BUSINESS 4.06 KILKENNY MIXED USE (RESIDENTIAL AND COMMERCIAL) DRAFT DEVELOPMENT PLAN AMENDMENT (PRIVATELY FUNDED) ‐ FOR APPROVAL TO: City Services Commiee FROM: Senior Policy Planner ‐ Jim Gronthos DATE: 19 April 2021 Brief The Kilkenny Mixed Use (Residenal and Commercial) Dra Development Plan Amendment (DPA) (Privately Funded), was released for public and agency consultaon between 6 February 2020 to 14 April 2020. A total of 76 wrien submissions were received. A further twelve (12) verbal submissions were made at the Public Meeng on 18 May 2020. Following a review of the submissions received, a final dra DPA is provided for the Commiee’s consideraon prior to subming the DPA to the Minister for Planning and Local Government for authorisaon. Recommendaon 1. That the approval package for the Kilkenny Mixed Use (Residenal and Commercial) Dra Development Plan Amendment (Privately Funded), contained in Appendices A, B and C of this report, be endorsed and submied to the Minister for Planning and Local Government for approval in accordance with Secon 25(13) and (14) of the Development Act 1993. 2. That the dra covering leer from the Chief Execuve Officer contained in Appendix D be sent to the Minister for Planning and Local Government. City of Charles Sturt Page 4 of 516 CIS Agenda and Reports 19/04/2021 Relevant Council policies are: Charles Sturt Council Development Plan Privately Funded Development Plan Amendments Policy Relevant statutory provisions are: Development Act 1993 and Development Regulaons 2008 Execuve Summary The Kilkenny Mixed Use Dra Development Plan Amendment (Privately Funded) was iniated by Council in 2018, following a request from the proponent Gregsand Pty Ltd. A statement of Intent (SOI) was agreed to by the Minister for Planning on 17 October 2018. Following invesgaons, a dra DPA was prepared. The dra DPA seeks to rezone the affected area from an employment zone to a zone that can facilitate residenal and commercial land uses. The dra DPA was released for consultaon between February and April 2020. A total of 76 submissions were received during the consultaon phase and 12 verbal representaons were made at the Public Meeng. A review of the issues expressed in the submissions received has been completed. A number of policy amendments are proposed in a revised dra DPA, which has now been prepared for the Commiee’s consideraon. Background The Commiee last considered this maer at its meeng on 18 May 2020, where a Public Meeng was held to hear verbal submissions (Item 4.12, 18 May 2020, City Services Commiee). A total of twelve (12) persons provided verbal submissions. Statutory consultaon on the Kilkenny Mixed Use (Residenal and Commercial) Dra Development Plan Amendment (DPA) (Privately Funded), occurred between 6 February 2020 to 14 April 2020. A total of seventy six (76) wrien submissions were received. The intent of the dra DPA (consultaon version), was to invesgate planning policy amendments to determine the

    Re-imagining Adelaide's Public Transport By Andrew Leunig 28 August 2013 With some further notes as at 20 March 2015 (at rear) Re-imagining Adelaide's Public Transport Exec Summary I believe that Adelaide could be the most livable and most learning City on the Planet. The “most liveable” city in the world will get the balance between Public and Private transport right. It will be “liveable” for the old and the young, the rich and the poor. Why couldn't Adelaide have the cleverest, most vibrant public transport system for a town of it's size on the planet ? No Reason at all. But we have to want it first. At the moment our Public Transport mode share (9.9%) is about the lowest in Australia and that is our accepted norm. Even our state plan is soft and timid. “Increase the use of public transport to 10% of metropolitan weekday passenger vehicle kilometres travelled by 2018”. I like the old saying "If you shoot for the stars you might not get there ­ but you are less likely to come up with fists full of mud". At the moment our state plan shoots for the mud. The solution ? We need to re­imagine our network design. As recommended by leading experts we should toss out our current hub (city) and spoke design and design our Network around the very layout that Adelaide is globally famous for ­ our grid. I propose that we create The Adelaide Metro Grid ­ with buses running frequently in a straight line along our major roads, where transfers are presumed and every major intersection becomes a transfer point.

Coast Park, River Torrens Linear Park, Outer Harbor Greenway (along the railway line), Grange Lakes Do you have any comments about these routes? [1] The coast path needs to be continued along the seafront between 3rd Ave and Terminus ST. [2] Linear Park path needs upgrades in section between Beatty St and back of waste facility --very dangerous surface with tree roots and not wide enough. Same between Frogmore Rd and Fairmont Ave bridge.[3]Very bad path board surface panels under brewery bridge[too large gaps between boards, causing serious vibrations and possible falls. A good pathway All good As cycle routes they are shared by pedestrians using a variety of modes; eg prams, walking frames, scooters etc and these are not compatible with commuting or riding at any speed for fitness or in groups; It is dangerous for both groups. The dedicated cycleway from tollgate to crafers does offer a good riding option for riders for fitness that is safe, and is well used as a result. Cycle lanes need to be wide enough for a cyclist to pass a slow cyclist without going outside the lane. Most are not quite wide enough. As shared paths pedestrians should be made to keep to the left at all times so bikes don't have to navigate through people with music or phones stuck in their ears As these networks have evolved, more people are using them.

    City of Charles Sturt Woodville West Transport and Parking Plan Final Report July 2013 Executive summary The overarching objective of the Woodville West Transport and Parking Plan (WWTPP) is to provide recommendations for future improvements for the local transport network, including a strategy for implementation. A detailed assessment of the existing conditions within the study area was undertaken including, public transport, pedestrian and cyclist facilities, street hierarchy, reported crashes, parking restrictions, traffic speeds and traffic volumes. The previous studies have been reviewed and summarised with an assessment undertaken on the recommendations contained within these reports. The study area is bound by West Lakes Boulevard, Clark Terrace, Trimmer Parade, Findon Road and Port Road which are all classified as arterial roads. Todville Street, Ryan Avenue and Alma Terrace are existing collector roads, with all other roads in the study area being classified as local roads. A small portion of the study area is within the suburb of Seaton but is recognised in this document as Woodville West for ease of naming. Overall, Woodville West is well serviced with bus and train services that are within a walkable distance to the bus routes or train stations. Several roads within the study area are classified as being part of the Bikedirect secondary road network. The locations of highest incidences of crashes that have occurred in the last five years are at the intersections of Alma Terrace / Todville Street, Rosemary Street / Ryan Avenue and Victor Avenue / Lewis Crescent, where three crashes have occurred at each location. Parking restrictions exist within the area bounded by Findon Road, Sage Crescent, Ryan Avenue, Beryl Street and Pitman Avenue, comprising of a combination of No Parking, 3-Hour Parking and 2-Hour Parking; all applicable from 8am to 5pm Monday to Friday.
