AMBASSADOR’S MESSAGE 4 Dear Friends, This month Prime Minister Imran Khan reached out to the world to raise his voice against Islamophobia. He wrote a letter to Facebook CEO Mark Zuckerberg calling on him to deny social media space to such hate-mongering voices. Pakistan continued its efforts to bring lasting peace in Afghanistan. Islamabad hosted Mr. Gulbuddin Hekmatyar, leader of Hezb-e-Islami for a visit. In addition, the UN Secretary General’s Special Representative on Afghanistan, Ms. Deborah Lyons also visited Pakistan this month. UNAMA has played a vital role in Afghanistan’s socio-economic development. Pakistan and the United States are now official partners under the Hague Convention on Child Abduction. This step will prevent the forced abduction of children and their movement between the two countries. Dr. Asad Majeed Khan Both Pakistan and the U.S. continued cooperation against COVID-19 as Ambassador of the Islamic well. Meanwhile, Pakistan’s successful handling, thus far, of the Republic of Pakistan to the COVID-19 crisis drew praise and acclaim from U.S. experts as well as United States from global forums. In the multilateral arena, Pakistan was re-elected to the United Nations Human Rights Council with an overwhelming 169 votes in favor. This success bears testament to Pakistan’s unwavering commitment to the cause of human rights around the world. This month, the United Nations also celebrated its 75 years, having been established in 1945. On the economic front, the IMF/World Bank Fall meetings were convened in virtual format this month. Pakistan’s delegation participated under the leadership of Adviser to the Prime Minister on Finance Dr. Abdul Hafeez Sheikh. Federal Minister for Economic Affairs Makhdum Khusro Bakhtyar, Governor State Bank of Pakistan Dr. Reza Baqir and other senior officials of the Finance and Economic Affairs ministries also attended the various meetings. Meetings with the leadership of IMF and World Bank were held which took stock of Pakistan’s economic situation, particularly in the wake of COVID-19. Both institutions praised the Government of Pakistan for its prudent and timely economic measures to support the economic recovery and protect the most vulnerable segments of the population. The World Bank and Pakistan also signed hydel projects worth US$ 1.15 billion this month. I spoke at the World Affairs Council of Rhode Island and I also interacted with the Pakistani origin staff members of the World Bank and IMF. This was in addition to my engagements with the U.S. corporate sector. The U.S. Pakistan Business Council hosted a webinar on Energy sector opportunities in Pakistan which was attended by Federal Minister for Energy Umer Ayub Khan and Special Assistant to the PM on Petroleum Mr. Nadeem Baber. We also continued our official interactions with the U.S. Department of State, U.S. Department of Defense as well as other official U.S. agencies. I can say with satisfaction that our bilateral relations are in good shape and we are poised to strengthen and deepen our ties in the coming months. PAKISTAN-U.S. RELATIONS 6 THE UNITED STATES AND PAKISTAN PARTNER UNDER THE HAGUE ABDUCTION CONVENTION The United States Embassy in Islamabad welcomed Pakistan as a new partner under the 1980 Hague Convention on the Civil Aspects of International Child Abduction. The Convention will put in place an internationally recognized legal framework to resolve cases of parental child abduction between the two countries. Pakistan will now be able to use the Hague Convention as a vital tool to deter international abduction and secure the return of abducted children between the United States and Pakistan. Read here. PAKISTAN-U.S. RELATIONS 7 PAKISTAN & THE U.S. PARTNERS IN THE FIGHT AGAINST COVID-19 As part of the on-going partnership with Pakistan’s National Disaster Management Authority (NDMA), the United States Government, through the U.S. Agency for International Development (USAID), in cooperation with the Punjab Specialized Healthcare and Medical Education Department, has delivered 46 new ventilators to 13 hospitals in Punjab to support Pakistan’s fight against COVID-19. This equipment is part of the 200 ventilators contributed to Pakistan by the United States. Deliveries of these ventilators were made through a partnership with the NDMA and Chemonics. Read here. PAKISTAN-U.S. RELATIONS 8 PAKISTAN CO-SIGNS GENEVA CONSENSUS DECLARATION ON PROMOTING WOMEN'S HEALTH AND STRENGTHENING THE FAMILY U.S. Secretary of State, Michael R. Pompeo and Secretary of Health and Human Services, Alex M. Azar co-hosted the virtual signing ceremony of the Geneva Consensus Declaration. The Declaration which aims to “protect women’s health, defend the unborn, and reiterates the vital importance of the family as the foundation of society,” was co-sponsored by the governments of Brazil, Egypt, Hungary, Indonesia, and Uganda. In addition to Pakistan, 30 other countries co-signed the declaration. TOURISM 10 DISCOVER THE SPLENDORS OF PAKISTAN: EMBASSY HOSTS A VIRTUAL TOUR OF PAKISTAN In its endeavour to highlight the potential of tourism in Pakistan in the US tourism industry, the Embassy initiated the first of its kind Webcast Series consisting of virtual tours through Pakistan. A webinar titled ‘Discover the Splendors of Pakistan’ was held on October 29, 2020. Special Assistant to the Prime Minister on Overseas Pakistani and Human Resource Development, Sayed Zulfiqar Abbas Bukhari in his keynote address highlighted the drastic transformative shift viz-a-viz the tourism sector in Pakistan, as Prime Minister Imran Khan’s government embarks on a forward-looking and fully inclusive approach to encourage tourism. In is remarks, Ambassador Dr. Asad M. Khan emphasized the unspoilt beauty of Pakistan, its rich heritage, its ancient civilization and encouraged viewers to visit Pakistan. Emmy Award winning American television personality and journalist, Beth Troutman shared her documentary along with mesmerizing travel stories of Pakistan. A German Vlogger, Christian Betzmann shared his experiences on the sights and sounds of Pakistan. Fatima Ali, a cuisine expert from ‘Pots n Curries’ who has been actively promoting Pakistan traditional cuisines in the US and abroad introduced Pakistani cuisine to the audience.

