Thiru K.Murugan residing at No: 3/79, Amballi Road, Kandili Village & Post, Tirupattur Taluk, Vellore District, Tamil Nadu has applied for grant of Granite quarry lease to the Secretary to Government, Industries Dept, Fort St. George, Chennai-9 through District Collector, Krishnagiri and Director of Geology and Mining, Chennai for quarrying Grey Colour granite from a Patta land over an extent of 1.15.80 Hectares in S.F.No: 311/9B, 311/11, 311/14A, 311/14B and 311/15B, Jagadevipalayam Village, Bargur Taluk, Krishnagiri District, Tamil Nadu The Additional chief Secretary Govt. of Tamil Nadu directed the applicant Thiru K.M. Natarajan through his precise area communication letter No. 14484/MME.2/ 2018-1, Dated 04.02.2019 to get approved mining plan and obtain Environmental clearance from the Environment Impact Assessment Authority (DEIAA/SEIAA) as per the EIA Notification, 2006 and its amendments for grant of quarrying for Grey Colour granite over an extent of 1.15.80 hectares of patta land in S.F.No: 311/9B, 311/11, 311/14A, 311/14B and 311/15B, Jagadevipalayam Village, Bargur Taluk, Krishnagiri District, Tamil Nadu for a period of 20 years under Rule 19A of Tamil Nadu Minor Mineral Concession Rules, 1959. As per the EIA (Environmental Impact Assessment) notification, 2006 and its subsequent amendments and as per S.O. 141 (E) – amendment notification dated 15.01.2016, the project area lesser than 5 Hectares are classified under B2 category for the purpose of Environment Clearance. Hence, this project falls under B2 Category and require Environment Clearance (EC) from DEIAA/DEAC, Krishnagiri, Tamil Nadu. Salient features of the project are as follows: Table No: 1.1. NATURE OF PROJECT Open cast semi mechanized quarrying mining with 6m vertical bench for block dimensional cutting and over all pit slope of bench not exceeding 60° from horizontal during extraction of blocks will be followed by using Line drilling, smooth blasting, block lifting using cranes and waste and rejects removal using Hydraulic excavators and tippers combination will be adopted to recover the dimensional blocks of granite of market required size. The economical depth of mining is taken as 25m safety having considered several field Phenomenons. A semi -permanent road is designed such that it will not be affected for a long period. 2.4. NEED / IMPORTANCE Granite is one of the most popular building materials. Granite stone is used in buildings, bridges, paving, monuments, and many other exterior projects. Indoors, polished granite slabs and tiles are used in countertops, tile floors, stair treads and many other design elements. Granite is a prestige material, used in projects to produce impressions of elegance and quality. Thus quarrying of granite blocks is essential for the infrastructural and commercial growth of the country. 5 2.5. DEMAND As granite rough blocks play a significant role as raw material in the construction sector, the demand exists in the market throughout the year. Thus quarrying of the mineral finds consumer easily in the local market. 2.6. IMPORT VS INDIGENOUS PRODUCTION Granite stone exists in the proposed site and it does not require any raw material to be imported for the production process. The extracted blocks are cut into required size and polished as per market demand. 2.7. EXPORT POSSIBILITY Not applicable since the project meets local demand only. 2.8. EMPLOYMENT The following manpower is proposed to look after and carry out the day today quarrying activities at the proposed production and also to comply with statutory provisions of MMR 1961 The applicant will appoint following employees at this time, a) Mines manager, Diploma in mining (with second class mines manager certificate) : 1 No. b) Mining Mate & Supervisor : 1 No. c) Blaster cum mate : 1 No. e) Clerk cum record keeper : 1No. LABOUR SKILLED - SEMI SKILLED AND UNSKILLED i) Skilled Operator : 1 No. ii) Semi-skilled Driver : 4 No. iii) Unskilled Labours : 12 No. Cleaners : 2 No. Register Keeper : 1 No. -------------------------- Total employees = 20 -------------------------- 6 CHAPTER 3: PROJECT DESCRIPTION 3.1. TYPE OF PROJECT The project involves quarrying of granite stone blocks from the proposed area by adopting eco-friendly and safer techniques. The stones are broken into required sizes and being sent to the market. 3.2. LOCATION The area is represented by Survey of India Toposheet No. 57 L/7; the location map is given in Plate 1 and Fig No. 3.1. Fig No: 3.1.Location of the existing quarry The area lies in the northern latitude of N12°29'14.33225" to N12°29'19.80742" and eastern longitude of E78°21'19.40574" to E78°21'23.97211".with elevation 470m above MSL.
