THE TRAFFIC RESTRICTION (TEMPORARY PROVISIONS) (CARNIVAL) ORDER, 2016

1. This Order may be cited as the Traffic Restriction (Temporary Citation Provisions) (Carnival) Order, 2016.

PART I

PORT-OF-SPAIN

Division 1—Vehicular Traffic and Parking

2. (1) On Monday 8th February, 2016 (hereinafter called “Carnival Vehicular traffic and Monday”), between the hours of 2.00 a.m. and 10.00 p.m., vehicular parking traffic and parking are prohibited on the following roads and on all prohibited roads lying within and bounded by them: (a) Duke Street, between Belgrade Street and Wrightson Road; (b) Park Street, between Flament Street and Piccadilly Street; (c) Flament Street, between Park Street and Wrightson Road; (d) Independence Square North, between Wrightson Road and Piccadilly Street; (e) Independence Square South, between Wrightson Road and Piccadilly Street; (f) St. Joseph Road, between Piccadilly Street and Vieira Street; (g) Charlotte Street, between Oxford Street and South Quay; (h) Nelson Street; (i) Duncan Street; 58 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016

Parking 3. (1) On Carnival Monday, between the hours of 2.00 a.m. and prohibited 10.00 p.m. and on Carnival Tuesday, between the hours of 6.00 a.m. and 10.00 p.m.— (a) parking is prohibited on the following streets bounded by Wrightson Road on the south and Ariapita Avenue on the north: (i) Petra Street; (ii) Ana Street; (iii) Gallus Street; (iv) Alberto Street; (v) Rosalino Street; (vi) Luis Street; (vii) Alfredo Street; (viii) Carlos Street; (ix) Murray Street; (x) Fitt Street; and (xi) Cornelio Street; and (b) vehicular traffic may proceed in both directions on the streets referred to in paragraph (a). (2) On Carnival Monday, between the hours of 2.00 a.m. and 10.00 p.m., parking is prohibited on— (a) Oxford Street, between Observatory Street and Dundonald Street; and (b) Stone Street. (4) On Carnival Monday, between the hours of 2.00 a.m. and midnight and on Carnival Tuesday, between the hours of 6.00 a.m. and 10.00 p.m., parking is prohibited on— (a) the portion of South Quay and the Eastern Main Road, between Vieira Street, Port-of-Spain and Bushe Street, San Juan; and (b) Abattoir Road, with the exception of the taxi stands referred to in clause 17.

One-way 4. (1) On Carnival Monday, between the hours of 2.00 a.m. and traffic 10.00 p.m., vehicular traffic shall proceed in a southerly direction only along Stone Street, between Wrightson Road and Park Street. (2) On Carnival Monday, between the hours of 2.00 a.m. and 10.00 p.m. and on Carnival Tuesday, between the hours of 6.00 a.m. and 10.00 p.m., vehicular traffic shall proceed in— (a) a southerly direction only on Archer Street, between Belmont Circular Road and Jerningham Avenue; (b) an easterly direction only on Cadiz Road; (c) a southerly direction only on Vieira Street, between St. Joseph Road and South Quay; and (d) a westerly direction only on Prada Street, between Maraval Road and Wainwright Street.

Two-way 5. On Carnival Monday, from 2.00 a.m. to 12.00 midnight and on traffic Carnival Tuesday, vehicular traffic shall proceed in both directions— (a) around the Queen’s Park Savannah, between Casual Corner and Jerningham Avenue; (b) on Observatory Street, between Quarry Street and Belmont Circular Road; (c) on Belmont Circular Road, between Observatory Street and the entrance to the Port-of-Spain General Hospital; and (d) on Oxford Street, between Observatory Street and Charlotte Street.

Route for 6. (1) Vehicular traffic en route to the Port-of-Spain General vehicles on an emergency to Hospital (hereinafter called “the Hospital”) on an emergency, shall Port-of-Spain proceed along one of the following routes: General Hospital (a) north along Henry Street, east onto New Street and onto Belmont Circular Road to the Hospital; Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016 63

(b) west from Belmont Circular Road and Observatory Street to the Hospital; (c) north along French Street, onto Maraval Road, east along Warner Street, south onto Cipriani Boulevard, east onto Melville Street, south onto Dundonald Street, east onto New Street to the Hospital; (d) north along Edward Street, east onto New Street to the Hospital; (e) north along Long Circular Road onto Maraval Road, east onto Warner Street, south onto Cipriani Boulevard, east onto Melville Street, south onto Dundonald Street, east onto New Street to the Hospital; (f) east along Sackville Street, north onto Edward Street, east onto New Street to the Hospital; and (g) west along Lady Young Road, south along Queen’s Park east onto Charlotte Street and into the Hospital via the Maternity Ward Entrance. (2) Vehicular traffic shall exit the hospital by utilizing the reverse route referred to in clause 6(1).

