The ‘present’ situation in the country is one of deep political and historical importance: The third year anniversary of the ceasefire agreement and the future of the peace process, which includes the possibility of an interim authority are compounded exponentially by the devastating Tsunami which struck Sri Lanka on the 26th of December 2004. Thus the ‘present’ is a precarious time period for the future of Sri Lanka and its peace process, which is now indissolubly linked to the way in which both the Government of Sri Lanka and the LTTE handle the influx of international aid, donor visits, humanitarian relief, rehabilitation, recovery and rebuilding in the wake of a natural disaster. All this, in an environment of unprecedented international concern and scrutiny about the internal workings of Sri Lanka in a ‘post- Tsunami’ situation which has incidentally affected key areas of political importance (North, East and South), let alone the social, humanitarian and economic status of these areas. As such the impact of the mediai in disseminating information, in the least, and making political commentaries, at most, can be crucial when the country is still emerging from over two decades of civil warii. This report is a quantitative (content analysis) and qualitative (textual analysis) examination of how the media in general reports on key issues of interest in the ‘post-Tsunami’ environment during the month of March 2005.

However, US citizen Rudrakumaran who incidentally continues to be banned by the Government of Sri Lanka since April 2014 incorporating the UN Security Council Resolution 1373 is ‘Prime Minister’ of LTTE front Transnational Government of Tamil Eelam and legal counsel for US banned LTTE. There is only one US President and he is Donald Trump. There is no such provision for Prime Minister Rudrakumaran in any US constitution nor provision for a government called TGTE and a state called Tamil Eelam. US citizens are enjoying US privileges not to be creating governments in the sky out of the money that should go into the welfare of the US state. These are important issues that the FBI and US state authorities need to seriously investigate. Many of the LTTE lobbies had been influencing Obama-Clinton Administration & even UN/UNHRC.     Human Rights Half Measures: Avoiding Accountability in Post-War Sri Lanka I. INTRODUCTION Insincere human rights behavior is a common feature of the international system. Although there is an increasingly detailed system of obligations, enforcement is imperfect, creating opportunities to evade the rules. States sign onto treaties with which they never intend to comply, knowing that they are unlikely to suffer penalties. They participate in institutions whose dictates they plan to ignore.1 These dynamics have led many to conclude that human rights commitments are simply “cheap talk”.2 But such “talk” is not always cheap. States routinely engage in human rights behavior that incurs significant costs but doesn’t meet their obligations. Some of these actions might be explained as inadequate good faith efforts,3 but often they are undertaken by states with clear preferences not to comply. For example, facing massive international outcry after security forces killed more than 150 civilians at an opposition rally in 2009, Guinea’s ruling junta created a commission of inquiry to investigate. The body comprised 31 commissioners, including four foreign judges who had to be flown in to take part, as well as a team of police investigators. The move was extremely unpopular with the security sector, who feared taking the blame for the massacre. Yet even as it incurred the risk of a coup by creating the commission, a move that might suggest a genuine commitment to improving human rights, or at least to selling international audiences on its sincerity, the regime continued to recruit militias and openly build up repressive capacity.

It is a reasonably comprehensive record of the abysmal record of the UN and the UN Human Rights Council (UNHRC) in addressing human rights violations. It is being submitted to the UNHRC and will probably end up in a dustbin. So be it. The 19th Session of this talk-shop started on 27 February 2012 and will go on till 23 March 2012. While people concerned with the serious violations of human rights of the Tamil people by the murderous politico-military junta led by President Mahinda Rajapaksa are hoping that this Meeting will demand an international investigation into war crimes (as suggested by the UN Secretary General’s Advisory Panel of Experts2), I am highly sceptical that it will. The track record of the UN and the UNHRC is such that to believe otherwise is ignorance, if not plain stupidity. The bombshell has just been dropped, the (UK) Channel 4 News documentary “Sri Lanka’s Killing Fields: War Crimes Unpunished”, a follow-up to the shocking video “Sri Lanka’s Killing Fields” aired in June 2011. The latter was screened at a special showing in the UN Human Rights Council meeting soon after it was released. It shocked the world and even the hardened diplomats in the UNHRC, some of whom were unable to continue watching the ghastly scenes and turned their heads away (I saw this on a recording of the showing).

    C olonials, bourgeoisies and media dynasties: A case study of Sri Lankan media. Abstract: Despite enjoying nearly two centuries of news media, Sri Lanka has been slow to adopt western liberalist concepts of free media, and the print medium which has been the dominant format of news has remained largely in the hands of a select few – essentially three major newspaper groups related to each other by blood or marriage. However the arrival of television and the change in electronic media ownership laws have enabled a number of ‘independent’ actors to enter the Sri Lankan media scene. The newcomers have thus been able to challenge the traditional and incestuous bourgeois hold on media control and agenda setting. This paper outlines the development of news media in Sri Lanka, and attempts to trace the changes in the media ownership and audience. It follows the development of media from the establishment of the first state-sanctioned newspaper to the budding FM radio stations that appear to have achieved the seemingly impossible – namely snatching media control from the Wijewardene, Senanayake, Jayawardene, Wickremasinghe, Bandaranaike bourgeoisie family nexus. By the 1920’s the island nation was finding strength as a pioneer in Asian radio but subsequently became a relative latecomer to television by the time it was introduced to the island in the late1970’s.