    10th December, 2018 PM pledges to protect, promote businesses Prime Minister Imran Khan on Sunday took into confidence the business community vowing to unveil a proper economic reform agenda to steer the country out of the current economic crisis. Also, the PM assured that his government was making all-out efforts to promote and protect business and investment in the country. During his day-long official visit to Karachi, the PM met with delegations of various trade associations, industrialists, provincial government officials, Pakistan Stock Exchange (PSX) representatives, Karachi Chambers of Commerce and Industry (KCCI), Overseas Investors Chamber of Commerce and Industry (OICCI) officials political party leaders etc and assured them to protect and promote the overall business environment in the country. In an interactive session with the managing committee members of Overseas Investors Chamber of Commerce and Industry (OICCI) at the Governor''s House the PM promised full support to foreign investors in addressing their issues and also shared salient points of the government''s economic recovery strategy. "We are working on a clear path for recovery and that the benefit of the revised economic strategy will be visible during the next six to nine months" Imran said. The Prime Minister promised to unveil in the coming weeks a proper economic reform agenda showing a clear road map for taking the country out of the current economic crisis. He was speaking during his visit to Peak Montessori and High School Rawalpindi on Tuesday where a ceremony was organised in connection with the 70th National Day of China. The students presented beautiful Cultural performances in the Honor of China‘s Ambassador and also cut a cake. Ambassador Yao Jing said that we are having many trade projects contributing in the mutual development of Pakistan and China. He expressed the importance of CPEC by claiming that around 20,000 students can go to China for higher studies annually. He focused on the importance of education and he said that students must pay attention to their studies, as they are the bright future of not only the Pakistan, but also the world. Principal Muhammad Ibraheem said that the Chinese government is bearing all kind of expenses of almost 216 Ex- Chinese students, studying at Peak Montessori and High School.

    Section 3 - Policy and Migration in South Asia Information on Migration Policies The original hypotheses of the project were: Government policy, which aims to control migration flows, generally has the effect of making migration more hazardous for individual migrants. Policy-making is usually reactive, responding to changes and crises, rather than anticipating them. The focus of this research has been on emigration and immigration policy, the assumption being that it is this policy that most directly affects those involved in international migration. In all of the countries of South Asia there are, in fact, few restrictions on who can migrate. In most cases, however, it is difficult to find any clear statement of specific country policy on migration. One possible source of information on emigration policy is government institutions concerned with migration, such as the Sri Lanka Bureau of Foreign Employment and the Overseas Pakistani Foundation. In many cases these institutions provide general statements of intent rather than specifics. Far more useful are the various recent analyses of policy, such as Mahmood (1998) on Bangladesh, Nair (1998) on India, Seddon et al (2000) on Nepal, Addleton (1992) on Pakistan, and Gunatilleke (1998a) and Gamburd (2000) on Sri Lanka. Appleyard (1998) provides an overview of these analyses, which vary considerably in approach and in the level of detail provided. There are a large range of sources and analyses of immigration policy for receiving countries, which are often more clearly stated because of their importance. In this report I have chosen to look in some detail at examples for each of the main receiving regions for South Asian migrants.

    PAKISTAN 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution establishes Islam as the state religion and requires all provisions of the law to be consistent with Islam. The constitution states, “Subject to law, public order, and morality, every citizen shall have the right to profess, practice, and propagate his religion.” It also states, “A person of the Qadiani group or the Lahori group (who call themselves Ahmadis), is a non-Muslim.” The courts continued to enforce blasphemy laws, punishment for which ranges from life in prison to execution for a range of charges, including “defiling the Prophet Muhammad.” According to civil society reports, there were at least 84 individuals imprisoned on blasphemy charges, at least 29 of whom had received death sentences, as compared with 77 and 28, respectively, in 2018. The government has never executed anyone specifically for blasphemy. According to data provided by nongovernmental organizations (NGOs), police registered new blasphemy cases against at least 10 individuals. Christian advocacy organizations and media outlets stated that four Christians were tortured or mistreated by police in August and September, resulting in the death of one of them. On January 29, the Supreme Court upheld its 2018 judgment overturning the conviction of Asia Bibi, a Christian woman sentenced to death for blasphemy in 2010. Bibi left the country on May 7, after death threats made it unsafe for her to remain. On September 25, the Supreme Court overturned the conviction of a man who had spent 18 years in prison for blasphemy. On December 21, a Multan court sentenced English literature lecturer Junaid Hafeez to death for insulting the Prophet Muhammad after he had spent nearly seven years awaiting trial and verdict.