Division 2—Taxi and Maxi-taxi Stands

7. This Division has effect from 2.00 a.m. on Carnival Monday to Duration midnight on Carnival Tuesday.

8. Taxi drivers assigned to taxi stands on Chacon Street, between Long Circular/ Independence Square South and South Quay (Long Circular/Wrightson Wrightson Road) shall operate from the northern side of Dock Road, between Road taxi stands Wrightson Road and the entrance to the Port Authority.

9. Taxi drivers assigned to taxi stands on South Quay, between Diego Martin/ Petit Valley Broadway and Abercromby Street (Diego Martin/Petit Valley) shall taxi stands operate from the southern side of Dock Road, between Wrightson Road and the entrance to the Port Authority.

10. Taxi drivers assigned to taxi stands on the southern side of “On-call”/ Ice House Independence Square North, between Abercromby Street and taxi stands St. Vincent Street and on the eastern and western sides of Cipriani Circle, between Independence Square North and Independence Square South (On-call/Ice House taxis) shall operate on Charles Street, from Scott Bushe Street, facing west. 64 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016

San Fernando/ 11. Taxi drivers assigned to taxi stands on Broadway, between South Chaguanas taxi stands Quay and Independence Square South shall operate with respect to— (a) the San Fernando taxi stand, on the northern side of South Quay facing east, between Nelson Street and Vieira Street; and (b) the Chaguanas taxi stand, on the northern side of South Quay facing east, between Nelson Street and Vieira Street.

Morvant/Trou 12. Taxi drivers assigned to Morvant/Trou Macaque shall operate Macaque taxi stands on the southern side of the Old St. Joseph Road, east of Piccadilly Street.

Tunapuna/ 13. Taxi drivers assigned to taxi stands on Henry Street, between Arima/ Sangre Independence Square South and South Quay (Tunapuna/Arima/ Grande/San Juan/Round- Sangre Grande/San Juan/Round-the-Road) shall operate from the the-Road southern side of South Quay facing east, between Nelson Street and taxi stands Vieira Street.

Belmont taxi 14. Taxi drivers assigned to the taxi stand at Queen Street and stand Charlotte Street shall operate from Observatory Street and Charlotte Street.

Maraval taxi 15. Taxi drivers assigned to the taxi stand on Duke Street and stand Charlotte Street shall operate from Belmont Circular Road and Belle Eau Road.

Carenage 16. Taxi drivers assigned to the taxi stand at Green Corner shall taxi stand operate from Duke Street and Stone Street.

Hospital taxi 17. Taxi drivers assigned to the taxi stand at South Quay and stand Charlotte Street shall operate off Abattoir Road, east of Vieira Street.

Route 1 18. Route 1 maxi-taxi drivers (yellow band) shall proceed to the maxi-taxi stand maxi-taxi stand on South Quay via the Beetham Highway and exit via South Quay, on the southern side, forty metres east of the Beetham Highway. Division 3—Parade of Bands

Bands 19. Bands shall enter the Queen’s Park Savannah Competition by entering and leaving turning north from South Quay onto Charlotte Street, west onto Queen’s Park Queen’s Park West and into the Queen’s Park Savannah and exit by Savannah proceeding south along Victoria Avenue and turn west onto Tragarete Road. 20. Bands shall enter the Adam Smith Square Competition Centre Bands entering and from Tragarete Road, turn south onto Pole Carew Street and Ana Street leaving Adam Smith Square and then proceed east along Ariapita Avenue. Competition Centre

21. Bands shall enter the South Quay Competition Centre from Bands entering and St. Vincent Street onto South Quay, then exit east along South Quay leaving from South Quay then north along Charlotte Street or proceed east along Independence Competition Centre Square South onto Piccadilly Street Extension.

22. Bands shall enter Piccadilly Street Competition Centre via Bands entering and Piccadilly Street Extension onto Piccadilly Street and exit by continuing leaving Piccadilly north along Piccadilly Street, west onto Park Street, north along Street Competition Charlotte Street then west onto Queen’s Park West to enter the Queen’s Centre Park Savannah.

