The required information must be typed within the spaces provided in the form. The sizes of the spaces provided are not necessarily indicative of the amount of information to be provided. Spaces are provided in tabular format and will extend automatically when each space is filled with typing. A legible font type and size must be used when completing the form. 10. The use of the phrase “not applicable” in the form must be done with circumspection. 5. PROJECT DESCRIPTION

Please provide a detailed description of the project. Electricity generation sources need to be diversified to ensure security of supply and reduction in the carbon footprint created by the current heavy reliance of (SA) on coal to produce electricity.

PV technology produces direct current (DC) which is then converted to alternating current (AC) via power electronic inverters. Figure 1 below provides an overview of a typical Solar PV Power Plant project.

Beaufort West Photovoltaic (Pty) Ltd (the Applicant) has proposed the development of the Beaufort West Photovoltaic (PV) Project in the Western Cape, with a total generation capacity of not exceeding 75MW renewable solar energy. The associated infrastructure includes access roads, overhead power lines, substation and control building(s).

The technical details of the proposed PV facility are captured in Table 1 below.

The electricity generated by the PV Park will be transferred to the national Eskom grid. The Project will connect to existing Droërivier Substation beside the N12 through a ±14.9km single circuit twin conductor 132 kV line. This overhead transmission line will be aligned adjacent to the existing transmission line servitudes. The servitude width designated for this transmission line is approximately 28m in width, 14m on either side of the transmission line.

A locality map must be attached to the application form, as APPENDIX 7. The scale of the locality map must be at least 1:50 000. For linear activities of more than 25 kilometres, a smaller scale e.g. 1:250 000 can be used. The scale must be indicated on the map. The map must include the following: • an accurate indication of the project site position as well as the positions of the alternative sites, if any; • road names or numbers of all the major roads as well as the roads that provide access to the site(s) • a north arrow; Locality map: • a legend; • the prevailing wind direction; • site sensitivities, including but not limited to vegetation, wetlands, watercourses, heritage sites, critical biodiversity area/s, World Heritage Site, etc. and it must be overlaid by the study area; and • GPS co-ordinates (Indicate the position of the proposed activity with the latitude and longitude at the centre point for each alternative site. The co-ordinates should be in degrees and decimal minutes. The minutes should be to at least three decimal places. The projection that must be used in all cases is the WGS-84 spheroid in a national or local projection) A project schedule must be submitted as APPENDIX 8, and must include milestones for: • public participation (dates for advertisements, workshops and other meetings, obtaining comment from organs of state including state departments); • the commencement of parallel application processes required in terms of other statutes and where relevant, the alignment of these application processes with the EIA process; • the submission of the key documents (e.g. Basic Assessment Report, Scoping Reports, EIA Reports Project Plan and Environmental Management Programmes). (e.g. Gantt chart) Note: All the above dates must take into account the statutory timeframes for authority responses that are stipulated in the 2014 NEMA EIA Regulations. Possible appeals may impact on project timeframes/milestones. Regulation 45 states that “An application in terms of these Regulations lapses, and a competent authority will deem the application as having lapsed, if the applicant fails to meet any of the time-frames prescribed in terms of these Regulations, unless extension has been granted in terms of regulation 3(7).” It is recommended that the Department be approached for guidance on the process to be followed, prior to submitting an application.

7. ACTIVITIES APPLIED FOR

8. PUBLIC PARTICIPATION

Provide details of the public participation process proposed for the application as required by Regulation 41(2) of the EIA Regulations, 2014 as amended.

A. REVIEW OF DRAFT BASIC ASSESSMENT REPORT

1) Notification

The following tasks will be undertaken as part of public participation during the review of the draft Basic Assessment Report (BAR): • Compile a database of authorities and Interested and Affected Parties (I&APs); • Provide written notices to I&APs of the review of the draft BAR by – o Fixing notice boards at places conspicuous to and accessible by the public on the boundary of the PV Site and along the power line route. o Giving written notice to – - The occupiers and owners of the areas affected by the proposed activities; - Owners, persons in control of, and occupiers of land adjacent to areas affected by the proposed activities, as relevant; - The Municipal Councillors of the affected municipal wards; - Formal organisations or groups in the area; - The Beaufort West Local Municipality and Central Karoo District Municipality, which have jurisdiction in the area; and - Any organ of state having jurisdiction in respect of any aspect of the activity. o Placing an advert in a local newspaper. o A Comments and Response Reports (CRR) will be compiled and updated throughout the process.

