This Order may be cited as the Traffic Restriction (Temporary Citation Provisions) (Carnival) Order, 2016. PART I PORT-OF-SPAIN Division 1—Vehicular Traffic and Parking 2. (1) On Monday 8th February, 2016 (hereinafter called “Carnival Vehicular traffic and Monday”), between the hours of 2.00 a.m. and 10.00 p.m., vehicular parking traffic and parking are prohibited on the following roads and on all prohibited roads lying within and bounded by them: (a) Duke Street, between Belgrade Street and Wrightson Road; (b) Park Street, between Flament Street and Piccadilly Street; (c) Flament Street, between Park Street and Wrightson Road; (d) Independence Square North, between Wrightson Road and Piccadilly Street; (e) Independence Square South, between Wrightson Road and Piccadilly Street; (f) St. Joseph Road, between Piccadilly Street and Vieira Street; (g) Charlotte Street, between Oxford Street and South Quay; (h) Nelson Street; (i) Duncan Street; 58 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016 (j) Fraser Street; (k) Richmond Street; (l) St. Vincent Street, between Oxford Street and Wrightson Road; (m) Abercromby Street, between South Quay and Keate Street; (n) Frederick Street, between Independence Square North and Queen’s Park West; (o) Henry Street, between South Quay and Gordon Street; (p) Sackville Street; (q) Broadway; (r) Queen Street; (s) South Quay, between Nelson Street and Wrightson Road; (t) New Street, between Dundonald Street and Charlotte Street; (u) Belmont Circular Road, between Charlotte Street and the entrance to the Port-of-Spain General Hospital; (v) Phillip Street; (w) Tragarete Road, between Damien Street and St. Vincent Street; and (x) Piccadilly Street, between Park Street and Old St. Joseph Road. Parking 3. (1) On Carnival Monday, between the hours of 2.00 a.m. and prohibited 10.00 p.m. and on Carnival Tuesday, between the hours of 6.00 a.m. and 10.00 p.m.— (a) parking is prohibited on the following streets bounded by Wrightson Road on the south and Ariapita Avenue on the north: (i) Petra Street; (ii) Ana Street; (iii) Gallus Street; (iv) Alberto Street; (v) Rosalino Street; (vi) Luis Street; (vii) Alfredo Street; (viii) Carlos Street; (ix) Murray Street; (x) Fitt Street; and (xi) Cornelio Street; and (b) vehicular traffic may proceed in both directions on the streets referred to in paragraph (a). (2) On Carnival Monday, between the hours of 2.00 a.m. and 10.00 p.m., parking is prohibited on— (a) Oxford Street, between Observatory Street and Dundonald Street; and (b) Stone Street. (3) On Carnival Monday, between the hours of 2.00 a.m. and 10.00 p.m. and on Carnival Tuesday, between the hours of 6.00 a.m. and 10.00 p.m., parking is prohibited on— (a) Circular Road, between St. Clair Roundabout and Jerningham Avenue; Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016 61 (b) Maraval Road, between Circular Road and Tragarete Road; (c) St. Clair Avenue; (d) Damian Street; (e) De Verteuil Street; (f) Dennis Mahabir Street; (g) Wrightson Road; (h) Beetham Highway, between Abattoir Road and Wrightson Road; (i) Vieira Street; (j) Abattoir Road; (k) St. Joseph Road; (l) Foster Road; (m) Plaisance Road; (n) Picton Road; (o) Laventille Road; (p) Quarry Street; (q) Belgrade Street; (r) Codrington Street; (s) Parker Street; (t) Pall Mall Street; (u) Oxford Street, east of Observatory Street; (v) Belmont Circular Road, between Observatory Street and Queen’s Park East; (w) Belmont Circular Road, between Observatory Street and Charlotte Street; (x) Jerningham Avenue, between Queen’s Park East and Belmont Circular Road; (y) Archer Street; (z) Cadiz Road; (aa) Lady Young Road, between the entrance to the Trinidad Hilton and St. Ann’s Roundabout; (ab) Serpentine Road; and (ac) Prada Street. 62 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016 (4) On Carnival Monday, between the hours of 2.00 a.m. and midnight and on Carnival Tuesday, between the hours of 6.00 a.m. and 10.00 p.m., parking is prohibited on— (a) the portion of South Quay and the Eastern Main Road, between Vieira Street, Port-of-Spain and Bushe Street, San Juan; and (b) Abattoir Road, with the exception of the taxi stands referred to in clause 17. One-way 4. (1) On Carnival Monday, between the hours of 2.00 a.m. and traffic 10.00 p.m., vehicular traffic shall proceed in a southerly direction only along Stone Street, between Wrightson Road and Park Street. (2) On Carnival Monday, between the hours of 2.00 a.m. and 10.00 p.m. and on Carnival Tuesday, between the hours of 6.00 a.m. and 10.00 p.m., vehicular traffic shall proceed in— (a) a southerly direction only on Archer Street, between Belmont Circular Road and Jerningham Avenue; (b) an easterly direction only on Cadiz Road; (c) a southerly direction only on Vieira Street, between St. Joseph Road and South Quay; and (d) a westerly direction only on Prada Street, between Maraval Road and Wainwright Street. Two-way 5. On Carnival Monday, from 2.00 a.m. to 12.00 midnight and on traffic Carnival Tuesday, vehicular traffic shall proceed in both directions— (a) around the Queen’s Park Savannah, between Casual Corner and Jerningham Avenue; (b) on Observatory Street, between Quarry Street and Belmont Circular Road; (c) on Belmont Circular Road, between Observatory Street and the entrance to the Port-of-Spain General Hospital; and (d) on Oxford Street, between Observatory Street and Charlotte Street. Route for 6. (1) Vehicular traffic en route to the Port-of-Spain General vehicles on an emergency to Hospital (hereinafter called “the Hospital”) on an emergency, shall Port-of-Spain proceed along one of the following routes: General Hospital (a) north along Henry Street, east onto New Street and onto Belmont Circular Road to the Hospital; Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016 63 (b) west from Belmont Circular Road and Observatory Street to the Hospital; (c) north along French Street, onto Maraval Road, east along Warner Street, south onto Cipriani Boulevard, east onto Melville Street, south onto Dundonald Street, east onto New Street to the Hospital; (d) north along Edward Street, east onto New Street to the Hospital; (e) north along Long Circular Road onto Maraval Road, east onto Warner Street, south onto Cipriani Boulevard, east onto Melville Street, south onto Dundonald Street, east onto New Street to the Hospital; (f) east along Sackville Street, north onto Edward Street, east onto New Street to the Hospital; and (g) west along Lady Young Road, south along Queen’s Park east onto Charlotte Street and into the Hospital via the Maternity Ward Entrance. (2) Vehicular traffic shall exit the hospital by utilizing the reverse route referred to in clause 6(1). Division 2—Taxi and Maxi-taxi Stands 7. This Division has effect from 2.00 a.m. on Carnival Monday to Duration midnight on Carnival Tuesday. 8. Taxi drivers assigned to taxi stands on Chacon Street, between Long Circular/ Independence Square South and South Quay (Long Circular/Wrightson Wrightson Road) shall operate from the northern side of Dock Road, between Road taxi stands Wrightson Road and the entrance to the Port Authority. 9. Taxi drivers assigned to taxi stands on South Quay, between Diego Martin/ Petit Valley Broadway and Abercromby Street (Diego Martin/Petit Valley) shall taxi stands operate from the southern side of Dock Road, between Wrightson Road and the entrance to the Port Authority.