23. Vehicles shall enter the Queen’s Park Savannah at the Entry of vehicles into following points: the Queen’s Park (a) Queen’s Park East, near St. Ann’s Roundabout; Savannah (b) Queen’s Park East, near Cadiz Road; (c) Jerningham Avenue; and (d) Casual Corner.

24. (1) Notwithstanding any enactment to the contrary, motorists Parking of vehicles on shall park on the northern side of the North Stand of the Queen’s Park Queen’s Park Savannah three hours before the start of the function and exit three Savannah hours after the closure of the function. (2) Parking on the Queen’s Park Savannah shall be in accordance with the directions of the Police Officer on duty.

Division 4—Traffic Lights

25. Automatic traffic lights shall not be in operation between the Automatic traffic hours of 2.00 a.m. on Carnival Monday and midnight on Carnival lights Tuesday.

PART II ST. JAMES

26. This Part has effect on Carnival Monday and Carnival Tuesday Duration from 4.00 a.m. to midnight. 66 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016

Vehicular 27. Vehicular traffic and parking are prohibited on— traffic and parking (a) Western Main Road, between Roxy Roundabout and George prohibited Cabral Street; (b) Tragarete Road; (c) Mathura Street; (d) Taylor Street; (e) Ariapita Avenue; (f) Mucurapo Road, between Luckput Street and O’Connor Street; and (g) Damien Street.

Parking 28. (1) Parking is prohibited on— prohibited (a) the western side of— (i) George Cabral Street; (ii) Kathleen Street; (iii) Luckput Street; (iv) Belle Smythe Street; (v) O’Connor Street, between Ariapita Avenue and Hamilton Holder Street; and (vi) Dennis Mahabir Street; and (b) the northern side of— (i) Ranjit Kumar Street; (ii) Angelina Street; (iii) Quamina Street; (iv) Church Street; (v) Anderson Street; (vi) Finland Street; (vii) Panka Street; (viii) Hyderabad Street; (ix) Pujadas Street; (x) First Avenue; (xi) Francis Street; (xii) Roberts Street; (xiii) Hunter Street; (xiv) Brabrant Street; (xv) Kelly Kenny Street; and (xvi) Hamilton Holder Street. 29. Parking is permitted on the eastern side of the streets referred Parking permitted to in clause 28(1)(a) and on the southern side of the streets mentioned in clause 28(1)(b).

30. (1) Taxi drivers assigned to the Long Circular Road taxi stand Taxi stands shall operate from the western side of Long Circular Road, facing north of Kathleen Street.

(2) Taxi drivers assigned to the Bournes Road taxi stand shall operate from the western side of Bournes Road, facing north of Kathleen Street.

(3) Taxi drivers assigned to the Carenage taxi stand shall operate from the southern side of the Western Main Road facing west of Coronation Street.

(4) Taxis drivers assigned to the Port-of-Spain taxi stand shall operate from— (a) Long Circular Road north of Barbados Road; (b) Wrightson Road; and (c) the Foreshore by the Link Road.

31. On Carnival Monday and Carnival Tuesday, between the hours One-way of 6.00 a.m. and midnight, vehicular traffic shall proceed in a— traffic (a) northerly direction only on Coronation Street; and (b) southerly direction only on Luckput Street.

32. Drivers proceeding— Vehicular traffic routes (a) west along Wrightson Road and proceeding towards St. James and Maraval districts between the hours of 8.00 a.m. and 4.00 p.m. shall continue west onto the Audrey Jeffers Highway and use the Cocorite Traffic Lights to turn north onto Carlton Street and either proceed north onto George Cabral Street or continue east onto Mucurapo Road; and (b) east along the Western Main Road shall turn north onto George Cabral Street, east onto Kathleen Street, onto Barbados Road, north onto Jamaica Boulevard, onto Rapsey Street, right onto Maraval Road and onto Circular Road. 68 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016

34. (1) Parking is prohibited on Sunday 7th February, 2016, from Vehicular traffic and midday to 8.00 p.m., on Carnival Monday, between the hours of parking 6.00 p.m. and 9.00 p.m. and on Carnival Tuesday, between the hours of prohibited 10.00 a.m. and midnight on— (a) First Avenue, between First Street and the Eastern Main Road; and (b) First Street, between First Avenue and the Eastern Main Road.

(2) On Carnival Monday between the hours of 4.00 a.m. and 10.00 a.m. and 6.00 p.m. to midnight and on Carnival Tuesday between the hours of 10.00 a.m. and 2.00 p.m. and 6.00 p.m. and midnight, vehicular traffic and parking are prohibited on— (a) the Eastern Main Road, between First Avenue and Aranguez Main Road for vehicles proceeding east; (b) the Eastern Main Road, between Aranguez Main Road and Saddle Road for vehicles proceeding west; (c) Saddle Road, between the Eastern Main Road and First Street; (d) Second Street, between First Avenue and First Street; and (e) Coldatinda Avenue.