Authorities and I&APs will be provided 30 days to comment on the draft BAR.

2) Access to the Draft Basic Assessment Report

The draft BAR will be uploaded to Nemai Consulting’s website and hardcopies will be placed at public places such as public libraries (Beaufort West Library).

Copies of the draft BAR will also be distributed to key authorities with jurisdiction, including the following: • Department of Forestry, Fisheries and the Environment (DFFE); • Western Cape (WC) Department of Environmental Affairs and Development Planning (DEA&DP); • CapeNature; • Department of Water and Sanitation (DWS): WC Region; • Department of Agriculture, Forestry and Fisheries (DAFF): WC Region; • Heritage Western Cape; • SAHRA; • Central Karoo District Municipality; and • Beaufort West Local Municipality.

B. NOTIFICATION OF DECISION

Registered I&APs will be notified in writing of DFFE’s decision and of the appeal process, in accordance with the National Appeal Regulations, 2014.

4. PROJECT OVERVIEW D. Henning provided an overview of the proposed Project (refer 4.1 - - to the presentation contained in Appendix A).

Henning noted that the Beaufort West Photovoltaic (Pty) Ltd (the Applicant) intends to bid for Renewable Energy Independent Power Producer Procurement Programme 4.2 (REIPPPP) Bid Window 5, which was recently launched by the - - Department of Mineral Resources and Energy (DMRE) on 12 April 2021, and which closes on 16 August 2021. The deadline for this bid is the critical driver for the programme. 5. HISTORY OF EIA’S UNDERTAKEN FOR THE PROJECT D. Henning noted the following: • Environmental Authorisation (EA) was previously granted on 22 February 2012 (ref. no.: 12/12/20/2286) for the Project, however, the EA lapsed prior to the commencement of the Project. • A new EA Application (ref. no. 14/12/16/3/3/2/2034) and 5.1 - - Draft Scoping Report were submitted to the Department on 12 November 2020. Thereafter, the Final Scoping Report was submitted to the Department on 14 December 2020. The Department accepted the Scoping Report and Plan of Study on 4 February 2021. This Application was subsequently retracted. 6. RENEWABLE ENERGY DEVELOPMENT ZONES D. Henning indicated that the Applicant intends to submit a new Application to the DFFE for a Basic Assessment Process, due 6.1 - - to the Project’s location within the newly adopted Beaufort West Renewable Energy Development Zone (REDZ). 7. OVERVIEW OF BASIC ASSESSMENT PROCESS

7.1 Process Outline & Timeframes D. Henning presented the approach to the Basic Assessment 7.1.1 Process (refer to diagram in presentation contained in Appendix - - A). D. Henning noted that it may not be possible to accommodate the full process associated with an Integrated Heritage Impact Assessment, as required by Heritage Wester Cape (HWC), in the current programme. A separate process may thus need to be undertaken from the Basic Assessment in terms of HWC’s requirements. He mentioned that the project team is awaiting 7.1.2 feedback from HWC on the Notification of Intent to Develop, to - - determine their requirements. He indicated that a Heritage Impact Assessment will be included in the Basic Assessment Report (BAR).

M. Litsoane mentioned that conditions could be included in the EA to address heritage-related matters. D. Henning presented the programme for the Basic Assessment Process. He indicated that DFFE’s reduced decision-making 7.1.3 - - period of 57 days, which is associated with the REDZ, was taken into consideration in the programme. M. Litsoane sough clarification whether 30 days had been provided for the public review of the Draft BAR, in accordance with the EIA Regulations of 2014 (as amended). 7.1.4 - -

D. Henning confirmed that 30 days had been allocated to this task in the programme

Henning stated that a Public Participation Plan (PPP) had been compiled for the Basic Assessment Process, as per the Directions regarding measures to address, prevent and combat the spread of COVID-19 relating to National Environmental Management Permits and Licences, as published in 7.2.1 DFFE Tbc Government Notice No. 650 of 5 June 2020. He noted that the PPP was submitted to DFFE on 22 April 2021.

