This balancing act has become increasingly complicated. The 1995 Oklahoma City bombing and the 9/11/2001 terrorist attacks claimed the lives of thousands, changed the lives of millions, and forever altered how we viewed the world. Every American, no matter what part of the country or the world we live in, could be a possible target of terrorism. But our enemies are not always obvious. They do not wear the uniform of a foreign army. Their weapons are not tanks and bullets. Their tactics are unconventional. Their victims are civilians.

By Pema Levy | 4/22/14 at 4:32 PM What do the emails of two of Chris Christie’s closest confidants at the heart of the Bridgegate affair tell us about the part the New Jersey governor played in the scandal? Too bad investigators can't get their hands on them to find out. At least not without extensive legal wrangling around one of the most famous but least understood amendments in the U.S. Bill of Rights: the Fifth. Bridget Anne Kelly and Bill Stepien, Christie's former deputy chief of staff and campaign manager, respectively, are invoking their Fifth Amendment right against self-incrimination in the investigation into the infamous lane closures on the George Washington Bridge in September. The two aides featured prominently in emails published on January 8 showing their involvement in orchestrating and covering up the scandal. Kelly is responsible for the most famous quote from the debacle so far, in which she ordered up "some traffic problems in Fort Lee," setting off four days of gridlock there. In a later email, Stepien called the mayor of Fort Lee an "idiot." As prime suspects, the two were slapped with subpoenas from the investigating committee of the state legislature, along with 16 other officials. While documents from the others, as well as Christie's office and his campaign's, are now trickling in to the committee, Kelly and Stepien will hand over nothing.

Corruption costs taxpayers trillions of dollars a year worldwide that could be better spent on social, health, education, and other programs to improve the lives of citizens worldwide. Despite the pervasiveness of corruption, finding, stopping and preventing it is daunting. There are anti-corruption offices in place across the country and globe, but the system overall is relatively young and largely decentralized. Individual corruption-fighting offices are often disparate and adrift, unconnected to peers and experts in other jurisdictions. These offices face common challenges and can benefit greatly from active collaboration and shared best practices. In 2013, the New York City Department of Investigation partnered with Columbia Law School to create the Center for the Advancement of Public Integrity (CAPI). Over the past nearly five years, CAPI has grown into a platform through which public integrity professionals can connect with each other and provides the resources to help them succeed. Executive Director Jennifer Rodgers CAPI is a nonprofit resource center dedicated to bolstering anti-corruption research, promoting key tools and best practices, and cultivating a professional network to share new developments and lessons learned, both online and through live events. Unique in its municipal focus, CAPI’s work emphasizes practical lessons and practitioner needs. Through this network, in which anti-corruption practitioners and agencies can share their insights, methods, and successes, CAPI seeks to support the fight against corruption in all its forms. We strive to create an environment where members of our community learn from one another to better promote public integrity and good governance.

Social scientists have documented several consequences of border militarization, including increased border-crosser deaths, the killing of more than 110 people by Customs and Border Protection (CBP) agents over the past decade, and expanded ethno-racial profiling in southwestern communities by immigration authorities. Less attention has been paid to the pervasive and routine mistreatment migrants experience on a daily basis in CBP custody. This paper traces major developments in border enforcement to three notable initiatives: the “prevention-through-deterrence” strategy, the aftermath of the 9/11 terrorist attacks, and the Department of Homeland Security (DHS) Consequence Delivery System, initiated in 2011. Despite the massive buildup in enforcement, CBP has operated with little transparency and accountability to the detriment of migrants. The paper provides an overview of the findings of nongovernmental organizations and social scientists regarding migrant mistreatment while in CBP custody. It then highlights important shifts in migration patterns over the past decade, as well as changes in border enforcement efforts during the Trump administration. It discusses how these transformations affect migrants’ everyday encounters with CBP officials. The paper concludes by providing specific recommendations for improving CBP conduct. Its core theme is the need to emphasize and inculcate lessons of appropriate police behavior, civil rights, and civil liberties in training and recruiting agents and in setting responsibilities of supervisors and administrators.
