related to Labor Agreements

Nothing in this document or any forthcoming documentation related to the changes herein is intended to alter any Labor agreement (including but not limited to the Return to Work Protocols, which has been extended without changes through June 30, 2021.) To the extent there is any conflict in this or any forthcoming documentation related to these rule changes, applicable collective bargaining agreements control.

Approach

In most instances ViacomCBS policy will reflect (a) CDC Guidelines; (b) existing Labor agreements and (c) the rules, regulations, and guidelines applicable in the relevant jurisdiction.

Close Contact Quarantine

“Close contacts” are defined by the jurisdiction(s) in which the production or project operates.

Please note that all contact tracing should now go through the COVID Desk as directed by Covid Compliance Supervisors and other health and safety staff, except for international and third-party productions (see far below). Please see an example of the COVID Positive Case process on page 4.

Individuals are deemed to be close contacts through the contact tracing process.

Consistent with CDC guidance, the quarantine period for a close contact is now reduced from 14 to 10 days. Where legally allowable1, we will also adopt the CDC’s option to reduce quarantine to 7 days if the individual receives a negative test result based on a sample taken day 5 or later following the initiation of quarantine. In both instances, this process and guidance should be managed by the COVID Desk.

Fully vaccinated individuals with no symptoms are not required to quarantine if they are identified as a close contact.

Verification of vaccination status will be determined by the COVID Desk and not the production. Please do not attempt to track or validate vaccinations outside of the COVID Desk.

In the U.S., individuals are considered “fully vaccinated” for COVID-19 2 weeks after they have received the second dose in a 2-dose series (Pfizer-BioNTech or Moderna), or 2 weeks after they have received a single-dose vaccine (Johnson & Johnson [J&J]/Janssen). Outside of the U.S., please refer to local government and public health definitions around the determination of full vaccination and the completion of the full dosing schedule for the vaccination and of any post-vaccination waiting period. The COVID Desk’s vaccination validation expires 6 (six) months after full vaccination (which be The verification of an individual as “fully vaccinated” expires 6 months after the individual has been fully vaccinated as defined by the U.S. or the end of any post-vaccination waiting period.

Travel

A revised travel policy is forthcoming pending Task Force and medical review.

Individuals traveling on behalf of the Company

The original ViacomCBS travel testing rules remain in effect (see Travel During COVID 19 Policy as of November 11, 2020) with the below modifications.

• Pre-travel testing will continue without regard to vaccination status. • Fully vaccinated individuals will not be required to quarantine between tests. • Individuals traveling on behalf of the Company must follow any and all rules, guidelines and/or regulations required by the jurisdiction. Travel as part of a Production Every production remains subject to governance by its original, Company-vetted safety plan which may be more restrictive than applicable law, including the provisions in those plans that relate to travel and quarantine. Any revision to the safety plan needs Task Force approval. If the production has a Company-approved safety plan that is more restrictive than jurisdictional rules, the Company-approved safety plan controls. Testing, Masking, and Social Distancing Requirements There is no change to testing, masking, or social distancing requirements because (a) viral transmission remains possible notwithstanding full vaccination; (b) to date, there is no approved vaccine for individuals under 16 years of age; and (c) transmission to, from and among children is possible. Confirmation of Vaccination The Company will be managing confirmation/validation of vaccination through a newly developed Veoci form, accessible here. This process will be the exclusive mechanism for confirming this information. Live Audience verification of vaccination process remains to be determined and will be added to an immediately forthcoming version of this document. Once outlined, this process will need to be included when submitting a long form/short form for that event.

Do not solicit vaccination cards, gather vaccine or other medical information, or create lists of vaccinated individuals.

Audience The Company is shifting from its blanket prohibition on audience as follows: The production must work within jurisdictional allowances where the event is taking place. For example, the current version of LA County Appendix J, Z or Z-1 must be followed. A written and detailed safety plan (long or short form, or other approved approach) for audience must be approved by the Task Force. Start the plan based on what is legally allowed in the jurisdiction. ViacomCBS reserves the right to reduce the audience size notwithstanding its legal permissibility. Factors to consider in building a plan include local COVID positivity rate, union considerations, venue limitations, construction detail, etc. Music Events There is no “blanket” approval for music events. Music events will be subject to what is legally allowable in the jurisdiction, and ViacomCBS requires a thoughtful and detailed plan. The domestic and international approval processes remain the same for all events (through the Task Force). For events involving music talent, the approval should in addition be approved by the Events Task Force (Bruce Gilmer). Note that many jurisdictions have multiple versions of rules and guidelines – the production team is obligated to check with GSOC and other sources to ensure they are using the most up to date rules applicable to the specific venue and event components. Likewise, please exercise caution in developing plans for music events due to considerable fluctuation in local COVID-related conditions. Miscellaneous information COVID Desk Offerings COVID Desk services are available to productions 24/7; the Desk is staffed with qualified nurses, reached at COVIDDesk@.com/323-956-7744. Services are tailored to what productions need (example: contact tracing – entire case or partial, return to work questions, other policy questions). Preference is for Safety and CCS/CCO to be the point of contact and reach out to the Covid Desk. COVID Desk supporting international or third-party productions ViacomCBS representatives associated with or supporting international or third-party productions must notify the COVID Desk and GSOC of all the third-party cases brought to the Company’s attention, as well as those arising out of international productions and offices.

Contact tracing process is done locally according to the practice of the jurisdiction in which they are located and not necessarily handled by COVID Desk personnel, however the COVID Desk can enter the case details into VEOCI for tracking.