L. Dlova indicated that he will review the PPP and provide feedback to Nemai Consulting. 7.3 Listed Activities D. Henning provided an overview of the listed activities in Listing 7.3.1 Notices 1, 2 and 3 of the EIA Regulations of 2014 (as amended) - - that are thought to be triggered by the proposed Project. 7.4 Alternatives D. Henning indicated that the following alternatives will be considered for the Project: 7.4.1 • Layout alternatives (based on findings of specialist - - studies); and • Technology alternatives. 7.5 Specialist Studies He noted that the following specialist studies were identified to assess the Project, taking into consideration the previous studies from 2011: • Terrestrial Ecological Impact Assessment; • Aquatic Impact Assessment and Delineation; • Avifaunal Impact Assessment; 7.5.1 • Heritage Impact Assessment; - - • Desktop Palaeontological Impact Assessment; • Agricultural Impact Assessment; • Visual Impact Assessment; • Traffic Impact Assessment; • Glint and Glare Assessment; and • Socio-Economic Impact Assessment. 7.6 Basic Assessment Report D. Henning indicated that the BAR would provide the information 7.6.1 required in terms of Appendix 1 of Government Notice No. R 982 - - of 4 December 2014 (as amended). M. Litsoane suggested that the Project Title be changed to avoid 7.6.2 confusion with the application previously received by the Applicant Tbc Department with the same title. M. Litsoane noted historical concerns raised by the airport in Beaufort West as part of a previous solar PV project in the area.

H. van Branden noted that the project team had previously 7.6.3 - - engaged with representatives from the Karoo Gateway Airport.

D. Henning noted that the Glint and Glare Assessment will aim to address the concerns raised by the Karoo Gateway Airport.

He noted that the way forward for the Avifaunal Impact Assessment 7.8.1 was to undertake fieldwork to assess the status of the site in - - terms of avifaunal sensitivity, and to determine whether the site conditions have changed from the initial study in 2011. In addition, this study would provide a reasoned opinion about the scope of work that is necessary after the fieldwork, based on the findings. 7.9 Environmental Authorities Meeting D. Extensive capital expenditure to prepare the public healthcare system to meet the requirements of the National Health Insurance (NHI) system. The SIP contains major builds for 6 hospitals.

SIP 13: National school build programme A national school build programme driven by uniformity in planning, procurement, contract management and provision of basic services. Replace inappropriate school structures and address basic service backlog and provision of basic services under the Accelerated School Infrastructure Delivery Initiative (ASIDI). In addition, address national backlogs in classrooms, libraries, computer labs and admin buildings. Improving the learning environment will strengthen outcomes especially in rural schools, as well as reduce overcrowding.

SIP 14: Higher education infrastructure Infrastructure development for higher education, focusing on lecture rooms, student accommodation, libraries and laboratories, as well as ICT connectivity. Development of university towns with a combination of facilities from residence, retail to recreation and transport. Potential to ensure shared infrastructure such as libraries by universities, FETs and other educational institutions. Two new universities will be built – in Northern Cape and Mpumalanga.

SIP 15: Expanding access to communication technology Provide for broadband coverage to all households by 2020 by establishing core Points of Presence (POPs) in district municipalities, extend new Infraco fibre networks across provinces linking districts, establish POPs and fibre connectivity at local level, and further penetrate the network into deep rural areas. While the private sector will invest in ICT infrastructure for urban and corporate networks, government will co-invest for township and rural access, as well as for e-government, school and health connectivity. The school roll-out focus is initially on the 125 Dinaledi (science and maths-focussed) schools and 1525 district schools. Part of digital access to all South Africans includes TV migration nationally from analogue to digital broadcasting.

SIP 16: SKA & Meerkat SKA is a global mega-science project, building an advanced radio-telescope facility linked to research infrastructure and high-speed ICT capacity and provides an opportunity for Africa and South Africa to contribute towards global advanced science projects.

SIP 17: Regional integration for African cooperation and development Participate in mutually beneficial infrastructure projects to unlock long-term socio-economic benefits by partnering with fast growing African economies with projected growth ranging between 3% and 10%.

The projects involving transport, water and energy also provide competitively-priced, diversified, short and medium to long-term options for the South African economy where, for example, electricity transmission in Mozambique (Cesul) could assist in providing cheap, clean power in the short-term whilst Grand Inga in the DRC is long-term. All these projects complement the Free Trade Area (FTA) discussions to create a market of 600 million people in South, Central and East Africa.

SIP 18: Water and sanitation infrastructure A 10-year plan to address the estimated backlog of adequate water to supply 1.4m households and 2.1m households to basic sanitation. The project will involve provision of sustainable supply of water to meet social needs and support economic growth.