(3) On Sunday 7th February, 2016 between the hours of 2.00 p.m. and 8.00 p.m. vehicular traffic and parking are prohibited on— (a) the Eastern Main Road, between First Avenue and Sixth Avenue for vehicles proceeding east; 70 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016

(4) On Sunday 7th February, 2016 between the hours of 8.00 p.m. and midnight vehicular traffic and parking are prohibited on— (a) the Eastern Main Road, between First Avenue and Aranguez Main Road for vehicles proceeding east; (b) the Eastern Main Road, between Aranguez Main Road and First Avenue for vehicles proceeding west; (c) Saddle Road, between the Eastern Main Road and First Street; (d) Second Street, between First Avenue and Saddle Road; and (e) Coldatinda Avenue.

(5) Vehicular traffic is prohibited along Saddle Road, between Eastern Main Road and First Street on— (a) Sunday 7th February, 2016 between 2.00 p.m. and 8.00 p.m; (b) Carnival Monday between 4.00 a.m. and 10.00 a.m. and between 6.00 p.m. and midnight; and (c) Carnival Tuesday between 10.00 a.m. and 2.00 p.m. and between 6.00 p.m. and midnight.

PART IV

SANTA CRUZ

Parking and 35. On Carnival Monday between the hours of 4.00 a.m. to vehicular traffic 10.00 a.m. and 2.00 p.m. to midnight vehicular traffic and parking are prohibited prohibited on Cantaro Road Extension, between Bass Street and Stollmeyer Street. PART V

37. Vehicular traffic is prohibited on— Vehicular traffic (a) the Eastern Main Road, between Harrinauth Street and prohibited Tunapuna Road; (b) Fairley Street from Sheriff Street; and (c) El Dorado Road from Lackpat Street.

38. Drivers proceeding— Vehicular traffic routes (a) east along the Eastern Main Road shall turn north along Tunapuna Road, east along Green Street, south along El Dorado Road, east along Lackpat Street, south along Harrinauth Street and continue east along the Eastern Main Road; and (b) west along the Eastern Main Road, shall turn north along Harrinauth Street, west along Lackpat Street, north along El Dorado Road, west along Green Street, south along Fairley Street onto Sheriff Street, south along Tunapuna Road and continuing west along the Eastern Main Road.

39. Parking is prohibited on— Parking prohibited (a) Tunapuna Road, between the Eastern Main Road and Green Street; (b) Green Street, between Tunapuna Road and El Dorado Road; (c) Sheriff Street, between Fairley Street and Tunapuna Road; (d) Lackpat Street, between El Dorado Road and Harrinauth Street; and (e) the Eastern Main Road, between Tunapuna Road and Harrinauth Street.

Parade of Bands

40. Clauses 41, 42 and 43 have effect on Carnival Monday and Duration Carnival Tuesday between the hours of 3.00 p.m. and midnight.

41. Vehicular traffic is prohibited on— Vehicular traffic (a) Eastern Main Road, between El Dorado Road and prohibited Tunapuna Road; and (b) Fairley Street from Sheriff Street. 72 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2016

Vehicular 42. Drivers proceeding— traffic routes (a) east along the Eastern Main Road shall turn north along Tunapuna Road, east along Green Street, south along El Dorado Road, east along Lackpat Street, south onto Harrinauth Street and continue east along the Eastern Main Road; and (b) west along the Eastern Main Road shall turn north along El Dorado Road, west along Green Street, south along Fairley Street onto Sheriff Street, south along Tunapuna Road and continue west along the Eastern Main Road.

Parking 43. Parking is prohibited on— prohibited (a) Tunapuna Road, between Eastern Main Road and Green Street; (b) Green Street, between Tunapuna Road and El Dorado Road; (c) Sheriff Street, between Fairley Street and Tunapuna Road; and (d) Eastern Main Road, between Tunapuna Road and El Dorado Road.

Route to and 135. (1) Drivers entering the Scarborough Wharf shall proceed from Scarborough south along North Side Road, south onto Carrington Street, north onto Wharf Burnette Street, west along Main Street, north along Castries Street, west along Carrington Street and south along Customs Street into the Port Compound.

(2) Drivers leaving the Scarborough Wharf shall proceed north along Customs Out Street, north along North Side Road.
