The uxidertaking of any task depends upon the purpose that It would serve not only for the self-benefit but of humanity at large, either for his or its maintenance or for iraprovement. Therce are a multitude of projects launched, in eve ry f i eld, s u ch. a s s oc i o -* ecciioni i c, s c i en t i f i c, 1 ite ra ry , etc., with the solfi aim. of improving and raising the stcindard of majikind. In this tiny State of Goa, the establishiTient of the University served this very purpose. Undoubtedly, a task of such gigantic distensions could not materialise overnigVvt. Sincere efforts v^ere involved by way of lenghthy preparations, sound planning and strenous iiegotiations. Promotion and implementation of the variou.s phases required men of vision, character and competence. But today, if we look back, It can safely be said that it was a period well spent and the enciea^''ours put in produced, if not total, at least a satisfactory result within such a sliort period of time. This is the third year o.f our existence a.ud it can v?ell be said that every year has been a hectic period that enable us to reach at the level we are today. Yet, much still remains to be done. Three years are too short a period to have achieved anything spectacular. But efforts vfere not spared to get done the maximurvi possible, so that our young Univei'-sity could, at least, be on the path of standing as an efficierrt and progressive instit-ution, whicVi would represent an altimate seat of learning, a lighthouse diffusing its illupvinating rays upoD our yo-Ang generation to inspire in therfi creative thinking and imbibe in them the true values of knowle.'.ge, th.at they coulvd come out as enlightened, tri.i.e and useful citisens. are the days when the '‘Higher Educ 3 L.?ori for tl.K) select few”. Fortunately, this University v^as blessed from the very beginning with the useful guidance from Imowiedgable quai-ters and the wholehearted support both from the Central and the State Gov’ernments. Even in the matter of securing the UGC reccgnition as an institution fit to receiv^^; the centrcil assistance, our efforts proved fruitful by fulfilling all the condi.tions laid down for such recognition under sectit^n 12(b) 0‘f the UGC Act, 1956. With this recognition by the UGC, things are expect’=‘vi to be further smoothe'cied in so far as pro?f:oting of various academic programmes and intensifying of construction activities are concerned. E^roposals have already been subm.itted for the financia.J. assistance for the years 1968-39 and 1989-90 and they are receiving favourable consideration of tlie DGG. AltViough the construct ion woid-i of tlii s nev^ campus is making steady progress, there is no gainsaying the fact, that in the initial phase considerable delays occurred in the cons tru ct i on wor k . Two proposals that were submitted during the year under report to the UGC v i 2 . to set up in our university a Centre of Latin American Studies including a Departoient of Romance Languages and a Centre tor »vor?;eni .'■'i Study, have been duly considered and approved by the UGC during the year 198B-89. The UGC had selected this University .for locating one of the Academic Staff Colleges. This college has already started functioning from thi.s academic year, Various academivc and other developments which are being carried out right from the inception of our University, represent no mean achievement di.,iring such a short period of three years. It is hoped that the foundation that has now been laid would tend to lead for a solid growth and development of this young institution. Finally, it is my duty to record here my sincere gratitude, on my ovin behalf and on behalf of the University, to our Visitor, H.S. Dr. Gopal Singh as v?ell as Hon'ble Chief Minister, Shri Prataphsingh Rane both of whom have alv?ays strived to be acces^;ible and extend vaiucible heip and guidance in the affairs of this University. ' VICE - CflANCELLOR i l i CHAPTER - I Il^TRODUCTION The Vice-Chancellor, on be;half of the Execu'tive Council, has great pleasure in presenting to the Court the Annual Report of 'Ihe University for the year 1987-88 as required under Section 26 of the Goa University Act, 1984. I . General The Goa University is completing the third year of its e:^:istence. Blstablished on 1st June, 1985 as a teachiing institution for higher education, it became fully operative with effect from June 19tL, 1938, having,besides the 20 Post­ graduate departments, 22 affiliated colleges and 5 recognised institutions. Prior to this date, the privileges of higher education were extended to this State by the University of Bombay, affiliating all the then existing 16 colleges and 2 institutions. So an to avoid any adverse effects on the carrier of the students, it was decided that those admitted to the above 16 colleges and 2 institutions during the academic year 1935-86 should be permitted to prosecute their studies under the syllabuj of the University of Bombay and to appear at the examinations conducted by that University till they complete their course of study. The University hcis by now been fully established. It will shortly conduct its first public examinations for the students who were admitted to the first year classes during the academic year 1986-87. All the Authorities prescribed under che Goa Universii^y Act, 1984 like the Executive Council, the Academic Council, the Court, the Planning Board, Boards of Studies for different subjects, etc. are fully in operation. His Excellency Br. Gopal Singh, Governor of the State and Dr. Nagendra Singh, President of International Court of Justice at the Hague continued to function as the Visitor and the Chancellor of the University, respectively. II.
