It was decided to postpone for three years the approval of the successor state armament programme to 2025. Nevertheless, the implementation of the programme to date has secured a meaningful modernisation of the hardware of the Russian armed forces for the first time since the final years of the USSR. Programmet var mycket ambitiöst och innebar planerad anskaffning av vapen och annan militär materiel, forskning och utveckling (FoU) samt utveckling av nya system till ett värde av 20 biljoner rubel (eller USD 680 mrd vid dåvarande valutakurs). Syftet med programmet var att öka andelen moderna vapen inom de Väpnade Styrkorna från 15 procent 2010, till 30 procent 2015 och 70 procent 2020. Programmet har genomförts inom de årliga budgetfinansierade försvarsupphandlingarna och med hjälp av statligt garanterade krediter. Som en följd av detta växte försvarsindustrins produktion med 20 procent 2014, jämfört med 6 procent tre år tidigare. Volymen i anskaffningen har vuxit över perioden och införandet av ny materiel har varit särskilt påtaglig inom strategiska robottrupperna och flygstridskrafterna. Resultaten inom marin- och marksstridskrafterna är inte lika påtagliga. Under 2014 påverkades den ryska försvarsindustrin negativt av Rysslands invasion i Ukraina. Den kris som följde ledde till att det försvarsindustriella samarbetet med Ukraina bröts, med uteblivna leveranser från den ukrainska försvarsindustrin som följd. Sanktionerna från Nato- och EU-länder och har också försvårat försvarsindustrins verksamhet liksom den kraftiga nedgången i ekonomin som satt press på statsfinanserna. This was a highly ambitious document setting out plans for the procurement of weapons and other military equipment, plus research and development for the creation of new systems, to a total value of over 20 trillion roubles, or US$680 billion at the exchange rate of the day. The aim of the programme was to increase the share of modern armaments held by the armed forces from 15 per cent in 2010 to 30 per cent in 2015 and 70 per cent in 2020. The programme has been implemented through the budget-funded annual state defence order supplemented by state- guaranteed credits. By 2014 the military output of the defence industry was growing at an annual rate of over 20 percent, compared with 6 percent three years earlier. The volume of new weapons procured steadily increased, the rate of renewal being particularly strong in the strategic missile forces and the air force, but not as impressive in the navy and ground forces. In 2014 the work of the defence industry began to be affected by the Ukraine crisis, with a breakdown of military-related deliveries from Ukraine and the imposition of sanctions by NATO and European Union member countries. The performance of the economy began to deteriorate, putting pressure on state finances. It was decided to postpone for three years the approval of the successor state armament programme, 2016–2025. Nevertheless, the implementation of the programme to date has secured a meaningful modernisation of the hardware of the Russian armed forces for the first time since the final years of the USSR. Beyond this, Moscow and Beijing were instrumental in pushing the creation of the $50 billion BRICS development bank and a $100 billion reserve fund after years of frustrated waiting for a bigger voice for the developing world in the IMF and World Bank. Putin in Shanghai for state visit and more President Vladimir Putin traveled to Shanghai on May 20-21 to meet Chinese counterpart Xi Jinping. This was the seventh time they have met since March 2013 when Xi assumed the presidency in China. The trip was made against a backdrop of a deepening crisis in Ukraine: 42 pro-Russian activists were killed in the Odessa fire on May 2 and pro-Russian separatists in Donetsk and Luhansk declared independence on May 11. Four days after Putin’s China trip, the Ukrainian Army unveiled its “anti-terrorist operations,” and on July 17 Malaysia Airlines Flight MH17 was downed.

To compensate for this apparent injustice, Kommersant Vlast analytical weekly has compiled The Entire Russian Fleet directory. It is especially topical since even Russia’s Commander-in-Chief compared himself to a slave on the galleys a week ago. The directory lists all 238 battle ships and submarines of Russia’s Naval Fleet, with their board numbers, year of entering service, name and rank of their commanders. It also contains the data telling to which unit a ship or a submarine belongs. For first-class ships, there are schemes and tactic-technical characteristics. So detailed data on all Russian Navy vessels, from missile cruisers to base type trawlers, is for the first time compiled in one directory, making it unique in the range and amount of information it covers. The Entire Russian Fleet carries on the series of publications devoted to Russia’s armed forces. Vlast has already published similar directories about the Russian Army (#17-18 in 2002, #18 in 2003, and #7 in 2005) and Russia’s military bases (#19 in 2007).

Heavily inspired by 20th-century Russian artists like Malevich and Kandinsky who had a new vision of art, which was characterized by colorful abstract shapes. This new 40.5mm Russian mechanical watch was delivered to our office for a hands-on review, and it caused quite a stir in the process… The fun began when the package arrived. The Raketa box is colorful, decorated with a lot of abstract shapes on its cover. When I pointed my iPhone with Google Translate app at the text on the box, it threw-out “Watch Factory” and “Russia”. The brand name is readable without using that app. Some of the other words are apparently too difficult for this app to translate into English, so perhaps there is a secret message written on the box for the lucky millions that speak Russian without needing to rely upon an app. Inside the gray box, there are two cards. One is an invitation to visit the Raketa factory in Saint- Petersburg. The other one is the warranty card of this “Avant-Garde” watch. Sitting in the gray box, on a gray pillow, is the colorful Raketa “Avant-Garde” watch.
